1.0 PROJECT SETTING AND BACKGROUND SUMMARY
The North Carolina Ecosystem Enhancement Program (EEP) and Restoration Systems restored wetlands
at the Columbus Swamp Wetland Site in Columbus County, North Carolina. The 40 -acre site is located
within the USGS 8 -digit HUC 03040203 of the Lumber River Basin. The project restored 33.0 acres of
wetland and enhanced 2.5 acres. Project construction was completed in 2009.
The Site encompasses 40 acres. The site is adjacent to Big Swamp. The land surrounding the wetland is
comprised mostly of wetlands and pine plantations. The site was ditched and drained for row crop
production. The drainage ditches were removed by clearing unconsolidated sediment from the ditch
bottoms to expose the relatively impervious clay and were backfilled. The site was planted with native
hardwoods and 4 acres received supplemental planting in late 2009 with species suitable to long periods
of inundation.
2.0 PROJECT GOALS AND OBJECTIVES
The primary goals of the riparian wetland restoration project focus on improving water quality and
biological diversity in the Lumber River watershed and accomplished by:
• Removal of nonpoint and point sources of pollution associated with agricultural practices
including cessation of broadcast fertilizers, pesticides and other agricultural chemicals onto the
site.
• Restoration of site hydrology by filling approximately 8,000 linear feet of existing drainage
ditches, thereby promoting flood storage, nutrient cycling and aquatic wildlife habitat.
• Restoration of soil structure through appropriate soil modifications and physical alteration.
• Reforestation of a native wetland community with subsequent re- establishment of habitat
diversity and functional continuity.
• Enhancing and protecting the site's full potential of wetland functions and values in perpetuity.

4.0 EEP RECOMMENDATIONS AND CONCLUSIONS
All of the gauges have met and exceeded the success criteria of 5% for the past five years. The gauges in
the restoration area have not recorded a hydroperiod below 10% of the growing season. The vegetation
plots meet the success criteria 260 stems /acre. The densities range from 445 to 1619 stems /acre. The site
is on a trajectory towards a forested wetland. It is recommended that the site be closed as proposed, 34.25
Riparian WMUs.

Dear Mr. Preyer:
You have our approval, in accordance with the attached conditions; to impact 2.0 acres of
404 wetlands to restore degraded wetlands as described in your application received by
DWQ on June 25, 2008. After reviewing your application, we have decided this fill is
below the threshold for written authorization as long as all conditions of General Water
Quality Certification Number 3689 are met. This certification may also be viewed on our
website at http: l/ h2o .enr.state.nc.us /inewetiands. This Certification allows you to use the
Nationwide 27 Permit when issued by the US Army Corps of Engineers.
This approval is only valid for the purpose and design that you described in your
application. If you change your project, you must notify us and you maybe required to send
us a new application. If the property is sold, the new owner must be given a copy of this
Certification and approval letter and is thereby responsible for complying with all
conditions. If total wetland fills for this project (now or in the future) exceed one acre,
compensatory mitigation may be required as described in 15A NCAC 2H.0506 (h) (6) and
(7). This approval shall expire when the corresponding Nationwide Permit expires or as
otherwise provided in the General Certification. For this approval to be valid, you must
follow the conditions listed in the attached certification and any additional conditions listed
below.
Conditions of Certification:
1) Upon completion of the project, the applicant shall complete and return the
enclosed "Certification of Completion Form" to notify DWQ that all the work
included in the 401 Certification has been completed. The responsible party shall
complete the attached form and return it to the 401/Wetlands Unit of the Division
of Water Quality.
Violations of any condition herein set forth may result in revocation of this Certification and
may result in criminal and/or civil penalties. This Certification shall become null and void
unless the above conditions and the General Certifications are made conditions of the

authorization expires or is suspended, revoked, or is modified, such that the activity would no longer comply with
the terms and conditions of the nationwide permit, activities which have commenced (i.e., are under construction) or
are under contract to commence in reliance upon the nationwide permit, will remain authorized provided the activity
is completed within twelve months of the date of the nationwide permit's expiration, modification or revocation,
unless discretionary authority has been exercised on a case -by -case basis to modify, suspend or revoke the

Basis of Jurisdictional Determination: The site contains wetlands as determined by the USACE 1987 Wetland
Delineation Manual and is adjacent to stream channels that exhibit indicators of ordinary high water marks. The
stream channel on the property is an unnamed tributary to Brier Creek which flows into the Lumber River and
ultimately flows to the Atlantic Ocean through the Brier Creek> Lumber River, a navigable water of the U.S..
