Dear Mr. Farkas,
Pursuant to your letter comments dated 1/31/2022 for Old Pageland Monroe Road Solar Farm (received via email; enclosed),
LLC, CCR is providing the requested additional information the referenced Stormwater Permit. Summarized below for your
convenience, I have partially quoted the review comments and provided a brief response in "blue" indicating how each
comment has been addressed.
"Please provide an original, notarized, signature for the Property Owners, Stanley Lee Summerlin, Jane Brewer
Summerlin, and William Chad Summerlin, in Section IX of the Application. For this project, if it is not practical to get
the Property Owners to sign the Application, we will accept a copy of a lease agreement, affidavit, or other official
document showing that the Applicant, Cypress Creek Renewables, LLC. Has obtained legal rights to submit a
stormwater permit application within the proposed project area (in conjunction with an explanation that it was not
practical to get the Property Owner signatures on the Application).

a. Amended and Restated Ground Lease Agreement (Chad Summerlin, executed 3.17.2015)
b. Amended and Restated Ground Lease Agreement (Stan & Jane Summerlin, executed 3.17.2015)
c. Consent to Assignment and Transfer of Ground Lease (Chad Summerlin, Recorded 1.19.2022)
The solar farm has been operational for over five years, managed by CCR's 0&M Division. There has been little to
no engagement with the landowners since the initial project Development and Construction -related permits were
obtained. Recent turnover of CCR Development Team members who were responsible for landowner engagement
efforts for this project, along with the reassignment of Mr. Chad Summerlin's lease, have made it challenging to
obtain the notarized signatures to comply with NC DEMLR's 3/1/2022 deadline.
2. "Please provide electronic files for each of the hard copy items that were originally submitted for review (15A NCAC
02H.1042 (2)). Electronic copies should be submitted online using the form at the following web address:

> PDF copies of the previously submitted hardcopies have been uploaded to the NC DENR upload portal, including
the Lease Documents referenced in #2 above.

3. "Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, 1 hardcopy of other documents, and a response to
comments letter briefly describing how the comments have been addressed..."

Application has been revised - Page 2, Section III, 1 c., Lessee box has been checked, and is enclosed. Also, the
Owner name(s) have been removed from the bottom of Page 5. No plan revisions were needed.
