The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for 44% % and 0.741 MOD of the Available Capacity (E) in Pump Station Landfill EO . and that b. The rate of activation of this obligated, not yet tributary capacity is currently approximately 0.185 MOD per year; and that c. A funded Capital Project that will provide the required planned capacity, namely Landfill Sewage PS & FM is in design or under construction with planned completion in Fall 2023 ; and/or d. The following applies: This project is under construction. It is permitted as WQ0020340 Mod 4. The Landfill EQ station will go from its current pump rate of 1340 GPM to a pumping capcity of up to 6,076 GPM. Therefore: Given reasonably expected conditions and planning information, there is sufficient justification to allow this flow to be permitted, without a significant likelihood of over -allocating capacity in the system infrastructure. 1 understand that this does not relieve the collection system owner from complying with G.S. 143- 215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal system. C- Official Signature 'Date Page 3 of 6 FTSE 10-18 III. Certification Statement: I Chandra C. Farmer, PE certify to the best of my knowledge that the addition of the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity related sanitary sewer overflows or overburden any downstream pump station en route to the receiving treatment plant under normal circumstances, given the implementation of the planned improvements identified in the planning assessment where applicable. This analysis has been performed in accordance with local established policies and procedures using the best available data. This certification applies to those items listed above in Sections I and 11 plus all attached planning assessment addendums for which I am the responsible party. Signature of this form certifies that the receiving collection system or treatment works has adequate capacity to transport and treat the proposed new wastewater. I aaa -.I. The discharge force will be extended to 2,250 If to tie into a section of unused 4" pvc force main and leads to an 8" gravity system in the Langdon Pointe Subdivision (WQ0030796). Sincerely, Johnston County Utilities 4 Kimberly Rineer, P.E. cc: Chandra Farmer, Johnston County Mike Keen, Johnston County Johnston County Dance Art Dr. 4" Force Main Extension (Modification to Turner Southwind Business Park) Project Narrative January 2022 Existing Conditions The Dance Art WWPS was constructed as part of the Turner Southwinds Business Park permit (WQ0030313). The original permit included 2,750 linear feet of 8" gravity sewer, an 80 gpm duplex submersible wwps, and 50 linear feet of 4" force main to serve a small business park off of Cleveland Rd. (SR 1010) in Johnston County. The permit was for 14,980 gpd of average daily flow from several commercial parcels. The 4" force main ties into a 10" manifolded force main on Cleveland Road. The head conditions at the tie-in point have changed as the system has grown. The Dance Art WWPS has difficulty competing for space in the 10" force main which has led to several high level alarms in the recent past. Staff have avoided spills by temporarily turning off other stations or pump and hauling from the wetwell. The Dance Art WWPS currently only receives an average daily flow of 6,800 gpd. There have been several recent inquiries about developing the remaining parcels in the business park. The WWPS needs a solution before flow is added. Proposed Project The proposed project keeps the existing gravity system in place and does not extend it. The pump station will remain at the capacity of 80 gpm but the pumps will be swapped out to meet the new head condition of 75 feet total dynamic head. The discharge force will be extended to 2,250 If to tie into a section of unused 4" pvc force main and leads to an 8" gravity system in the Langdon Pointe Subdivision (WQ0030796). A new flow tracking form is included with the application for this route. No additional flow will be permitted. The anticipated average daily flow from the sewered properties remains 14,980 gpd. This pump will require an 8.86" diameter impeller to meet 80 GPM @ 75 TDH. This will mean the BHP at the new conditions will be 5.83 HP so a 7.5 HP pump would be required. if you change to a 7.5 HP pump we could probably do a larger diameter Impeller to help pump more. This is the project that I talked with you about either in September or October. The original project was done by Southwind in 2006 (Turner — Southwind Business Park). The existing pumps are Fairbanks 5 hp, 3" D5432MVK. The original design was for 80 gpm @ 69 ft. TDH. We need to pump a min. of 80 gpm @ 75 ft TDH. We would like to switch out the existing impellers and motors if needed. The existing pumps will pump, but due to the change In head conditions they are running to much, so Eric has robbed another pump from a different station to run this station. I think the robbed pump is a 7.5 hp pump (Fairbanks). Eric said with the modifications they did to the existing control panel they had enough power and the pump is running fine. Need your opinion on this. Not sure yet how they will do the modifications. They may do in house or bid out. Give me a call on the office number to talk thru this, Thanks, Jerry C.
