Dear Mayor Pearce:
On February 22, 2022, Stephanie Goss and Chris Smith of the Division of Water Resources
(Division) conducted the subject inspection. The assistance of Blaine Reese, Operator in
Responsible Charge (ORC) and Mark Perkinson was appreciated. Below is a list of findings
developed from the inspection:
1. The Division’s data system does not list a designated ORC or back-up ORC. Please
complete the attached WCPS Operator Designation Form and submit to the Division.
2. The Town of Norlina’s wastewater collection system has approximately 65,800 feet of
gravity sewer and 6 duplex pump stations.
3. In 2021, the Town of Norlina cleaned out 8,670 feet of gravity sewer line which is 13%
and meets the permit requirements.
4. A Fats, Oil and Grease (FOG) program is implemented and in use. Educational materials
are mailed out once a year. Please ensure that educational materials are mailed out twice a
year per permit requirements.
5. There have been no SSO’s or bypasses at the Town of Norlina’s collection system since
April 9, 2008.
6. All records are kept for over three years as required by the permit.
7. All six of the Town of Norlina’s pump stations were inspected: Hilltop Oaks, Pines, Shaw
Road, King Drive, Lagoon and Elm Street. All six pump stations have identification signs,
secured access, appeared in good condition and were free of excess debris. All audible and

visual alarms functioned when the high-water floats were activated except for the Lagoon
Pump Station. The visual alarm was not functioning. A logbook for each pump station was
available to view during the inspection. Elm Street is the only pump station to have a
generator on-site. The generator did not operate successfully as the battery was dead which
starts up the generator then it is powered by natural gas.
8. There are no high priority lines in the collection system.
9. Maintenance logs were reviewed and appeared satisfactory.
10. An up-to-date map of the collection system was available in paper copy and in a pdf version
which can be edited as needed.
