Our comment is as follows: • Wetland Restoration: DWR has concerns regarding the statement on Page 13 of the Prospectus . which states a permanent grade control. structure will be installed at the downstream end of the project to control the water elevation on the site. Please provide additional information as to why a permanent . grade control structure is required. The DWR.discourages.the use of permanent structures (e.g. earthen berms and water controls structures) to achieve and maintain site hydrology.
