Sanitary Sewer Overflow - October 2021
Collection System Permit No. WQCS00210
Beech Mountain Collection system
Watauga County
Mr. Snider,
The Beech Mountain Collection system has received the N.O.V. notice regarding the SSO on
10-20-2021. The cause of non-compliance was due to pipe failure of an 8" sewer line which
was suspended underneath a stream crossing bridge walkway for the Pond Creek Hiking
Trail. We responded quickly and made the short-term repair which stopped the spill from
occurring.
We have also just finished with a large, 2yr. SRP funded sewer line inspection, upgrade, and
lining project in that area which directly effects the line that was leaking. This project
replaced or repaired by Insituform lining nearly 22,000 feet of collection line and manhole
repairs associated with that part of the system. The exact area where the spill occurred has
had the old line replaced with new ductile iron pipe, all the area above has been visually
inspected with camera equipment, had much replaced, and lined, and the area below is
schedule for spring of 2022 to be replaced in the next project which has already been
approved and funded through our next SRP project beginning this coming spring.
We have improved the entire area of that system and have plans to continue those
improvements to have the entire area upgraded or repaired to good operational status.
Please consider that we are working diligently to move these upgrades quickly throughout
our system and the Town of Beech Mountain has made it our top priority to bring the
collection system into like new conditions as quickly as possible.
In short, we have been able to directly address the cause of this SSO which was due to aged
and exposed collection piping by fully replacing the pipe since the SSO has occurred, went

further by replacing and upgrading the entire outfall leading up to this point in the system
so that further deterioration of this area is no longer an issue, and have funded and await
contractors to start on the entire area below the site of this SSO. All while we are still
working to identify further needs in the system and make more upgrades at great expense.
I thank you for the opportunity to respond to the NOV received, and hope that this letter
demonstrates the level of commitment we have at Beech Mountain to operating and
maintaining in good order our collection system.
