Respectfully, Tim Church, Water Resources Director Town of Jefferson t Town of Jefferson Water Resources Industrial Pretreatment Program Narrative for the Annual Report 2021 The Town of Jefferson Industrial Pretreatment Program regulates American Emergency Vehicles as it's only Significant Industrial User. This facility is a 40 CFR 433.17 categorical metal finishing operation resulting from a process that uses a fluoridated etching solution to prepare ambulance bodies for primer coating and finish painting. In 2021 the Town of Jefferson sampled the AEV discharge semi-annually per their IUP requirements. All parameters were found to be in compliance with permit limits. American Emergency Vehicles is in the process of closing their operation at 165 American Way. A small crew remains on site but will be shutting down completely this summer. Based on that schedule the Town chose not to reissue the AEV IUP, however in conversation with Mr. Alex Lowe of the Winston-Salem Regional Office, it was discovered that the permit should have been renewed even for the short period of time this facility will remain open. The Town prepared a request to renew the IUP for American Emergency Vehicles which was forwarded to Mr. Michael Montebello of the PERCS staff on January 13, 2022. A copy of the cover letter for that request is attached. American Emergency Vehicles completed its semi-annual sampling requirements with all parameters measuring in compliance. AEV also submitted both of its required semiannual Toxic Organic Management Plan certification statements to the Town. The Town has completed quarterly sampling requirements necessary for completing the Headworks Analysis which is due 4/01/2022. Michael Whittenburg of McGill Associates will again be completing our Headworks calculations and spreadsheets. This IUP was allowed to expire as this facility has been phasing out of operation for some time and will be vacating their facility by August, 2022.
