I don't have enough information to separate out what falls under streambank stabilization and what falls under one of the utility items. If any impacts to regulated riparian buffers require a Buffer Authorization from the State (anything other than "Deemed Allowable" when the State is the designated authority), then written approval is required for the 401 per GC4132. I have cc'ed Colleen so that she may be able to weigh in. Colleen, just to confirm, you are aware that we are not applying for written approval for a general certification since this is an emergency action to repair the utility line, right? According to Stephanie, we only require authorization for buffer impacts to reduce erosion from the adjacent property. Thanks, everyone! I'm not sure what the easiest way to adjust the impact exhibit would be to address her comments (below), but perhaps have one page with stream impacts and another with buffer impacts? From that map, it looks like stream impacts are included in the buffer impacts, and I don't understand what the blue outline signifies. Are any temporary stream impacts anticipated with this project?
