To whom it may concern:

I am responding to the enclosed NOV on behalf of the City of Saluda WWTP.

There was a weekly BOD exceedance on December 21, 2021. The monthly average was
compliant. On 12.20.2021 the chlorine contact chamber had turned over. The ORC, Trevor
McMinn called a pump truck to clean it out on the morning of December 20, 2021. During the
cleanup that afternoon, the driver may have inadvertently damaged the Captor (dechlor) line
causing it to gravity feed to the end of the chlorine contact chamber.

In order to move the grates on the chlorine contact chamber, the lines also have to be removed as
they are installed in the grate. The operator repaired the damaged tube on 12.21.2021before
sampling the facility. The plant was returned to compliance. This is not an ongoing problem.
