Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The 30.53 acre tract is located in a predominately residential area in Nashville, North Carolina off Red Oak road just off HWY 64 adjacent Stoney Creek, in Nash County. The tract has been subjected to a clear cut timber harvest within the last approximately 5 years. Succession has been allowed to take place without any reforestation resulting in vegetation consisting of small volunteer loblloly pines and various shrubs. The log deck was located just off Red Oak road as evident from the stone pad and depressed ground elevation resulting from equipment and log truck traffic. The tract is situated on a slope down to Stoney Creek. 4b. Have Corps permits or DWR certifications been obtained for this project (including all prior phases) in the past?* Yes • No Unknown 4f. Explain the purpose of the proposed project: * The purpose of this project is to construct one single family residence and an associated septic tank and drainfield. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Construction of single family residence will require filling the area that was once used as a log deck next to Red Oak road. This area delineated as 404 wetlands divides two areas of uplands. It would be impracticable to develop any of the upland area without impacting the wetland due to the existing size and division of the upland area. This wetland area is highly impacted by the logging operation and vegetated with herbs only. The logging operation likely compacted soils creating a depression that ponds surface runoff. A Nationwide 18 is requested to authorize filling this depression impacting 3,126 ft' of 404 wetlands. Although it would seem that other upland areas adjacent to the proposed home site would be suitable for the proposed septic system, Nash County Environmental Health would not approve and a couple different sites were located by a soil scientist one of which is approximately 1, 300 linear feet from a potential residence near Red Oak road. The septic line to the drainfield site would cross1,186 linear feet of 404 wetland. The applicant proposes to trench the septic line in place using a small/mini excavator. Spoil material from the excavation would be temporarily placed beside the trench. Care would be taken during the temporary placement of the soils so as to not mix the subsoil with the topsoil to result in quicker re-establishment of native vegetation. A Nationwide 58 is requested to authorize temporary excavation and filling of 11,860 ft' of 404 wetlands. 5. Jurisdictional Determinations 5a. This site visit was for locating potential wetlands in the area to be impacted by filling and septic line installation and did not include other potential wetland/upland areas on the 30.53 acre tract. 6. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Permanent wetland fill is limited to 3,126 ftZ and to one site on the subject tract to create a suitable site for residential construction. The drainfield and repair area were chosen over one other area identified as having suitable soils based on having the shortest route and less resultant temporary wetland impacts from installation of the septic line. lb. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: A small mini excavator will be used for the septic line trenching to avoid soil compaction and disturbance. The trench and temporary spoil placement will be limited to a 10' wide impact area. The soil excavated from the trench will not be mixed so as to top dress the trench with the top soil to promote re - vegetation of the impact area. Filled areas will be sloped, graded and stabilized with a suitable vegetated ground cover. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a.
