Reason for Visit: Routine
Inspection Summary:
On February 17, 2022, DWR staff person Caitlin Caudle conducted a scheduled compliance inspection and permitting visit
Steve Craver and Jeff Walser were present during the entire inspection. A review of records, irrigation fields, and pumping
equipment was completed. This review reflected compliance with the subject permit.
The treatment plant was not inspected.
The following observations were made:
• Irrigation equipment has not been calibrated this permit cycle. A new meter was installed in 2013 and it appeared a
calibration check was completed on June 14, 2017. A new permit was issued on July 2, 2018, after a permit modification
request. Mr. Craver stated that a new effluent flow meter will be purchased.
• Influent is measured at the head of the treatment plant, and effluent is measured using a flow meter on the irrigation
pump.
• There is no effluent storage at this facility. The treatment plant also has a discharge permit and a compost facility.
Irrigation is not the primary disposal manner. Irrigation is only completed after the "reuse pump" has been turned off.
• Irrigation is completed when weather allows and when the 12 month floating total allows it. The system is winterized
from approximately November to April. Irrigation was initiated in April of last year and stopped at the end of October.
• Irrigation is 100% manual. A separate pump must be turned off and the irrigation pump turned on. There is not a wet
well. The irrigation pump is located after the chlorine contact chamber.
• Some of the irrigation field perimeter has public access restricted, but Mr. Craver stated they will be adding additional
signage.
• Some I&I is present in the collection system.
• 9,000 GPD was determined based on the 30 in/yr irrigation limit.
• The Operation and Maintenance Plan and Spill Plan are tied into the NPDES permit. Ms. Caudle requested that some
language be added to the Spill Plan concerning emergencies in the irrigation field. Mr. Craver stated that something will be
posted in the building with the irrigation control panel.
• All residuals from the treatment plant are composted.
• The influent flow meter is calibrated quarterly.
• There are no high water alarms related to the irrigation pump as there is not a wet well or any storage.
• Domestic wastewater accounts for 42% of the permitted flow and industrial wastewater accounts for 3% of the permitted
flow.
• The chlorine contact chamber will be reviewed during the next inspection.
