9 PROJECT DESCRIPTION
The project site is located at 6452 Quail Run Road, off Greenville Loop Rd , adjacent to the Cedar Island
Basin, in Masonboro Sound, in New Hanover County To locate the property from Oleander Drive (NC
Highway17), turn onto Greenville Loop Road and travel west approximately 1 5 miles dust before Bradley
Creek Elementary School Turn left onto Old Military Road and travel east approximately 0 5 miles until
you reach Quail Run Road Turn right onto Quail Run Road and the property of interest will be located on
the left
The property consists of approximately 5 66 acres and the average elevation is approximately 13 feet
above normal high water (NHW) Upland vegetation consists primarily of hardwood species such as Live
Oaks and other woody species such as Pine trees The property borders Cedar Island Basin /canal, which
is also shared by the adjacent riparian property owners and the residents of Cedar Island directly across
the basin to the east from the property of interest
The property has approximately 140 linear feet of shoreline which is partially stabilized by an existing
free - standing dilapidated timber bulkhead, which was authorized to the previous property owner through
State Permit No 79 -17 The permit authorized associated tie -back anchors and backfill to be located on
the landward side of the timber bulkhead, which the backfill appears to have been tidally washed -out over
the last few decades Due to what appears as lack of maintenance, the tidal influence has allowed for the
landward side of the existing bulkhead to naturalized with a mix of §404 wetlands type vegetation and
Coastal Wetlands Low marsh species consists primarily of Smooth Cordgrass (Spartrna alterniflora)
and Sea Lavender (Limonium spp ), which covers an area ranging from approximately 10 feet to 30 feet
in width The vegetation transitions towards the highground into §404 wetlands type vegetation and high
marsh species including Wax Myrtle (Mynca cerfera), Marsh Elder (Iva frutescens), Grounsel -bush
(Baccharus halim1folla), Sea Ox -eye (Borrichla frutescens), and Salt Meadow Grass (Spartrna patens)
There is also a sandy area between the low marsh and high marsh areas void of these mixed species,
measuring approximately 30 feet in length by 12 feet in width
The applicant also maintains an existing private docking facility into the Cedar Island Basin /canal The
existing pier is approximately 32 feet in length by 4 feet in width An access ramp then leads onto an
existing floating dock, measuring approximately 80 feet in length by 6 feet width, which runs parallel to the
shoreline and channel The existing docking facility was authorized to the previous property owner
through CAMA General Permit No 12477 -D on 1/26/1994 The existing docking facility is located
between existing docking facilities within 200 feet of the applicant's property The application states that
existing docking facility accommodates up to three (3) vessels (See sheet 1 of 2 and Project Narrative)
The New Hanover County /City of Wilmington Land Use Plan 2006 Update classifies the adjacent waters
as Conservation, and the adjacent high ground portion of the project area as Resource Protection In the
project area, the waters of Cedar Creek are classified as SA, by the NC Division of Water Resources, and
they are CLOSED to the harvest of shellfish These waters are designated as Primary Nursery Area
(PNA), by the NC Division of Marine Fisheries
PROPOSED PROJECT:
The applicant proposes to expand an existing private docking facility within the Cedar Island Basin
Once the existing access pier is removed, a new fixed pier, measuring approximately 50 feet in length by
6 feet in width would extend from the central portion of the shoreline towards Cedar Island Basin A new
access ramp would then lead onto the existing floating dock, which measures approximately 80 feet in
length by 6 feet in width

The application states this floating dock would be maintained within the same dimensions A new boatlift,
measuring approximately 12 feet in length by 12 feet in width would be constructed on the most northern
end of the existing floating dock A new uncovered platform, measuring approximately 16 5 feet in length
by 12 feet in width would be located on the southern side of the new access pier, which would be located
entirely within the area landward of the existing bulkhead, which is currently void of vegetation and within
the 30 foot coastal shoreline buffer The applicant also proposes to construct a covered platform on the
southern side of the access pier, measuring approximately 19 feet in length by 15 feet in width, which
would be over highground and landward of the existing wetland boundaries The application states that
the proposed docking facility would be located in water depths of approximately -2 feet to -4 feet @ NLW
The application also states that the new configuration would accommodate up to four (4) vessels (See
Sheets 1 and 2 of 2 and Project Narrative)
10. ANTICIPATED IMPACTS
The construction of the boatlift and new access pier would incorporate approximately 294 square feet of
Estuarine Waters and Public Trust Area, within an area essentially usurped by the existing docking
facility The proposed boatlift and existing floating dock would extend approximately 27 feet into the
waterbody, which measures approximately 87 feet across, thus not conforming to the % width rule,
however, it appears to extend to the 1/3 distance and the established pier length, which was consistent
with the rules at the time of the issuance of the permit for the existing docking facility The proposed fixed
platform, measuring approximately 16 5 feet in length by 12 feet in width would be located entirely within
area void of wetlands, and within the 30 foot buffer would impact approximately 198 sq ft of highground
The fixed covered platform, measuring approximately 19 feet in length by 15 feet in width would be
located 30 feet landward of the normal high water line and would impact approximately 285 sq ft of
highground The proposed structures would be located within the applicant's riparian access area and
would not encroach into the adjacent 15' riparian corridor setback requirements Minor increases in
turbidity should be expected during construction

Dear Robb,
Southern Environmental Group, Inc. (SEQ) has been retained by Mr Bruce Cameron (herein referred to as
the "Applicant "), to apply for and secure a Coastal Area Management Act Mayor Permit to perform work
within and over public trust waters and within the 75' coastal shoreline area of environmental concern, at his
property located at 6452 Quail Run, in Wilmington, New Hanover County, North Carolina.
The property is approximately 5 66 acres, with its eastern side abutting the Cedar Island Boat Basin, which
has been classified as SA;HQW, by the Division of Water Resources Currently the site is undeveloped.
However, a single family dwelling was located on the northwestern portion of the property. The structure has
been demolished An old soil road runs down the middle of the property, from the dwelling to the boat basin,
where a 4' x 43' fixed pier, with 12' gangway and 6' x 80' floating platform extends from a spoil berm that
runs across the property, parallel with the shoreline (approximately 130 linear feet) An existing bulkhead
also extends approximately 90 linear feet, from the southern property northerly, and terminates at the
existing fixed pier. A 12' x 28' area of unvegetated beach exists between the bulkhead and the upper coastal
wetland line. Water depth, along the waterward side of the platform, is approximately 4.0', at normal low
water. SEGi understands the boat basin channel is maintained as needed.
The Applicant intends to build his primary home on the property, but has not finalized his plans and,
therefore, is only seeking to do work associated with the water dependent structures. There have been no
applications submitted to any regulatory agency, for the development of the residential structure. With that
being said, the Applicant wishes replace the floating platform and 4 (four) of its support pilings. In addition,
he would like to relocate and replace the fixed pier with 6' x 50' fixed pier. Affixed this this structure the
Applicant intends to construct a 12' x 16 5' observation deck and 19' x 15' covered deck/gazebo. Lastly the
Applicant wishes to install a new boat lift. The proposed deck will be located within the 30' vegetated buffer
but will be limited to 198 squat e feet.
The Quail Woods Boating Facility is the adjacent riparian property owner to the north, and Charles and
Constance Smith to the south, both of whom have approved the work, by way of the signed waiver forms
attached to this letter.
It SEGi's hope that the information found within and attached to this letter will be sufficient for the DCM to
consider the application complete and the permit will be processed without delay. However, should you have

The Applicant intends to (1) replace the floating platform and 4 of its support pilings, (2) relocate the fixed pier and expand its
width and length to 6'x 50; (3) install a new boat lift, (4) construct a 12'x 16 5' observation deck, over an unvegetated area of
beach that falls within the 30' buffer, and (5) construct a 19' x 15' covered deck that is located outside the 30' vegetated buffer
and soley within uplands See Appendix E for details.
