Dear: Mr. Montebello
The Town of Spruce Pine has one industry (Bombardier) on a modified pretreatment permit program. The industry
has two discharge points. Veolia is responsible for the sampling & inspection process. The Town of Spruce Pine is
the POTW enforcement. Pipe#001 is the casting discharge, which is under the 464 CFR. Pipe#002 is the chrome
conversion discharge, which is under the 433 CFR. The first six (6) months of 2021 the industry had no violations
on Pipe #001 or pipe#002. The second six (6) months of 2021 the industry had no violations on pipe#001 or Pipe
#002 for the 3rd quarter. The industry was issued a new permit in the 41h quarter November 2021 with lower limits
and an addition of 1 new parameter DEHP added to the permit. The industry had (5) violations for DEHP on pipe
#001. The industry found the potential cause of the violation and corrected the issue. The industry had (4)
violations for TSS on pipe #002. The industry found that a filter on their treatment unit was malfunctioning and
corrected the problem. They also had (1) violation for DEHP on pipe #002. The industry investigated the problem
and corrected the issue. The industry resampled the following month on pipe#001 and pipe#002 with no violations
and sampled their selves back into compliance. The industry had no SNC or TRC violations for the reporting year of
2021. The Town of Spruce Pine issued the industry NOV's for TSS and DEHP limit exceedances. Bombardier has
an ongoing effort to improve their pretreatment program. The industry has a new operator to operate the treatment
system and it has greatly improved their performance. Overall the industry has performed very well. The Town of
Spruce Pine is pleased with the industries efforts and cooperation. All data on the info database sheet is correct.
