SUBJECT: Pipe Replacement, SR 1146 (Bethlehem Church Road), Alexander County
Dear Mr. Kichefski:
The North Carolina Department of Transportation requesYS authorizarion to replace a failing pipe
on SR 1146 (Bethlehem Church Road) in Alexander County. NCDOT proposes to replace the
existing 57—foot, 84" CMP with double 80-foot, CMP's (the main flow pipe is 84" and the
floodflow pipe is 72"). A shallow scourhole has formed at the existing pipe outlet the stream
channe] is overwidened at that locarion as well (see attached photos). The new pipe will be buried
per regulation at the pipe inleY; however, due to the shallow scourhole, the new pipe outlet invert
will be placed at the `normaP streambed elevalion immediately downstream of the scourhole. The
scourhole (� 13 fr long) will be armored with Class II riprap in an effor[ Yo prevent further stream
destabilizafion. Rive feeT of riprap will be used around the pipe inlet and outlet for structure
sTabilization. At the floodflow pipe, the upstream bank will be excavated to bankfull elevation
and due to The overwidened downstream, a 25-foot riprap faced floodplain bench will be
constructed at the new pipe outlet. (Armored scourhole impacts and ouTiet riprap stabilizarion
impacts will be within the floodplain bench construction impacts). Temporary cofferdam/bypass
pumping system will be used to divert the stream around the conshucTion site, as needed. Any
areas affected by the Yemporary cofferdam will be restored To pre-project conditions.
The scope of the work will result in 53 feet of permanent impacts (23 foot increase in pipe lengTh
+ 25 feeY outlet floodplain bench construcrion + 5 feet inlet riprap bank stabilizarion) to Isaac
Creek, which is classified as a WS-IV & B Watershed by The N.C. Division of Water Resources.
The project is not located within %z mile of any criTical waYershed area nor is SR 1146 a rural or
tirban arterial; therefore, hazardous spill basins are not required. Enclosed is the hazardous spill
basin checklist. This office has conducted a GIS and field survey far the project for historical
sites and threatened/endangered species sites. No siTes listed on the National Register of Historic
Places are located in the vicinity of the project nor did there appear to be any eligible structures.

The federally listed species for Alexander CotiinYy (USFWS listed date September 22, 2010)
include dwazf-flowered heartleaf (Hexastylis nan�ora) and the bog turtle (Glyptemys

muhlenbergii)-(T/SA- Threatened due to similarity of appearance). National Heritage Program
records document the nearesY heartleaf location 3.5 miles south (in Catawba County) of the
proposed project area. The heartleaf is usually found on dry to moist ravine slopes (usually
north facing and of the oak-hickary-pine forest type) and in boggy areas near
springheads. Thexe is no suitable habitat in the proposed project area and no heartleaf
species were observed within the project footprint. No impact on this species is
anticipated. Natural Heritage Program records document the nearest bog turtle location 1A.5
miles northeast of the proposed project area. Bog turtles are typically found in bogs, inarshes, and
wet pastures. T/SA species are not subjecY to Section 7 consultation; however, there is no suitable
habitat located wiYhin the project area and no impact on this species is anficipated.

location maps relafive to the project.

To replace a deteriorating pipe for the safety of the traveling public.

NCDOT proposes to replace an existing 57 -foot 84" CMP with a double 80-foot long, 72" CMP with associated riprap for
structure stabilization. A scourhole has formed at the exising pipe outlet and the channel width is overwidened. The main
flow pipe will be buried per regulation. The outlet invert will be buried based upon the normal channel elevation
immediately downstream of the scourhole. Additionally, the existing 13-foot scourhole will be armored in an effort to
prevent further stream destabilization. The upstream bank will be excavated to bankfull elevation and due to the
overwidened downstream, a 25-foot riprap faced floodplain bench will be constructed at the new pipe outlet. Five feet of
Class II riprap will be utilized at the culvert inlet and outlet for structure stabilization. The project will be constructed using
typical heavy equipment (trackhoe, backhoe, etc.)..
