Dear Mr. Jessop:
This letter is being submitted as a request for permit modification to the Ramsey Road section
of the NCDOT Highway 17 Relocation Project (Project) by Piedmont Natural Gas (PNG).
The Project was previously authorized under a nationwide permit 12 for 1.05 acres of
permanent wetland conversion impacts, 1.722 acres of temporary wetland impacts, 87.06 linear
feet of temporary impacts to jurisdictional ditches, and 30.41 linear feet of temporary stream
channel impact. This was documented by a General Permit Verification Letter dated January 27,
2021.
Upon completion of construction, a post-construction as-built survey was completed, during
which deviations in the pipeline route and limits of disturbance (LOD) were identified.
Upon further investigation, it was determined the updated pipeline installation resulted in a total
of 1.19 acres of permanent wetland conversion impacts, 0.646-acre of temporary wetland
impacts, 139.60 linear feet of temporary impacts to jurisdictional ditches, and 21.17 linear feet of
temporary stream channel impact.
When compared to previously authorized impact totals (see attached Revised Impact Figure),
the deviation resulted in a 0.14-acre increase in permanent wetland conversion impacts, a
reduction in temporary wetland impacts by -1.076 acres, an additional 52.54 linear feet of
temporary impacts to jurisdictional ditches, and a reduction of stream impacts by -9.24 linear
feet.
The permanent conversion impacts will be a result from the post-construction pipeline easement
maintenance conducted by PNG and not from construction activities associated with pipeline
installation. The post-construction maintenance will be conducted as outlined in the PNG
Permanent Access Corridor Protocol document. The following table provides a general
breakdown of the change in impact totals.

These deviations remained parallel and adjacent to the previously authorized route.
Furthermore, the deviation avoided a previously authorized 0.016-acre PFO conversion impact,
and the Project did not result in any permanent loss of waters.
Included with this modification are the Project wetland impact figures and aquatic resources
impacts tables comparing the previously authorized impacts and the updated impacts from the
as-built review. Also included is a copy of the January 27, 2021 Verification Letter.
