NONCD 0001064 Dear Mr. Snavely: On behalf of Lear Corporation (Lear), Wood Environment & Infrastructure Solutions, Inc. (Wood), has prepared this Groundwater Monitoring Progress Report to summarize the monitoring activities conducted in September 2021 at the Former Guilford Mills Facility (the Site). The attached information provides the results of the second quarterly sampling event performed in accordance with the sampling schedule which was developed during the onboard review call with North Carolina Department of Environmental Quality (NCDEQ) on June 3, 2021. Background Wood submitted the Remedial Action (RA) Construction Completion Report (CCR) to NCDEQ in May 2021. Following submittal of the report, an onboard review call was held with Mr. Keith Snavely of NCDEQ on June 3, 2021, to review the conclusions of the report and discuss the path forward. As a result of the onboard review meeting, Mr. Snavely concurred with the findings of the report and indicated that Lear could proceed with the proposed monitored natural attenuation (MNA) phase of the groundwater remedy. The RA CCR was approved by NCDEQ in a letter dated June 8, 2021. Per the onboard review call, the following groundwater sampling schedule was developed: •Three quarterly events in June, September, and December 2021 for monitoring wells: MW- 6A, MW-7, MW-7D, MW-8, MW-10, MW-10D, and MW-25 •Two semi-annual events in June and December 2021 for monitoring wells: MW-2, MW- 5D, MW-6DD, MW-8D, MW-11, MW-11D, MW-12S, MW-12A, and MW-12R. A summary of the second quarterly sampling event performed on September 27th and 28th, 2021 is summarized in the following sections. Groundwater Monitoring Progress Report – September 2021 Former Guilford Mills Facility Fuquay-Varina, Wake County, North Carolina November 4, 2021 2 Summary of MNA Groundwater Monitoring Field Activities The following six monitoring wells were sampled during the September 2021 event: MW-7, MW-7D, MW-8, MW-10, MW-10D, and MW-25. One monitoring well, MW-6A, could not be located due to overgrown vegetation and site conditions; and therefore, could not be sampled. Attempts will be made to location MW-6A during the next quarterly sampling event. Wood collected depth-to-groundwater measurements from the 14 monitoring wells on September 27th, 2021. Two wells, MW-6A and MW-6DD, could not be located due to overgrown site conditions and therefore were not gauged during the September 2021 monitoring event. Each well cap was opened, and the well was allowed to reach equilibrium with atmospheric pressure before depth-to-groundwater measurements were collected using an electronic water level indicator. Depth-to-groundwater measurements and groundwater elevation data is presented in Table 1. Prior to sample collection, groundwater was purged from each well using low-flow techniques. The purging and sampling was conducted using a peristaltic pump. The groundwater geochemical parameters temperature, conductivity, dissolved oxygen (DO), pH, and oxidation/reduction potential (ORP), were recorded and allowed to stabilize prior to sample collection. Groundwater geochemical parameters are presented in Table 2. Once parameter stabilization occurred, groundwater samples were transferred directly from the tubing into laboratory-supplied containers, and the containers were placed in a cooler containing ice. The samples were shipped via FedEx under chain-of-custody protocol to Con-test Analytical Laboratory. Each sample was analyzed for the following in accordance with the October 2, 2014 Remedial Action Plan (RAP; AMEC, 2014), June 10, 2016 RAP Addendum (Amec Foster Wheeler, 2016), and the May 25, 2017 Remedial Action (RA) Preconstruction Report (Amec Foster Wheeler, 2017) prepared for the Site: •Volatile Organic Compounds (VOCs) by SW-846 8260D, limited list of analytes as follows: Bromodichloromethane Bromoform Chloroethane Chloroform Dibromochloromethane 1,1-Dichloroethane 1,2-Dichloroethane 1,1-Dichloroethene cis-1,2-Dichloroethene trans-1,2-Dichloroethene Methyl tert-butyl ether 1,1,2,2-Tetrachloroethane Tetrachloroethylene Trichloroethylene Vinyl Chloride •Total Organic Carbon (TOC) by SM 5310B; •Ferrous Iron by SM 21-22 3500 Fe D; •Total Iron by SW-846 6020B •Manganese by SW-846 6020B; •Nitrate by NECi N07-0003; •Nitrite by NECi N07-0003 and; •Sulfate by EPA 300.0 Groundwater Monitoring Progress Report – September 2021 Former Guilford Mills Facility Fuquay-Varina, Wake County, North Carolina November 4, 2021 3 Purge water generated as a result of sampling activities was containerized in a 55-gallon steel drum staged onsite. The purge water will be disposed at an approved offsite disposal facility following the next quarterly monitoring event scheduled for December 2021. Summary of MNA Groundwater Monitoring Results The groundwater gauging data indicated similar trends in potentiometric surfaces when compared to post injection performance monitoring events with the direction of groundwater flow towards the northeast. Shallow and intermediate zone potentiometric surface maps are provided as Figures 1A and 1B, respectively. A potentiometric surface map for the deep zone was not prepared due to limited data collected in the deeper aquifer zone during the monitoring event. The results of the September 2021 groundwater monitoring event indicate that constituent concentrations at each of the monitoring wells sampled were similar to those detected in previous monitoring events. Concentrations of several constituents of concern (COCs) exceeded the Title 15A North Carolina Administrative Code (NCAC) 02L .0202 Groundwater Quality Standards (2L Standards). Analytical results for VOCs for June and September 2021 events are shown on Figure 2.Analytical results for September 2021 event are summarized in Table 3A. Historical analytical results are summarized in Table 3B. Analytical results for metals and inorganic ions are summarized in Table 4. Groundwater isoconcentration maps for total VOCs for shallow and intermediate zone are provided as Figures 3A and 3B, respectively. Groundwater isoconcentration maps for tetrachloroethylene (PCE) for shallow and intermediate zone are provided as Figures 4A and 4B, respectively. Groundwater isoconcentration maps for trichloroethylene (TCE) for shallow and intermediate zone are provided as Figures 5A and 5B, respectively. Analytical trend graphs for PCE, TCE and vinyl chloride are presented in Attachment 1.Laboratory analytical reports are provided in Attachment 2 for reference. A brief summary ofthe groundwater concentration trends at the Site since the remedial action implementation andprevious groundwater monitoring events is included below: •In the shallow and intermediate aquifer zones concentrations of several chlorinated volatile organic compounds (CVOCs) have decreased to below 2L Standards in wells downgradient of the source area. However, CVOCs including 1,1-dichloroethane, 1,2- dichloroethane, 1,1-dichloroethylene, cis-1,2-dichloroethylene, trans-1,2- dichloroethylene, 1,1,2,2-tetrachloroethane, PCE, TCE, and vinyl chloride, exceeded their respective 2L Standards in source area and downgradient wells in samples collected during the June and September 2021 events, but in general, the concentrations of these analytes have decreased in comparison to baseline and performance monitoring events. Overall, CVOC concentrations showed either a decreasing trend or remained stable or were non- Groundwater Monitoring Progress Report – September 2021 Former Guilford Mills Facility Fuquay-Varina, Wake County, North Carolina November 4, 2021 4 detect in shallow and intermediate aquifer zone wells sampled during the June and September 2021 monitoring events. •No deep aquifer wells were sampled during the September 2021 quarterly monitoring event. A slight increase in PCE, TCE, and vinyl chloride concentrations, which were detected above their respective 2L Standards, was observed in the deep aquifer zone during the June 2021 event. The remaining constituents analyzed were either non-detects or detected below the 2L Standards. •Based on the analysis of select metals, total and dissolved iron and total manganese were detected in MW-7D above their respective 2L Standards. Total and dissolved iron were detected in MW-10 above their respective 2L Standards. Iron concentrations were detected at similar concentrations in MW-7D and MW-10 compared to the June 2021 monitoring event. •Based on the analysis of MNA parameters, concentrations of inorganic ions (sulfate, nitrate, and nitrite) from groundwater samples collected from the several wells indicated that the concentrations were below the 2L Standards, which is indicative of strong reductive conditions in the aquifer. Similar to June 2021 results, the TOC concentrations in the monitoring wells sampled were either non-detect or detected at concentrations of less than the 20 milligrams per liter (mg/L) threshold during the September 2021 event. These results are indicative of anaerobic aquifer state conducive to reduction processes. Summary As discussed in a meeting on October 27, 2021, with the current property owner, NCDEQ and Lear, Site redevelopment activities are anticipated to begin in January 2022. Therefore, the current property owner has requested that Lear abandon all injection wells and monitoring wells located within the property boundaries of the former Guilford Mills property. In a letter dated November 2, 2021, NCDEQ provided approval to abandon the injection wells and all monitoring wells except: MW-7S, MW-7D, MW-8S, MW-8D, MW-9S, MW-9D, MW-21R, MW-22D, and possibly MW-6DD. In addition, per an agreement between the current property owner and Lear, the following monitoring wells will be replaced after the completion of the Site redevelopment activities: MW-5, MW-5D, MW-6, MW-6D, MW-10, MW-10D, MW-11, MW-11D, MW-12A, MW-12S, MW-12R. These replacement wells will be part of the well network used to monitoring contaminant concentrations during the MNA phase of Site remediation. Wood will continue to evaluate remediation effectiveness during the upcoming monitoring events. The next semi-annual and quarterly groundwater monitoring event is scheduled for Groundwater Monitoring Progress Report — September 2021 Former Guilford Mills Facility Fuquay-Varina, Wake County, North Carolina November 4, 2021 wood. A comprehensive data analysis and concentration trends evaluation will be presented in an annual Groundwater Monitoring Report upon completion of the quarterly and semi-annual events, which will document the results of the three 2021 MNA groundwater monitoring events.
