Mr. Mitchell,
I am reviewing the above referenced project, and in order to complete the review, some additional information is
required:
1) It appears that this site includes a stream that may be subject to the Neuse River Riparian Buffer Rules. Has a
Buffer (Stream) Determination been performed for this site? If so, please provide a copy of the Buffer
Determination. [15A NCAC 02H .0502(c)]
2) The site map does not show Zones 1 and 2 of the Neuse River Riparian Buffer. Please provide a site map that
shows Zones 1 and 2 of the Neuse River Riparian Buffer. [15A NCAC 02B .0714(8)]
3) Please provide building envelopes for all lots with wetlands, streams, or buffers on the site plans. [15A NCAC
02H .0502(a)(9)]
4) The application includes an emailed wetlands delineation concurrence from Lyle Phillips of the USACE, however,
the application does not include the attachment mentioned in that email. It is unclear if the "Existing Conditions
Plan" on page 1 of the Baileywick Rd Wetlands Impacts pdf is the "Baileywick Road Property Wetlands
Delineation" map referenced in the USACE email. Please provide a copy of the "Baileywick Road Property
Wetlands Delineation" as referenced by the USACE. [15A NCAC 02H .0502(c)]
5) Please provide more details regarding avoidance and minimization of wetland impacts for this project. [15A
NCAC 02H .0506(b)(1)]
