Signature i/ i e /zez z Date Page 2 of 6 FTSE 08-13 RECEIVEDMCDENR/DWR FEB 01 2022 Water oua,i,y Regional Stormwater Treatment, Erosion Control NaNUVAI& Water and Sewer Narrative Hidden Cove Pierce Development, LLC proposes to build a residential subdivision on a 2.26 acre tract located on NC 210 (New River Drive) just past Shell Drive in Surf City, N.C. (Topsail Township), Fender County. The site is currently vacant, although was the site of a pre- existing mobile home park. The proposed development includes 4 duplex residential units (8 — bedroom townhomes) and associated sitework. The project is to be designed and constructed in accordance with NC Division of Environmental Management Stormwater Management Rules (15A NCAC 21-1.1000). Section .1005(2)(b). The proposed project is "Redevelopment' as the proposed BUA < pre- existing BUA and there is no significant change to pre-existing flow patterns (i.e. no stormwater collection system is proposed). The Stormwater Plan incorporates significant use of pervious concrete, some to satisfy DEQ requirements (100% credit), and some to satisfy local zoning requirements (0% credit). Division of Water Quality requires that the first 3.65" of rainfall be treated in an infiltration system. The site will be drained to two proposed infiltration systems. The project site is located less than 1 mile from the Intracoastal Waterway (SA:HQW) in the Cape Fear Basin. Existing site topography is gently sloping (0 — 6%), draining towards the rear (northwestern) portion of the site. Topography suggests that precipitation currently infiltrates into the sandy soils or sheet flows into adjacent wetlands. Soils are Medium to Coarse Sands (see attached soils evaluation) which have hydraulic conductivities ranging from 10 — 20 in/hr. Proposed grading activities will be limited to installation of building pads and sloping parking areas as minimally required for drainage. The site will be drained to two proposed infiltration systems. Project will be provided water from existing watermain (Surf City) fronting the site.
