1. Define the Proposed Activity
The North Carolina Wildlife Resources Commission (NCWRC) is working with the City of Lumberton (City)
on a proposed boat access area on the Lumber River (River) in the City of Lumberton. The project is taking
place on an existing property that is owned and operated by the City of Lumberton.
The existing property holds the currently abandoned Scottish Meat Packing Facility. The plant was built
in the 1950s directly adjacent to the Lumber River and was operated as a meat packing facility until its
closure in 2016 due to the extensive flooding caused by Hurricane Matthew.
Due to the site’s location in the floodway, City/State ordinance will not allow the site to be reopened or
the site to have any other types of structures (homes, businesses, etc.) added to it. As a result, the City
of Lumberton recently purchased the property in an effort to utilize the property as a scenic area for
community gatherings, environmental education, and enhanced access to the Lumber River.
The proposed redevelopment of the site will involve demolition of most of the structures onsite, including
the meat packing facility, storage buildings, and existing parking lot. All additional existing debris and
existing vehicles onsite will also be removed.
Proposed redevelopment will involve the construction of a gravel parking area, and a small (12’ wide) boat
ramp with a courtesy floating dock (adjacent to the ramp). Additional future projects would involve a
constructed wetland (for onsite stormwater treatment and community education) and 0.38 miles of
natural surface trails.
More specifically, the approval requested for this work will involve the construction of a new gravel access
drive and gravel parking area (similar footprint the Scottish Packaging Facility parking lot) that contains 19
vehicle spaces. A 12’ wide boat ramp will be constructed along with a 6’ floating courtesy dock to allow
access to the Lumber River. Two (2) concrete ADA parking pads and a concrete ADA accessible sidewalk
will also be provided to allow ADA accessible access to the ramp area. Please see Appendix A for the
proposed construction plans.
Disturbed area for the site will be less than 1 acre in size given the existing open space of the facility and
existing hardscapes. No trees along the Lumber River will be removed as the proposed ramp will take
place in the cleared easement area currently occupied by an existing power line (the line will be relocated
by the City).
The improvements to this property will continue the history of recreational usage at the for both float
users (canoes/kayaks) and traditional boat users. Improvements will allow ADA accessibility to the river
which is a major goal for the City of Lumberton.
The improvements will allow the city to rehabilitate an unusable property along the River to improve
community engagement, recreational activity, and educational opportunities. These improvements fit
the City’s continued goal of providing a world class paddling trail along the Lumber River and providing
recreational opportunities for its citizens.
The property is currently owned and maintained by the City of Lumberton. The following funds have been
secured by the City to facility the acquisition of the property, the demolition of the existing structures
onsite, and the proposed work specified in this submittal:
• Duke Energy Foundation Grant $35,000: Primarily for property acquisition
• NC Land and Water Fund Grant $48,331: Primarily for property acquisition
• NC Environmental Enhancement Grant ($250,000): Due diligence; property acquisition;
demolition; boat ramp construction
Given this section of the Lumber River’s designation as a Wild and Scenic River, this document is being
submitted in accordance with Section 7. Appendix B contains aerial photos of the existing property and
proposed work zones.
2. Describe How the Proposed Activity Will Directly Alter Within-Channel Conditions
The majority of the proposed work takes place outside of the streambed/streambank a rea. This work
involves the proposed ADA parking area and gravel parking revisions and takes place in areas currently
compacted and utilized as parking by the existing meat packing facility.
The boat ramp will 12’ in width with approximate 12’ of linear boat ramp below the existing normal water
level. The proposed boat ramp will consist of approximately 770 SF of permanent impacts along the
streambank of the Lumber River. The ramp alignment will take place in an existing cleared area that
currently is occupied by an existing power line (the line will be relocated by the City). As result, no trees
will be removed due to proposed construction. Channel conditions will not be altered due to the ramp as
no fill is proposed below the current normal water level.
A 6’ foot wide floating courtesy dock, moored directly adjacent to the ramp is proposed for this project.
Traditionally, an 8’ wide dock is utilized for NCWRC boat ramps, however, to minimize bank disturbance,
we are proposing a smaller dock. The floating dock was determined a better alternative then a fixed dock,
given the need to ensure free flowing conditions along this section of the River.
Given the small size of the boat ramp and limited disturbance, no changes to the channel location, channel
geometry, channel slope, or channel form are expected.
No degradation of water quality parameters is expected given the existing usage of the River, existing
hardscapes, and minimal disturbance. The removal of the existing buildings, debris, and vehicles onsite
will serve to improve the water quality of the Lumber River.
Given the ramp’s limited extension into the River, navigation along the river will not be an issue. Note
that the US Army Corps of Engineers has reviewed for navigation and has no comments or concerns.
3. Describe How the Proposed Activity Will Directly Alter Riparian and/or Floodplain Conditions.
The project is located in the floodway and floodplain per FEMA Map 3710938100 K (Dated 12/06/2019).
Prior to construction, a hydraulic model and associated no rise certification will be required from the City
of Lumberton.
Given the nature and usage of the proposed development, minimal changes are expected related to
riparian and/or floodplain conditions. No trees will be removed from the existing riparian area. The
removal of the existing buildings, debris, and vehicles will serve to reestablish the traditional riparian
features of the site (prior to the construction of the original meat packing facility). Furthermore, the
removal of the existing buildings onsite will serve to improve floodplain conditions (less obstructions in
the floodway) and also prevent environmentally harmful debris (asbestos, iron, rubber, plastics, etc.) from
entering into the river system.
The proposed project is expected to have minimal impacts to floodplain properties. Given the small size
of the ramp and the fact that no fill is being added to the site, no negative effects associated with width,
roughness, bank stability, or erosion are expected.
4. Describe How the Proposed Activity Will Directly Alter Upland Conditions
Minimal impacts are expected to upland conditions. The proposed project will improve the existing
upland conditions by changing an abandoned industrial facility into an area that will act as a scenic area
for community gatherings, environmental education, and enhanced access to the Lumber River. The
removal of the existing buildings, debris, and vehicles onsite will further enhance water quality along the
Lumber River and improve flood conditions in an area that has seen significant flooding in past years.
The project will result in an overall decrease in impervious area once all buildings from the site are
removed. Drainage patterns for the site would not be affected.
No changes to upland conditions are expected that would influence archeological, cultural, or other
identified resource values. The North Carolina Department of Natural and Cultural Resources has
reviewed the proposed work and provide no comment for the project. The no comment letter is attach
included in the PCN submittal package.
5. Evaluate and Describe How Changes in On-Site Conditions Can/will Alter Existing Hydrologic or
Biologic Processes.
No changes are expected to the channel or its ability to utilize the existing floodplain (floodplain capacity
should increase due to removal the onsite buildings). No negative effects associated with streambank
erosion, sediment routing and deposition, or debris loading is expected. Flow within the channel is not
expected to change. Existing flow patterns are not expected to change. Given the minor grading work
and no fill, surface and subsurface flow characteristics are not expected to change. Flood storage is not
expected to change. Degradation of the channel is not expected to occur. Biological processes are not
expected to be negatively affected. The proposed project was submitted to the Raleigh Field Office for
the USF&WS for comment. No comments were provided for the proposed work and the no comment
letter is included in the PCN submittal package. NCWRC was also contacted and provided no comments.
Per the above responses the removal of the existing buildings, debris, and vehicles onsite will have a
positive impact of flood conditions and enhance water quality for the area. It is expected that with the
buildings removed, traditional riparian reestablishment along the site will be seen.
6. Estimate the Magnitude and Spatial Extent of Potential Off-Site Changes
No offsite changes are expected. Given the usage of the facility is not changing, off-site changes are
expected to remain the same. Removal of the existing buildings, debris, and vehicles will improve the
aesthics of the current property and serve to return areas of the property to a more natural segment of
the Lumber River. These improvements will serve to protect and enhance the scenery of the Lumber River
in this area. Given the removal of the buildings, there will be no increase in visual contrast in this section
of river.
