The Orange Water and Sewer Authority (OWASA) owns and operates the Mason Farm
Wastewater Treatment Plant located in Chapel Hill, North Carolina (NC). This facility serves
the Chapel Hill, Carrboro communities including the University of North Carolina at Chapel
Hill; all of which are located in southeastern Orange County. The plant discharge is regulated
by NPDES Permit NC0025241. The Class A land application program is regulated by Non -
Discharge (Permit No. WQ0021828) issued by the State of North Carolina Department of
Environmental Quality - Division of Water Resources.
This report documents that the biosolids generated during calendar year 2021 are in
compliance with 40 CFR Part 503 Federal Regulations, 15A NCAC 2T rules. All biosolids
produced during the 2020 calendar year were of Class A quality, therefore no Class B was
land applied.

The Orange Water and Sewer Authority (OWASA) owns and operates the Mason Farm
Wastewater Treatment Plant located in Chapel Hill, North Carolina (NC). This facility serves

Hill; all of which are located in southeastern Orange County. The plant discharge is regulated by

All buffer requirements as specified on the permit were maintained during each application of residuals.
Soil pH was adjusted as specified in the permit and lime was applied (if needed) to achieve a soil pH of at least 6.0 or
the limit specified in the permit.
Annual soils analysis were performed on each site receiving residuals during the past calendar year and three (3) copies
of laboratory results are attached.
Annual TCLP analysis (if required) was performed and three (3) copies of certified laboratory results are attached.
All other monitoring was performed in accordance with the permit and reported during the year as required and three (3)
copies of certified laboratory results are attached.
The facility did not exceed any of the Pollutant Concentration Limits in 15A NCAC 02T .1105(a) or the Pollutant
Loading Rates in 15A NCAC 02T .1105(b) (applicable to 40 CFR Part 503 regulated facilities).
All general requirements in as specified in the Land Application Permit were complied with (applicable to 40 CFR Part
503 regulated facilities).
All monitoring and reporting requirements in 15A NCAC 02T .1111 were complied with (applicable to 40 CFR Part 503
regulated facilities).
All operations and maintenance requirements in the permit were complied with or, in the case of a deviation, prior
authorization was received from the Division of Water Resources.
No contravention of Ground Water Quality Standards occurred at a monitoring well or explanations of violations are
attached to include appropriate actions and remediations.
Vegetative cover was maintained and proper crop management was performed on each site receing residuals, as
specified in the permit.
No runoff of residuals from the application sites onto adjacent property or nearby surface waters has occurred.
Only residuals approved for this permit were applied to the permitted sites.

Anaerobic Digestion Process
Summary Information Calendar Year 2021
The Mason Farm Wastewater Treatment Plant Anaerobic Digestion Process provides treatment for both
primary and waste activated sludges in a four-stage digestion process. The four anaerobic digestion tanks
provide approximately 1,800,000 gallons of digestion capacity and are operated in series. Normally the first
three anaerobic digesters are maintained in the thermophilic temperature range, in excess of 1250 F and the
fourth anaerobic digester is operated in the mesophilic temperature range, less then 115o Fahrenheit. For the
2021 calendar year, the average temperature and time for biosolids processed through the Class A
thermophilic process was 139.3o F and 28 hours. The digester operation – temperatures, recirculation and
mixing rates are monitored continuously, in addition to gas production. Process control testing (VA/ALK
ratios, pH and alkalinity, etc.) is checked routinely. Transfers into and out of the various digester tanks are
monitored and recorded.
The Mason Farm Wastewater Treatment Plant anaerobic digestion operating conditions have been carefully
monitored for the period of January 1, 2021 through December 31, 2021. The review confirms the following:
Average daily wastewater flow 7.5 MGD
Average daily dry tons biosolids recycled 3.3 Dry Tons
Average volatile solids reduction thru anaerobic digestion 61.2%
Average anaerobic (total) digestion time 38 Days

All sample aliquots were received at the correct temperature, in the proper containers, with the
appropriate preservatives, and within method specified holding times, unless qualified or notated within
the report. Where applicable, all MDL (LOD) and RDL (LOQ) values reported for environmental samples
have been corrected for the dilution factor used in the analysis. All Method and Batch Quality Control
are within established criteria except where addressed in this case narrative, a non-conformance form

Guide to Reading and Understanding Your Laboratory Report
The information below is designed to better explain the various terms used in your report of analytical results from the Laboratory. This is not
intended as a comprehensive explanation, and if you have additional questions please contact your project representative.
Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name,
Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and
Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received.
Abbreviations and Definitions
MDL Method Detection Limit.
ND Not detected at the Reporting Limit (or MDL where applicable).
RDL Reported Detection Limit.
Rec.Recovery.
RPD Relative Percent Difference.
SDG Sample Delivery Group.
(S)
Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and
Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be
detected in all environmental media.
U Not detected at the Reporting Limit (or MDL where applicable).
Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes
reported.
Dilution
If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the
standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the
laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the
result reported has already been corrected for this factor.
Limits
These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal
for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or
duplicated within these ranges.
Original Sample The non-spiked sample in the prep batch used to determine the Relative Percent Difference (RPD) from a quality control
sample. The Original Sample may not be included within the reported SDG.
Qualifier
This column provides a letter and/or number designation that corresponds to additional information concerning the result
reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and
potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable.
Result
The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was
no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL”
(Below Detectable Levels). The information in the results column should always be accompanied by either an MDL

Summary (Qc)
This section of the report includes the results of the laboratory quality control analyses required by procedure or
analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not
being performed on your samples typically, but on laboratory generated material.
Sample Chain of
Custody (Sc)
This is the document created in the field when your samples were initially collected. This is used to verify the time and
date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This
chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the
samples from the time of collection until delivery to the laboratory for analysis.
Sample Results (Sr)
This section of your report will provide the results of all testing performed on your samples. These results are provided
by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for
each sample will provide the name and method number for the analysis reported.
Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and
times of preparation and/or analysis.
