The project area contains the existing Main Campus Drive roadway infrastructure. The surrounding area is currently
forested.

The purpose of the project is to widen the existing Main Campus Drive (currently a single -lane roadway) from it's
intersection with Thistledown Dr. & Trailwood Dr. (both of which are currently two -lane roadways) to a point where the
road straightens from a low lying curve. Additionally, the project proposes to include a paved shoulder where there
currently isn't one.
3e. Describe the overall project in detail, including the type of equipment to be used:
The proejct will involve the widening of Main Campus Dr. for the distance specified above, the addition of a median at the
intersection, the paving of currently unpaved shoulders and the addition of a dissipater at the outlet of an existing culvert.
Heavy equipment typically used for road widening projects will be utilized, e.g. dump trucks, back hoes, etc.

Impact Justification and Mitigation
1.
Avoidance and Minimization
1a.
Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
The applicant requested a detailed delineation of the proposed project boundaries prior to project planning to insure the
limitation of impacts to the natural environment. There are no streams within the project boundaries and only a minimal
(0.016 acres) of wetland impact. Currently, there is an existing 36 -inch Reinforced Concrete Pipe (RCP) under the
existing roadway. The applicant is proposing to install a new headwall rather than a flared end section to minimize the
amount of grading and disturbance to the wetland area. Additionally, a velocity dissipater will be installed (the existing
outlet does not have a dissipater pad) at the location of the current outlet to disperse the erosive energy from the
stormwater flows. The proposed side slopes of the roadway are 3:1 which is an industry standard (i.e. slopes will not
exceed that ratio and be any flatter). The applicant is also aware of the Regional Conditions (4.0 Additional Regional
Conditions for Specific Nationwide Permits) — there are no streams within the proposed project boundaries and thus, no
stream impacts are proposed, the project is widening an existing roadway (i.e. not creating an upland within waters of the
US) and this project does not occur within tidal waters or tidal wetlands.

The applicant proposes to conduct the activities during the drier times of the year. Additionally, the new headwall
(described above) will be installed from teh surface of the existing roadway in order to keep construction equipment out of
the wetland. Orange fabric fencing (or the like) will be utilized to insure that jurisdictional areas are not impacted unless
specifically authorized by the USACE and /or NC DWR authorizations.

We have reviewed the "DRAFT Internal Policy, Cumulative Impacts and the 401 Water Quality Certification and Isolated
Wetland Programs" document prepared by NC Division of Water Quality on April 10, 2004, version 2.1. The proposed
road widening does not meet any of the "growth stimulating" criteria. There is an existing road at this location, the
proposed widening does not provide access to previously inaccessible areas (i.e. it is not a road on a new location), the
project drains to Walnut Creek which is Class C; Nutrient Sensitive Waters (NSW) (i.e. not HQW, ORW or 303(d) listed
waters) and does not increase traffic flow from present conditions. We anticipate that you will advise us if a qualitative or
quantitative cumulative impact analysis is required.

were not performed. No structures were noted during a field reconnaissance of the project location. Utilizing the
HPOWEB GIS mapping service, a 2 -mile radius search of the project center yielded one property, the Dr. Elmo N.
Lawrence House, on the National Register. It is important to note that this property is 1.5 miles from the proposed
roadway widening. The Dorothea Dix Hospital "Determination of Eligibility" (DOE) boundary is at the extreme northern
edge of the 2 -mile radius search around the proposed project (i.e. 2 miles from the project center). The Fairway Acres
Historic District which is currently listed under the "Study List" and the Fairway Acres Historic District Park are 2 miles to
the east of the proposed project center. There are also 5 properties that are listed as "surveyed only ": WA2483 House (2
miles from the project center), David Smith House & WA -R149 House (both 1.5 miles from the project center) and Inwood
Baptist Church & WA -R151 House (both 1.75 miles from the project center).
