Approved jurisdictional and riparian buffer impacts associated with Phase I of this project are authorized in DWR# 10- 09540 (9/17/13) and SAW-2008-00875 (9/10/13). At a 2:1 ratio (previously applied by USACE for this project) a total of 0.58 acre of riparian wetland impact is required to be mitigated. The client has already made payment to EEP to mitigate 0.496 acre of this amount for Phase I. Project Description 3a Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application The general land use in the vicinity of the site is residential. The main portion of the site is partially wooded and bound on the west by NC Highway 55 and on the north by Old Adams Road. Phase I of this project is a residential apartment complex located on the north side of Old Adams Road. Residential development also borders the site on the east. The site drains southward via a jurisdictional tributary and riparian wetlands to a pond located near the southern property boundary. The stream then flows to Basal Creek and Bass Lake. The project also includes a greenway trial that follows a mostly wooded sewer easement northeastward, which is associated with Phase I of this project. The greenway trail is contained within the easement and crosses two streams via proposed boardwalks. 3b List the total estimated acreage of all existing wetlands on the property 1.5 Acres 3c List the total estimated linear feet of all existing streams (intermittent and perennial) on the property 640 Feet 3d Explain the purpose of the proposed project To construct a residential apartment complex. 3e Describe the overall project in detail, including the type of equipment to be used This is the second phase of the construction of the Pecan Grove Apartments (DWR# 10- 09540 and SAW - 2008- 00875). Phase I of this project is located on the north side of Old Adams Road and Phase II is located on the south side of the road. The Phase II project area is 16 89 acres. The proposed Phase II apartment complex will consist of 174 units with a commercial component of slightly over 2.5 acres. There is a stream along the western edge of the project which splits the commercial area from the apartments. There will also be a clubhouse, swimming pool, parking lots and garages, as well as other auxiliary features. Stormwater will be collected by curb and gutter around all outside parking areas. These areas will be collected in catch basins and conveyed by pipes Roof drains are to be connected to the storm drain pipes. Stormwater will be treated to remove some of the nitrogen from it It will also be retained to reduce the peak outflow for the one year storm to that of the pre - development flow rate. It is proposed to treat and retain the flow volume for the apartment side (eastern portion of the site) to a wet retention pond #1 on the eastern side of the stream. It will then be released into the stream. The commercial area (western portion of the site) is proposed to flow to wet pond #2 on the western side of the stream. At this time, there are no definitive plans for the commercial site. A placeholder design has been shown for the parking lot layout. For this reason, no storm sewer pipe design has been developed for the commercial area. The parcel associated with Phase II of the project was not designated as a historical resource. S &ME used the SHPO HPOWEB GIS Service to review the project area on March 20, 2014. The current project site is not designated as a historical resource. It is buffered by approximately 230 feet of wooded area from a site determined to be eligible for listing on the National Register (WA0611 Adams House, 1997) The site WA0612 Richard L. Adams Farm, 1990, 1997, is located west of the site on the west side of NC HWY 55 (See the attached map obtained from the SHPO HPOWEB GIS Service site). The 25 -acre, site at the northwest corner of NC Highway 55 and Old Adams Road (PIN #0658246285) is eligible for hsting in the National Register of Historic Places as part of the Richard L Adams Farm Copies of the 1997 letter from the Deputy State Historic Preservation Officer to the Federal Highway Admuustraiion which determined the site's eligibility were delivered to the Town and the project development team at the, meeting on December 14. Having reviewed the latest information about the proposed Pecan Grove Apartments, visited the site, and met on Decembet 14, we find that the project will not have,ari adverse effect on the historic property, if the following conditions are included in any permit or approvals issued'by the Army Corps of Engineers, the Department of Housing and Urban Development, and /or any other - applicable federal agency, for the project and that the conditions are implemented by the developer. ■ A minimum of 70,000 square feet of existing forested area located between the proposed multi- family development (Pecan Grove Apartments) and the NC 55 right -of -way shall remain untouched. This area includes 52,000 square feet of forested area to remain untouched within the requned 50 -foot stream buffer ■ No fountains shall,be installed in "Wet Pond #1 " Any pond aeration systems will be sub - surface systems. ■ The concrete -block tenant house shall be photographed on all four elevations and the photographs submitted to the HPO for its files, prior to any demolition or construction activities on the site An informational sign giving a brief history of the Adams Farm will be placed along the walking trail to, the northwest of the forested ( "tree save ") areas.
