HomeMy WebLinkAboutNCS000429_MS4 Organizational Chart-Program Responsibilites_20220224The City of Gastonia Organizational Hierarchy for the Stormwater Department The City of Gastonia operates its Stormwater Department under the branch of Public Works Department for the City of Gastonia. The Director of Public Works oversees all aspects of Public Works and answers directly to the City Manager, City Council and the Mayor. Under the guidance of the Public Works Director, the Assistant Public Works Director operates various divisions, including the Stormwater Department, which is divided into an administrative and operational workforce. (See Chart 1) The Administrative component consists of: 1.) The Stormwater Utilities Administrator: This position is responsible for overseeing the management of the stormwater permit. The position also ensures that the Six Minimum Control Measures, as outlined by the US Environmental Protection Agency, are fulfilled and effectively managed. This management includes overseeing the day to day duties of the Stormwater Technician and Stormwater Inspector. 2.) Stormwater Technician: The Stormwater Technician oversees some of the technical components of the stormwater permit. These components include the following 3 of the aforementioned minimum measures [1. Public Education and Outreach, 2. Public Participation and 3. Illicit Discharge Detection and Elimination ("Shared duty with the Stormwater Inspector)] The Technician is also answers questions regarding ERU billing and manages the GIS Mapping data. 3.) Stormwater Inspector: The Stormwater inspector also is critical to the program as this position also oversees 3 of the measures as well. This position is responsible for the following measures: Measure #5 Management of Post Construction Runoff, Measure #6 Good Housekeeping and Pollution Prevention and Measure #3. Illicit Discharge Detection and Elimination "(Shared with the Stormwater Technician) "Measure #4 of the Six Minimum Measures is accomplished through an inter -local agreement with Gaston Natural Resources Department (A department of Gaston County) which manages a county wide Erosion Control and development level stormwater control ordinance. This agreement was set into motion in 2006 and has been renewed each year since. The Operational component consists of: 4.) Assistant Division Manager: The ADM is responsible for overseeing the operational and visible components of the stormwater permit. This position ensures that all projects and maintenance tied to the stormwater utility are completed to engineering and industry standard. This position oversees the construction and field work tied to the management of roadways and right-of-ways within the city. This position, and those under it are essential in ensuring that overland flow is not inhibited and that the stormwater utility is functioning at the highest level. The ADM also directly manages the Stormwater Field Supervisor and The Right -of -Way Supervisor 5.) Stormwater Field Supervisor: This position directly oversees the construction workers and crew chiefs who ensure that the stormwater utilities are operating appropriately. This includes, but is not limited to, infrastructure maintenance, repair and reporting. 6.)
