Ecosystem Enhancement Program (EEP) has a deficit of non-riparian wetland mitigation of 14.32

acres for White Oak 06, the HUC where most of the project is located.

NCDOT is seeking to use non-riparian wetland credits from the CWMB for non-riparian wetland

impacts associated with R-2514 B & C.

Justification for use of CWMB for R-2514 B & C include:

The site is constructed and successfully closed out
It is a large high-quality mitigation site
40 % of R-2514 C is within Neuse 04
CWMB has hydraulic connectivity with R-2514 B & C
Thirteen miles separate the projects and the mitigation site
