(GPI) formerly LDS! Inc. in partnership with Grillot LLC. was contracted by the Town of Leland to design and stabilize a section of Jackey's Creek along Highway 17 in Leland, NC. The project includes approximately 200 feet of stream upstream of Highway 17. The project is a part of the USDA-NRCS Emergency Watershed Protection Program for the restoration of the project area to the pre -hurricane conditions. Project Site Figure 1: Project Site Location Map EXISTING CONDITIONS Jackey's Creek lies within the coastal plain of North Carolina and its landscape is characterized by agriculture, pineland, forested wetlands, and residential areas. Jackey's creek is a moderately sizer coastal creek that first drains to the Brunswick River before entering the Cape Fear River and the Atlantic Ocean. The project area starts upstream in a lowland forested area then passes through utility easements and ends as the Creek passes under Highway 17. The soils present within the project sites are primarily fine sandy and mucky soils that are typical of North Carolina's Coastal Region. The damage done to the Project site was caused by approximately 29.5 inches of rainfall that occurred during Hurricane Florence. This resulted in debris and sediment build stream bank erosion, and significant scour around existing utilities (overhead utility pole and guywires, subsurface utilities, and bridge abutments). I Leland 5IPage G:\2021\FLA-2021805.00\70-Permitting\71-Application\pcn package.docx HYDROLOGY Watershed characteristics for Jackey's Creek Watershed was determined primarily through the USGS StreamStats tool along with field reconnaissance. The project site is within the Cape Fear Watershed. It was found that the watershed draining into the stream is approximately 2.77 sq miles (120661 Acres) in size and has a 100-year peak flow of approximately 696 CFS Table 1. A detailed Drainage Area and Soils Map for the Jackey's Creek watershed are depicted in Figures 3 and 4 respectively. Her work statistically analyzed the dimensional characteristics of pristine streams within the coastal regions of North Carolina to determine the parameters of stable, healthy stream. This will involve the instillation of instream log vanes and grade control riffle sections that will allow the stream to hold grade during high -flow storm events. The banks of the channel will be graded back at a stable slope and side slopes will be matted with fiber matting and staked with live stakes to restore bank integrity. On banks that will experience a higher level of shear stress a wood toe structure will be installed as an additional protection method. Please see attached Construction Documents in Appendix A. THE CONTRACTOR IS RESPONSIBLE FOR THE PROJECT AREA UNTIL COMPLETION AND FINAL ACCEPTANCE BY THE OWNER. THE CONTRACTOR SHALL TAKE ALL PRECAUTIONS NECESSARY AND SHALL BARE ALL RISK OF LOSS OR DAMAGE. THE CONTRACTOR WILL FURNISH ALL NECESSARY EQUIPMENT, TOOLS, LABOR, TRANSPORTATION, AND SUPERVISION TO COMPLETE THE WORK ACCORDING TO THESE SPECIFICATIONS AND APPLICABLE FEDERAL, STATE AND LOCAL LAWS AND REGULATIONS. THE CONTRACTOR SHALL CONFINE ALL ACTIVITIES, INCLUDING EQUIPMENT STORAGE, TO THE LIMITS OF DISTURBANCE, STAGING AREAS, AND DESIGNATED CONSTRUCTION ACCESS POINTS. 6. THE MANNER IN WHICH THE CONTRACTOR DEALS WITH PEOPLE AND THEIR PROPERTIES WHILE PERFORMING THIS WORK IS EXTREMELY IMPORTANT TO THE PROJECT OWNER AND PROJECT ENGINEER. THEREFORE, THE CONTRACTOR AND THE CONTRACTOR'S REPRESENTATIVES SHALL MANIFEST A SPIRIT OF FRIENDLINESS AND COOPERATION WHEN DEALING WITH PROPERTY OWNERS AND THE GENERAL PUBLIC WHILE PERFORMING WORK UNDER THIS SPECIFICATION. 7. EXTREME CARE AND DILIGENCE SHALL BE EXERCISED BY THE CONTRACTOR TO ASSURE THE SAFETY OF PERSONS, ANIMALS, AND PROPERTY. IF AT ANY TIME THE PROJECT OWNER OR PROJECT ENGINEER. DETERMINES THAT THE CONTRACTOR'S METHODS OR EQUIPMENT ARE INADEQUATE FOR SECURING THE SAFETY OF THE CONTRACTOR'S EMPLOYEES OR THE PUBLIC, THE DESIGNATED REPRESENTATIVE MAY DIRECT THE CONTRACTOR TO TAKE SPECIFIC ACTIONS TO ENSURE SAFETY. THE CONTRACTOR SHALL IMPROVE METHODS AS DEEMED APPROPRIATE BY THE DESIGNATED REPRESENTATIVE WITHOUT ADDITIONAL COST TO THE PROJECT OWNER, SO AS TO ASSURE COMPLIANCE WITH SAFETY CONCERNS. FAILURE OF THE DESIGNATED REPRESENTATIVE TO MAKE THIS DEMAND SHALL NOT RELIEVE THE CONTRACTOR OF ANY OBLIGATION TO ENSURE THE SAFE CONDUCT OF ITS WORK. 8. THE CONTRACTOR SHALL MAINTAIN ALL LIGHTS, GUARDS, SIGNS, TEMPORARY PASSAGES, OR OTHER PRECAUTIONS NECESSARY FOR THE SAFETY OF ALL PERSONS. THE CONTRACTOR SHALL ABIDE BY ALL SAFETY RULES AND CONSTRUCTION CONDITIONS REQUIRED BY GOVERNMENTAL AUTHORITIES AND OTHER ENTITIES, INCLUDING RAILROADS, SO THE PUBLIC IS SAFEGUARDED FROM ACCIDENTS AND DELAYS. GUARDS AND FLAGS REQUIRED BY GOVERNMENTAL OR RAILROAD AUTHORITIES SHALL BE PROVIDED AT THE CONTRACTOR'S EXPENSE, UNLESS DIRECTED OTHERWISE BY THE DESIGNATED REPRESENTATIVE. CONTRACTOR SHALL AT NO TIME COMPROMISE EITHER SAFETY OR ENVIRONMENTAL REQUIREMENTS. 9. CONTRACTOR SHALL FIELD VERIFY ALL SURVEY CONTROL POINTS WITHIN THREE (3) WEEKS OF RECEIPT OF THE NOTICE TO PROCEED. CONTRACTOR SHALL CONTACT PROJECT ENGINEER WITHIN FOUR (4) WEEKS OF RECEIPT OF NOTICE TO PROCEED WITH ANY CONTROL POINT DISCREPANCIES, AFTER SUCH TIME HAS PASSED IT WILL BE THE ASSUMPTION THAT ALL CONTROL POINTS AS SHOWN ON THE PLANS ARE IN GOOD STANDING AND CONTRACTOR AGREES WITH PUBLISHED COORDINATES. 10. SEE SHEETS 6 AND7 FOR DETAILED EROSION AND SEDIMENTATION CONTROL PLAN, SEQUENCE AND DETAILS. 11. ANY ALTERNATE ACCESS PLANNED BY THE CONTRACTOR SHALL BE APPROVED BY THE PROJECT OWNER OR PROJECT ENGINEER PRIOR TO USE. 12. NO FILL IN WETLANDS MAY OCCUR. ALL EXCESS SUITABLE SOILS FROM STREAM STABILIZATION AND CHANNEL WORK SHALL BE DISPOSED OF IN THE OLD STREAM CHANNEL OR TO OTHER AREAS APPROVED BY THE PROJECT OWNER OR PROJECT ENGINEER. 13. SITE SHOULD BE "STORM READY" AT THE END OF EACH WORK DAY AND WORK WEEK. 14. MATERIAL SHALL BE SUITABLE SOIL OBTAINED FROM THE EXCAVATION OF ALL PROJECT COMPONENTS AS SHOWN ON THE CONSTRUCTION DRAWINGS AND/OR BORROW AREA. BORROW AREA SHALL BE APPROVED BY PROJECT ENGINEER PRIOR TO USE, NO ADDITIONAL COMPENSATION WOULD BE GIVEN FOR BORROW AREA. PRIOR TO CLEARING AND GRUBBING, THE CONTRACTOR SHALL MARK THE LIMITS OF CLEARING NEAR TREES FOR VERIFICATION OF INTENT BY THE ENGINEER. SOME MINOR ADJUSTMENT OF CHANNEL ALIGNMENT MAY BE REQUIRED TO PRESERVE TREES OR MINIMIZE IMPACT TO TREES. 30. ANY HARVESTING OF TREES FROM ONSITE MUST BE APPROVED BY THE ENGINEER. 31. CONTRACTOR SHALL MINIMIZE, TO THE MAXIMUM EXTENT POSSIBLE, IMPACTS TO THE ADJACENT TREES. 32. CONSTRUCTION EQUIPMENT TRACKS AND ACCESS PATHS SHALL BE GRADED AND RE -CONTOURED AFTER CONSTRUCTION TO PREVENT RILL AND GULLY EROSION. 33. CONTRACTOR SHALL USE AN EXCAVATOR WITH A HYDRAULIC THUMB TO INSTALL IN -STREAM STRUCTURES. 34. ELEVATIONS OF TRIBUTARIES AT CONFLUENCES MAY NEED TO BE ADJUSTED TO MEET CONSTRUCTED CONDITIONS. ADJUSTMENTS SHALL BE MADE IN CONJUNCTION WITH THE ENGINEER. 35. PROFILES MAY NEED TO BE ADJUSTED TO AVOID ABRUPT CHANGES IN ELEVATION. ADJUSTMENTS SHALL BE MADE IN CONJUNCTION WITH THE ENGINEER. 36. CHANNEL REALIGNMENT WORK SHALL BE COMPLETED AND STABILIZED PRIOR TO ALLOWING FLOW TO ENTER INTO THE NEWLY CONSTRUCTED STREAM CHANNEL. THE CONTRACTOR SHALL NOT OPEN UP MORE THAN 200 FEET OF CHANNEL WITHOUT EROSION CONTROL MATTING IN PLACE OR BY APPROVAL OF THE ENGINEER. IF THE CHANNEL REALIGNMENT WORK IS NOT COMPLETED PRIOR TO ABANDONING THE OLD CHANNEL, A TEMPORARY SYSTEM SHALL BE USED ACCORDING THE APPROVED E&SC PLAN AND DETAIL. IN -LINE CHANNEL WORK SHALL UTILIZE THE TEMPORARY PUMP AROUND SYSTEM AT ALL TIMES. 37. STREAM RESTORATION WORK SHALL BE IMPLEMENTED BY FIRST STRIPPING THE TOP 3 - 4 INCHES OF SOIL (TOPSAIL) OFF THE GRADING AREA AND STOCKPILING FOR LATER USE. NEXT GRADING THE FLOODPLAIN ADJACENT TO THE CHANNEL TO THE ELEVATIONS AND GRADES SPECIFIED IN THE PLANSHEETS. THE PROPOSED STREAM CHANNEL SHALL THEN BE EXCAVATED TO THE CHANNEL CROSS-SECTION GEOMETRY AND LONGITUDINAL PROFILE IN THE CONSTRUCTION DOCUMENTS. THIS CHANNEL WORK SHALL BE DONE WITH LOW GROUND PRESSURE TRACK EQUIPMENT. PLANSHEETS PROVIDE DIMENSIONS, ELEVATIONS AND SLOPES TO AID IN CONSTRUCTION OF THE CHANNEL. THE THALWEG CAN FIRST BE EXCAVATED TO THE ELEVATION SPECIFIED IN THE LONGITUDINAL PROFILE AND EXCAVATION AND FINE GRADING OF THE CROSS -SECTIONS SHALL THEN BE PREFORMED. ANY TEMPORARY STOCKPILING OR DOUBLE HANDLING OF EXCESS EARTH NECESSARY TO BUILD THE CHANNEL SHALL BE CONSIDERED INCIDENTAL TO CONSTRUCTION. 38. BANKFULL CHANNEL DIMENSIONS WILL BE HELD TO THE DIMENSIONS SHOWN ON THE TYPICAL CROSS-SECTION PLANSHEETS. ELEVATIONS SHALL BE CONSTRUCTED WITHIN 0.1 FT (VERTICAL). WIDTHS AND DEPTHS MUST FALL WITHIN RANGES SHOWN IN THE PLANSHEETS. CHANNEL CROSS-SECTION DIMENSIONS SHALL BE WITHIN 0.2 FT (HORIZONTAL). 39. IN -STREAM STRUCTURES SHALL BE FINISHED TO A SMOOTH SURFACE IN ACCORDANCE WITH THE LINES, GRADES AND ELEVATIONS SHOWN IN THE CONSTRUCTION DOCUMENTS. THE FINISHED STRUCTURE SLOPES AND PROFILE ELEVATIONS SHALL BE WITHIN 0.1 FT (VERTICAL) OF THE CONSTRUCTION DOCUMENTS. 42. WOOD AND ROCK STRUCTURES MAY BE SUBSTITUTED TO FIT FIELD CONDITIONS AND AVAILABLE MATERIALS, WITH APPROVAL OF PROJECT ENGINEER. 43. COIR LOG TOE PROTECTION MAY BE UTILIZED WHERE ADDITIONAL BANK REVETMENT IS NEEDED OR SUBSTITUTED FOR TOE WOOD REVETMENT. 44. AFTER THE STRUCTURE IS COMPLETE AND FLOW IS RESTORED TO THE CHANNEL, SOME ADJUSTMENT TO THE STRUCTURE OR ADDITIONAL STABILIZATION MEASURES MAY BE NECESSARY TO ACHIEVE THE DESIRED FUNCTION. 48. THE CONSTRUCTED CHANNEL SHALL BE STABILIZED AS SOON AS POSSIBLE BY TEMPORARY AND PERMANENT SEEDING, ADDING STRAW MULCH TO BARE SOIL AND INSTALLING EROSION CONTROL MATTING FROM THE TOE OF THE BANKFULL CHANNEL TO THE OUTER EDGE OF THE BANKFULL SHELF. IF THE TIMING OF CONSTRUCTION IS SUCH THAT PERMANENT RIPARIAN SEED CANNOT BE PLACED UNTIL THE FALL OR WINTER, THEN THE CONTRACTOR SHALL SEED WITH TEMPORARY SUMMER COVER (MILLET - UROCHLOA RAMOSA) AND RETURN THE FOLLOWING SPRING TO INSTALL THE PERMANENT RIPARIAN SEED. 50. THE HARVESTING AND INSTALLATION OF LIVE STAKES SHALL BE PREFORMED ONLY DURING THE DORMANT SEASON, TYPICALLY BETWEEN DECEMBER 1ST AND APRIL 15TH. THE CONTRACTOR SHALL NOTIFY THE ENGINEER 7 DAYS PRIOR TO HARVESTING TO REVIEW AND APPROVE ALL HARVESTING SITES AND SPECIES. TUBELINGS MAY BE SUBSTITUTED FOR LIVES STAKES AT NO ADDITIONAL COST TO OWNER, CONTRACTOR SHALL NOTIFY ENGINEER OF ANY SUBSTITUTIONS 51. LIVE STAKES SHALL BE INSTALLED PER VEGETATION PLAN. LIVE STAKES SHALL BE INSTALLED THROUGH THE EROSION CONTROL MATTING TO A DEPTH THAT REACHES THE WATER TABLE. QUANTITIES AND MATERIALS SPECIFICATIONS 53. TOPSOIL SHALL BE REMOVED FROM EXCAVATION AND FILL AREAS PRIOR EXCAVATION AND GRADING AND RE -APPLIED TO AREAS AFTER ROUGH GRADING IS COMPLETE. 3 - 4 INCHES OF TOPSOIL SHALL BE PLACED ON DISTURBED AREAS TO THE ELEVATIONS AND GRADES INCLUDED IN THE CONSTRUCTION DOCUMENTS. 54. FILL AREAS SHALL BE SEEDED WITH TEMPORARY VEGETATION WITHIN 14 DAYS OF GRADING. THE PLACEMENT OF STRAW MULCH SHALL OCCUR WITHIN 48 HOURS OF SEEDING. MULCH SHALL BE SPREAD TO COVER DISTURBED CHANNEL AND FLOODPLAIN AREAS. MULCH SHALL BE KEPT OUT OF THE CROWNS OF SHRUBS AND GROUND COVER. 55. THE CONTRACTOR SHALL FURNISH ALL MATERIALS NECESSARY TO COMPLETE THE PROPOSED WORK UNLESS OTHER PROVISIONS HAVE BEEN AGREED UPON PRIOR TO CONSTRUCTION. THE CONTRACTOR SHALL DELIVER ALL MATERIALS TO THE DESIGNATED ACCESS POINTS AND STAGING AREAS OR TO A LOCATION SPECIFIED BY CONSTRUCTION DOCUMENTS. MATERIAL QUANTITIES, DIMENSIONS AND SIZES SHALL CONFORM TO THE NOTES AND SPECIFICATIONS PROVIDED IN THE CONSTRUCTION DOCUMENTS OR ON THE QUANTITIES AND MATERIALS LIST. BEFORE INSTALLING COIR FIBER MATTING, APPLY 3-4 INCHES OF TOPSAIL, RAKE SOIL LEVEL, ADD TEMPORARY AND PERMANENT SEED, FERTILIZER, LIME AND MULCH (SEE PLANTING DETAILS). 3.
