For this proposed project, Orange County applied for and received a 401 Water Quality Certification and
Authorization Certificate (DWQ Project # 12 -0894 v2) dated February 1, 2013, as well as 404 Clean
Water Act General Permit from the U S Army Corps of Engineers (Action IN SAW- 2012 - 01665) dated
February 25, 2013
This 401 permit from your agency was to install three (3) different directional bores under sections of
stream adjacent to 1 -40 / 1 -85 in this project
The current water line portion of the entire project crosses the same stream or its branches a total of
three (3) different times The design and original permit submitted, as required, were completed months
prior to construction, bidding and actual award The original request for these directional bores was
designed to minimize damage in the area of the crossings The thought was that the bore would go
below the bedrock and then rise back up to go under 1 -40 /1-85
In conjunction with this water line, the County also bid two (2) sanitary sewer lines and two (2) more
sections of water line The contractor has been on the fob for nearly a year installing portions of the
sanitary sewer and other sections of water lines
During construction on the water line leading up toward the directional bores, test sample pits were
excavated at each of the three (3) designated directional bore areas The Contractor encountered much
less solid rock / bedrock than was anticipated during the design phase At all test pits, the contractor
found "diggable rock not bedrock as anticipated" The anticipated solid rock / bedrock had been the
reasoning behind the design of directional bores for those three (3) locations
Due to the lack of bedrock, In Winter 2013, Hobbs, Upchurch & Associates, P A (HUA) determined it
would request a permit modification to the requested approval of these three (3) sections of bore - and -hack
Installation instead of these directional bores This change will not change the disturbed areas of the
creeks or buffers more than the directional bores and will provide a much better product for the county in
utilizing this water main for the current and future use
Following the inspection of the crossings and surrounding areas, we now are requesting permission to
modify the current permit from three (3) directional bores and Instead to install the individual bore -and-
jack steel encasements, to facilitate the water main Improvements The use of bore - and -hack instead of
directional bore technology will result in a reduction in land / stream disturbance for these three (3)
crossings The modifications can be identified on the attached Sheets W -2.5, 2.6 and 2.7. They also
are detailed in the following table
