Skvarla, III Governor Ecosystem Enhancement Program Secretary TO: Katie Merritt/Eric Kulz THROUGH: Tim Baumgartner FROM: Jessica Kemp DATE: March 27, 2014 RE: Closeout Request for Beamon's Run (G) Mitigation Site (EEP IMS #24) The Beamon's Run Mitigation Site is located in Greene County, southeast of Wilson, in the Neuse 03 Cataloging Unit. The conservation easement area is 79.91 acres and was donated to WRP in 2000. The site is considered a "grandfathered" project for riparian buffer assets from TOB of all intermittent and perennial streams out to 200' within the easement area. Restoration efforts included debris and tire removal, 200' of stream bank stabilization, and planting riparian areas denuded of trees. In late 2000, 19.6 acres were planted with 9,400 native tree species from the top of bank on Contentnea Creek to greater than 200' in most areas. This site was monitored in 2003, 2009, 2011, and 2012. Despite not having 5 contiguous years of monitoring data, this site is being presented to DWR for close out due to the number of years since planting and its well established forested condition (averages; 1,919 total woody stems /ac and 320 planted hardwood stems /ac). EEP is seeking a total of 713,849 sq. ft. (16.38 acres) of riparian buffer restoration at 1:1 credit only for those areas within top of bank to 200' originally identified as buffer restoration that have at least 320 native trees per acre. Currently there is a 4.5' wide ATV trail within the easement area that has been removed from the credit calculation (0.3 acres). Lindsay Fairchilds, EEP Land Specialist, has been working on an encroachment resolution with the landowners. They are not currently using the area. On December 30, 2013, Terrible Creek was visited by Lindsay Fairchilds (EEP Land Specialist) and Eric Galamb (DENR Stewardship Program).
