Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The site is a farmed and is located in the urban limits of Kinston bounded on west by Adkin Branch and on the north by un -named tributary. Farming on the un -named tributary to the top of the bank and in zone 2 of Adkin Branch 3b. Explain the purpose of the proposed project: To develop 3 apartment buildings and associated parking for 60 units 3f. Describe the overall project in detail, including the type of equipment to be used: This project will include erosion control facilities around the perimeter of the site, , excavation of two separate storm water wetlands, grading and fill, 3 apartment buildings, asphalt paving, curb and gutter, recreation facilities and a clubhouse, gravity sanitary sewer lines, 6" potable water and fire line, storm drainage catch basins and reinforced concrete piping to the storm water wetlands. Upon the installation of the perimeter erosion control facilities an excavator and dozer will be utilized to construct two storm water wetlands on either side of the site. These wetlands will be used as temporary sediment basins until the site is developed and stabilized. Upon the excavation and installation of a rock arch dam a concrete outlet structure for each facility will be installed. Including the associated RCP outlet piping through the buffer to the invert of the tributary. Each outlet will be armored with 18" of class B stone on a filter fabric stilling basin. When the site is stabilized and completed the stormwater wetlands will have a final shaping and planting of the specified wetland plants to remove 35% of the nitrogen and 85% TSS. Earthwork will begin using dozers, dump trucks, and excavators to shape the site to rough grade. Upon the shaping of the site excavators and backhoes will be used to install concrete pipe and catch basins. Each basin will be protected with storm inlet sediment traps. Excavators and backhoes will also be used in the installation of the water and sewer utilities. Curb and gutter, sidewalks, base stone and asphalt will be installed upon the completion of the underground utilities. The buildings will be constructed upon the completion of the underground utilities, and curb and gutter. Temporary vegetation will be installed at various phases of the project and permanent vegetation and landscaping will be installed upon the completion of all infrastructure. This will include seeding and mulching to the existing vegetation line that is currently farmed for each tributary. This will include a one time seeding in zone 1 and 2 of each tributary. A screen buffer will be planted within zone 1 of the un -named tributary on the north of the site and 436 per acre bare root saplings will be planted in zone 1. Existing vegetation and trees are present in portions of zone 1 of Adkin Branch and it will be allowed to re- vegetate naturally. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. We have kept all impervious area from the buffer. We have directed all impervious surfaces to two constructed storm water wetlands to remove 35% nitrogen and 85% TSS prior to discharge. The only encorachement through the buffer is a channel prepared for a stilling basin with the channel being lined with sod to the top of the bank. No wetlands will be disturbed. Silt fence will be temporary and temporary stoned outlets will be installed to minimize erosion thru the buffers. All temporary measures will be removed upon the revegetation and stabilization of the buffer, 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Perimeter silt fencing is installed to and existing vegetation line in the buffer.
