SPENCE JEANNIE YOUNG February 16, 2022 Robert Tankard, Assistant Regional Supervisor Water Quality Regional Operations Section North Carolina Department of Environmental Quality Division of Water Resources Washington Regional Office 943 Washington Square Mall Washington, NC 27889 SUBJECT: NOTICE OF VIOLATION & INTENT TO ACCESS CIVIL PENALTY TRACKING NUMBER: NOV-2022-DV-0039 Sanitary Sewer Overflows- November 2021 Collection System Permit No. WQCS00082 Elizabeth City Collection System Pasquotank County Incident Number: 202102192 On 11/24/2021 the City of Elizabeth City experienced a Sanitary Sewer Overflow (SSO) located at 819 Walkers Ave. A visual Estimation of 300 gallons reached surface water through the nearby storm drain. The source and the cause of the spill was due to a small blockage in the main line. The City owned vacuum truck, and the jetting machine was used clean line, and restored normal flow. The line indicates no breaks or failure in the line. We will continue to monitor the sewer backup calls if any are reported. This spill has been documented in our records to add to our annual 10% cleaning in 2022.
