Comments on the report are provided as follows: 1) All CVS data sheets in the report show "last year's data". No current data for 2021 is provided (see attached data sheet for Plot 16 as an example). No dates showing the date the data was collected is shown on the form either. Action Required: Provide current vegetative data for monitoring year 2 collected in 2021. 2) Vigor data is supposed to be included in the reports but was not provided in the Year 2 report (see Plot 16 data sheet attached). Include vigor in all future monitoring report data 3) 3 encroachments were documented and added up to 0.61 acres in size (see two figures attached). However, only one encroachment of 0.05 acres was located in areas generating buffer/nutrient offset credits (see maps attached to this email). As part of the noted adaptive management plan in the report, WLS indicated that replanting will occur in all encroachment areas and easement boundaries will be better marked. Action Required: a) Provide a timeline when WLS will be replanting the encroachment area and marking the boundaries b) Indicate how the easement will be marked since the original markers did not adequately denote the CE boundary c) Commit to documenting the completion of adaptive management via photo documentation 4) WLS indicated they had contacted the landowner about the encroachments. Action required: DWR needs written documentation confirming that WLS notified the landowner of the encroachment in writing. Email or written letter will suffice for this comment. Please provide a response to the comments above, and include all required documentation requested. Once DWR receives a response to comments, DWR can proceed issuing a credit release for this task. Considering only 0.05 acres of the encroachment were in buffer or nutrient offset credit generating areas, DWR will issue a partial (7.5%) credit release for this task with the remainder 2.5% released upon documentation of completion of items in the adaptive management plan.
