We are in receipt (as of April 7, 2005) of your Request for Additional Information dated
March 10, 2005 for the referenced project. We provide the following information to allow you to
continue the stormwater review (item number corresponds to your original Request):
1. Added level spreader to swales where they enter into the wetlands.
We are hopeful that this response addresses all concerns and that the permit can be
issued in the near future. Should you have questions or additional concerns, please feel free to

I will refax Gary's March 10, 2005 comments for Section III. They were previously
faxed to you on March 11, 2005, to 910-325-0600, and confirmed. Is this your
correct fax number? If not, please advise.
The project site has a large expanse of wetland which is forcing all the
development on the upland area, creating a pocket of high density. The runoff from
the upland area is being directed into the wetland as compensation for the creation
of a pocket of high density. A flow spreader at the end of the swale is just one of
those extras that we require for projects that are creating a pocket of high
density. Of course, if you don't want to put in the flow spreaders, we can always
require a wet pond.

The application for this project was mailed on January 10, 2005 (not sure
what date received by your office). The only comments we have received were
from you, not Gary, and dated 1/18/05 (copy attached).
We have received nothing from either you or Gary since 1/18/05. I am a
little confused as to why a flow spreader mechanism would be necessary.
This is a low density project and no engineered system (pond or
infiltration) is proposed.
If Gary has comments, please have him forward to me and I will address. The
owner is eager to begin construction.

your sections mixed up? Section III was not even received until January 21,
2005, so it's not possible to have review comments dated 18th January.

Dear Mr. Tyndall:
The Wilmington Regional Office received a Stormwater Management Permit Application for
Morada Bay Section Ilf on January 21, 2005. A preliminary review of that information has
determined that the application is not complete. The following information is needed to continue
the stormwater review:

Please note that this request for additional information is in response to a ppreliminary review.
The requested information should be received by this Office prior to April 10, 2005, or the
application will be returned as incomplete. The return of a project will necessitate re -submittal of
all required items, including the application fee.
If you need additional time to submit the information, please mail or fax your request for a
time extension to the Division at the address and fax number at the bottom of this letter. The
request must indicate the date by which you expect to submit the required information. The
Division is allowed 90 days from the receipt of a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject
to enforcement action pursuant to NCGS 143-215.6A.
Please reference the Staie assigned project number on all correspondence. Any original
documents that need to be revised have been sent to the engineer or agent. All original
documents must be returned or new originals must be provided. Copies are not acceptable. If
you have any questions concerning this matter please feel free to call me at (910) 395-3900.

Dave,
Please do not use the deed restriction statements on the application form
anymore. They are not sufficient to satisfy the requirements.
Please begin using the statements from the attached documents.
Please revise the Morada Bay III deed restrictions and submit them. The
application for Section III cannot be accepted until the restrictions are
correct.
The permits for Sections I and II are still waiting for additional information
and have not yet been issued.

Inland Properties Group, LLC proposes to construct a twenty six (26) lot residential
subdivision on a 18.04 acre tract located near the intersection of NC 24 and J Bell Lane just
east of Goose Creek in the White Oak Township, Carteret County. The site is currently
undeveloped (wooded and agricultural).
The project site is located adjacent to Sikes Branch (SA:HQW) and Bogue Sound
(SA:ORW) in the White Oak Basin. The proposed development activities are low density
(BUA=25%).

Site topography is gently sloping (0 — 5%) generally toward the northerly boundary of the
tract. Soils are loamy sand/sandy loam.
The entire area designated within "Clearing Limits" will be disturbed during initial
construction. The developer intends to construct homes on lots upon conclusion of
infrastructure (roads, drainage, water & sewer).
