The proposed project site was damaged during hurricane Florence jeopardizing various utilities (overhead utility support poles, underground gas lines and the bridge abutments on
Highway 17). The objective of the proposed project is to stabilize approximately 230 linear feet of stream channel using energy dissipating, and bank stabilization structures.

The purpose of the this project is to stabilize approximately 230 (previously 210) linear feet of Jackey's Creek that has been damaged by Hurricane Florence and to ensure the protection
of near by utilities by the stream stabilization.

The proposed project site has been proposed to protect utilities (overhead utility support poles, underground gas lines and the bridge abutments on Highway 17 ) that have been and are in
jeopardy of being compromised due to the damages from hurricane Florence. The objective is to stabilize approximately 230 linear feet ( previously 210 linear feet existing) of stream
channel using energy dissipating, and bank stabilization such as wood toe revetment, log vane, and log sill structure. By stabilizing this section of stream during future storm events and
restore the area to pre -Hurricane Florence conditions.

BACKGROUND
Greenman -Pedersen Inc. (GPI) formerly LDS! Inc. in partnership with Grillot LLC. was contracted
by the Town of Leland to design and stabilize a section of Jackey's Creek along Highway 17 in
Leland, NC. The project includes approximately 200 feet of stream upstream of Highway 17. The
project is a part of the USDA-NRCS Emergency Watershed Protection Program for the restoration
of the project area to the pre -hurricane conditions.

EXISTING CONDITIONS
Jackey's Creek lies within the coastal plain of North Carolina and its landscape is characterized
by agriculture, pineland, forested wetlands, and residential areas. Jackey's creek is a moderately
sizer coastal creek that first drains to the Brunswick River before entering the Cape Fear River
and the Atlantic Ocean. The project area starts upstream in a lowland forested area then passes
through utility easements and ends as the Creek passes under Highway 17. The soils present
within the project sites are primarily fine sandy and mucky soils that are typical of North Carolina's
Coastal Region. The damage done to the Project site was caused by approximately 29.5 inches
of rainfall that occurred during Hurricane Florence. This resulted in debris and sediment build
stream bank erosion, and significant scour around existing utilities (overhead utility pole and
guywires, subsurface utilities, and bridge abutments).

PROJECT GOALS
The purpose of this project is to provide design (GPI) and construction (Grillot, LLC.) services to
restore the project area to pre -Hurricane Florence conditions and stabilize the stream corridor
for to mitigate damages from future storm events. This will be achieved by the following project
objectives:
• Channel bank stabilization via grading and planting
• Installation of in -stream structures to maintain stable stream corridor
• Protection of existing utilized via stream stabilization

HYDROLOGY
Watershed characteristics for Jackey's Creek Watershed was determined primarily through the
USGS StreamStats tool along with field reconnaissance. The project site is within the Cape
Fear Watershed. It was found that the watershed draining into the stream is approximately 2.77
sq miles (120661 Acres) in size and has a 100-year peak flow of approximately 696 CFS Table
1. A detailed Drainage Area and Soils Map for the Jackey's Creek watershed are depicted in
Figures 3 and 4 respectively.

HYDRAULICS
The dimensional parameters for the proposed stream at Jackey's Creek were calculated by
referencing the work of Barbara Doll. Her work statistically analyzed the dimensional
characteristics of pristine streams within the coastal regions of North Carolina to determine the
parameters of stable, healthy stream.

PROPOSED DESIGN
The Project Design consist of approximately 230 linear feet of channel stabilization. This will
involve the instillation of instream log vanes and grade control riffle sections that will allow the
stream to hold grade during high -flow storm events. The banks of the channel will be graded
back at a stable slope and side slopes will be matted with fiber matting and staked with live
stakes to restore bank integrity. On banks that will experience a higher level of shear stress a
wood toe structure will be installed as an additional protection method. Please see attached
Construction Documents in Appendix A.

1. DEFINITIONS:
1.1. CONSTRUCTION DOCUMENTS: THE CONTRACT AND APPLICABLE PLAN SHEET(S), DETAILS,
SPECIFICATIONS, PERMIT(S), AND/OR ANY OTHER DOCUMENTS (MEETING MINUTES, PUNCH
LISTS, BID TABS, ETC.) FOR COMPLETE INFORMATION ABOUT THE REQUIRED WORK. ANY ONE
OF THESE PARTS OF THE MAY NOT CONTAIN ALL OF THE INFORMATION REQUIRED TO
COMPLETE THE PROJECT WORK.

3. NOT ALL EXISTING UTILITIES ARE SHOWN. SOME LOCATIONS MAY BE APPROXIMATE. THE CONTRACTOR
IS RESPONSIBLE FOR ALL UTILITY LOCATION AND COORDINATION. ANY UTILITIES SHOWN ON THE
CONSTRUCTION DOCUMENTS ARE FOR INFORMATIONAL PURPOSES ONLY AND IN NO WAY RELIEVES
THE CONTRACTOR FROM COORDINATING, VERIFYING AND PROTECTING EXISTING UTILITIES. THE
CONTRACTOR SHALL ADHERE TO THE PROVISIONS OF THE 1985 UNDERGROUND DAMAGE PREVENTION
ACT, NORTH CAROLINA GENERAL STATUTES 887, CHAPTER 785, SENATE BILL 168, ARTICLE 3. TO ASSIST
THE CONTRACTOR AND UTILITY OWNERS IN MEETING THE REQUIREMENTS OF THIS LAW, THERE IS A
"ONE -CALL SYSTEM" CALLED "NC ONE CALL." MOST MAJOR UTILITIES WITH UNDERGROUND FACILITIES
IN THE STATE SUBSCRIBE TO THIS SERVICE.
4. ALL UTILITIES SHALL BE PROTECTED AND REMAIN ACTIVE UNLESS OTHERWISE NOTED.
5. THE CONTRACTOR IS RESPONSIBLE FOR THE PROJECT AREA UNTIL COMPLETION AND FINAL
ACCEPTANCE BY THE OWNER. THE CONTRACTOR SHALL TAKE ALL PRECAUTIONS NECESSARY AND
SHALL BARE ALL RISK OF LOSS OR DAMAGE. THE CONTRACTOR WILL FURNISH ALL NECESSARY
EQUIPMENT, TOOLS, LABOR, TRANSPORTATION, AND SUPERVISION TO COMPLETE THE WORK
ACCORDING TO THESE SPECIFICATIONS AND APPLICABLE FEDERAL, STATE AND LOCAL LAWS AND
REGULATIONS. THE CONTRACTOR SHALL CONFINE ALL ACTIVITIES, INCLUDING EQUIPMENT STORAGE,
TO THE LIMITS OF DISTURBANCE, STAGING AREAS, AND DESIGNATED CONSTRUCTION ACCESS POINTS.
6. THE MANNER IN WHICH THE CONTRACTOR DEALS WITH PEOPLE AND THEIR PROPERTIES WHILE
PERFORMING THIS WORK IS EXTREMELY IMPORTANT TO THE PROJECT OWNER AND PROJECT
ENGINEER. THEREFORE, THE CONTRACTOR AND THE CONTRACTOR'S REPRESENTATIVES SHALL
MANIFEST A SPIRIT OF FRIENDLINESS AND COOPERATION WHEN DEALING WITH PROPERTY OWNERS
AND THE GENERAL PUBLIC WHILE PERFORMING WORK UNDER THIS SPECIFICATION.
7. EXTREME CARE AND DILIGENCE SHALL BE EXERCISED BY THE CONTRACTOR TO ASSURE THE SAFETY
OF PERSONS, ANIMALS, AND PROPERTY. IF AT ANY TIME THE PROJECT OWNER OR PROJECT
ENGINEER. DETERMINES THAT THE CONTRACTOR'S METHODS OR EQUIPMENT ARE INADEQUATE FOR
SECURING THE SAFETY OF THE CONTRACTOR'S EMPLOYEES OR THE PUBLIC, THE DESIGNATED
REPRESENTATIVE MAY DIRECT THE CONTRACTOR TO TAKE SPECIFIC ACTIONS TO ENSURE SAFETY.
THE CONTRACTOR SHALL IMPROVE METHODS AS DEEMED APPROPRIATE BY THE DESIGNATED
REPRESENTATIVE WITHOUT ADDITIONAL COST TO THE PROJECT OWNER, SO AS TO ASSURE
COMPLIANCE WITH SAFETY CONCERNS. FAILURE OF THE DESIGNATED REPRESENTATIVE TO MAKE THIS
DEMAND SHALL NOT RELIEVE THE CONTRACTOR OF ANY OBLIGATION TO ENSURE THE SAFE CONDUCT
OF ITS WORK.
8. THE CONTRACTOR SHALL MAINTAIN ALL LIGHTS, GUARDS, SIGNS, TEMPORARY PASSAGES, OR OTHER
PRECAUTIONS NECESSARY FOR THE SAFETY OF ALL PERSONS. THE CONTRACTOR SHALL ABIDE BY ALL
SAFETY RULES AND CONSTRUCTION CONDITIONS REQUIRED BY GOVERNMENTAL AUTHORITIES AND
OTHER ENTITIES, INCLUDING RAILROADS, SO THE PUBLIC IS SAFEGUARDED FROM ACCIDENTS AND
DELAYS. GUARDS AND FLAGS REQUIRED BY GOVERNMENTAL OR RAILROAD AUTHORITIES SHALL BE
PROVIDED AT THE CONTRACTOR'S EXPENSE, UNLESS DIRECTED OTHERWISE BY THE DESIGNATED
REPRESENTATIVE. CONTRACTOR SHALL AT NO TIME COMPROMISE EITHER SAFETY OR
ENVIRONMENTAL REQUIREMENTS.
9. CONTRACTOR SHALL FIELD VERIFY ALL SURVEY CONTROL POINTS WITHIN THREE (3) WEEKS OF
RECEIPT OF THE NOTICE TO PROCEED. CONTRACTOR SHALL CONTACT PROJECT ENGINEER WITHIN
FOUR (4) WEEKS OF RECEIPT OF NOTICE TO PROCEED WITH ANY CONTROL POINT DISCREPANCIES,
AFTER SUCH TIME HAS PASSED IT WILL BE THE ASSUMPTION THAT ALL CONTROL POINTS AS SHOWN ON
THE PLANS ARE IN GOOD STANDING AND CONTRACTOR AGREES WITH PUBLISHED COORDINATES.
10. SEE SHEETS 6 AND7 FOR DETAILED EROSION AND SEDIMENTATION CONTROL PLAN, SEQUENCE AND
DETAILS.
11. ANY ALTERNATE ACCESS PLANNED BY THE CONTRACTOR SHALL BE APPROVED BY THE PROJECT
OWNER OR PROJECT ENGINEER PRIOR TO USE.
12. NO FILL IN WETLANDS MAY OCCUR. ALL EXCESS SUITABLE SOILS FROM STREAM STABILIZATION AND
CHANNEL WORK SHALL BE DISPOSED OF IN THE OLD STREAM CHANNEL OR TO OTHER AREAS
APPROVED BY THE PROJECT OWNER OR PROJECT ENGINEER.
13. SITE SHOULD BE "STORM READY" AT THE END OF EACH WORK DAY AND WORK WEEK.
14. MATERIAL SHALL BE SUITABLE SOIL OBTAINED FROM THE EXCAVATION OF ALL PROJECT COMPONENTS
AS SHOWN ON THE CONSTRUCTION DRAWINGS AND/OR BORROW AREA. BORROW AREA SHALL BE
APPROVED BY PROJECT ENGINEER PRIOR TO USE, NO ADDITIONAL COMPENSATION WOULD BE GIVEN
FOR BORROW AREA. NOR WOULD ANY ADDITIONAL FUNDS BE GIVEN FOR HAULING, BORROWING,
REMEDIATION, OR STABILIZING AFOREMENTIONED BORROW AREA.
15. MAINTAIN, RELOCATE OR REPLACE EXISTING SURVEY MONUMENTS, CONTROL POINTS AND STAKES
WHICH ARE DISTURBED OR DESTROYED. PERFORM THE WORK TO PRODUCE THE SAME LEVEL OF
ACCURACY AS THE ORIGINAL MONUMENT(S) IN A TIMELY MANNER AND AT THE CONTRACTORS
EXPENSE.
16. EXISTING TOPOGRAPHY, STRUCTURES AND SITE FEATURES ARE SHOWN SCREENED AND/OR
LIGHT -LINED . NEW FINISHED GRADE, STRUCTURES AND SITE FEATURES ARE SHOWN AS HEAVY -LINED.
17. ELEVATIONS GIVEN ARE TO SETTLED GRADE UNLESS OTHERWISE SHOWN
18. ALL SLOPES SHALL BE 5:1 OR FLATTER UNLESS OTHERWISE SPECIFIED. SLOPE UNIFORMLY BETWEEN
CONTOURS AND SPOT ELEVATIONS SHOWN.
19. CONTRACTOR SHALL REMEDIATE ALL; HAUL ROADS, CART PATHS, CULVERTS, BRIDGES AND UTILITIES
TO PRE -CONSTRUCTION OR BETTER CONDITION PRIOR TO DEMOBILIZATION.
20. ELECTRONIC SURVEY DATA, BASE DRAWINGS AND SITE DATA WERE CURATED BY GPI .
21. HORIZONTAL DATUM IS NAD83(2011) & VERTICAL DATUM IS NAVD88. ALL COORDINATES ARE BASED ON
NAD83(2011) AND ALL ELEVATIONS ARE BASED ON NAVD88.
22. EXISTING GROUND SURFACES ARE ON A SURVEY COMPLETED IN MAY 2021. SOME CHANGES MAY HAVE
OCCURRED SINCE THE SURVEY WAS COMPLETED, PARTICULARLY IN AREAS EXPERIENCING CHANNEL
DEGRADATION AND BANK EROSION.
23. ALL ELEVATION DATA SHALL BE FIELD VERIFIED BY THE CONTRACTOR AND THEN COORDINATED WITH
THE ENGINEER. THESE PLANS WERE PREPARED WITH THE FIELD INFORMATION AT THE TIME OF
PROJECT SURVEY. IT IS POSSIBLE THAT FIELD CONDITIONS AT THE TIME OF CONSTRUCTION VARY
FROM THESE PLANS AND IT IS THE CONTRACTOR'S RESPONSIBILITY TO VERIFY FIELD CONDITIONS
SUCH AS ELEVATIONS, DEPTHS, ETC PRIOR TO PROCEEDING WITH WORK. ALL ELEVATIONS SHOULD BE
CHECKED IN THE FIELD BY CONTRACTOR PRIOR TO CONSTRUCTION. CONTRACTOR SHALL CONTACT
PROJECT ENGINEER IMMEDIATELY UPON DISCOVERING ELEVATIONS WHICH ARE DIFFERENT THAN
THOSE SHOWN ON THE PLANS.
24. THE PROPOSED ELEVATIONS AND GRADES SHOWN HEREIN ARE BASED ON THE GPI INC. SURVEY THAT
ENCOMPASSES THE EXISTING GROUND SURFACE FROM WHICH ALL COMPUTATIONS OF CUT AND FILL
ARE BASED. SLIGHT DISCREPANCIES BETWEEN THE EXITING GROUND AND DIGITAL SURFACE AND FIELD
CONDITIONS CAN RESULT IN VARIATIONS OF TOTAL EXCAVATED QUANTITIES. THUS, QUANTITIES OF
MATERIAL EXCAVATED SHOULD BE COMPARED TO THOSE SHOWN ON THE PLANSHEETS TO MANAGE
THE MOVEMENT OF MATERIAL ACROSS THE SITE.
25. THE INTENT OF THE CHANNEL AND FLOODPLAIN GRADING PLAN IS TO MAINTAIN A "LIVE SURFACE"
THAT CAN BE ADJUSTED QUICKLY DURING CONSTRUCTION AND INCORPORATED INTO A 3D SURFACE
FOR CONSTRUCTION USING SURVEY GRADE GPS EQUIPMENT.
STREAM RESTORATION SPECIFICATIONS AND NOTES
26. FIELD CONDITIONS AND PROJECT VARIABILITY MAY REQUIRE ADAPTATION OF THE PLANSHEETS
AND/OR DETAILS PROVIDED IN THE CONSTRUCTION DOCUMENTS DEPENDING ON SITE CONDITIONS OR
PROJECT NEEDS. MINOR VARIATION(S) OR ADAPTATION(S) OF THE PROPOSED WORK SHOWN ON THE
PLANSHEETS AND/OR DETAILS ARE CONSIDERED INCIDENTAL TO THE WORK.
27. WHERE PRACTICABLE, EXISTING TREES AND VEGETATION SHOULD BE LEFT IN PLACE TO FACILITATE
NATURAL REGENERATION AND SOIL STABILIZATION.
28. THE CONTRACTOR SHALL STAKE OUT THE PROPOSED STREAM CENTERLINE IN APPROXIMATELY 50 FT
SECTIONS USING SURVEY GRADE GPS EQUIPMENT FOR REVIEW BY THE ENGINEER BEFORE BEGINNING
EXCAVATION AND GRADING. DEPENDING ON ENCOUNTERED CONDITIONS SOME SHIFTING OF THE
STREAM ALIGNMENT MAY BE NECESSARY. STAKING MAY BE OMITTED FOR PORTIONS OF THE STREAM
WHEN SURVEY -GRADE GPS IS USED TO CONSTRUCT THE CHANNEL.
29. PRIOR TO CLEARING AND GRUBBING, THE CONTRACTOR SHALL MARK THE LIMITS OF CLEARING NEAR
TREES FOR VERIFICATION OF INTENT BY THE ENGINEER. SOME MINOR ADJUSTMENT OF CHANNEL
ALIGNMENT MAY BE REQUIRED TO PRESERVE TREES OR MINIMIZE IMPACT TO TREES.
30. ANY HARVESTING OF TREES FROM ONSITE MUST BE APPROVED BY THE ENGINEER.
31. CONTRACTOR SHALL MINIMIZE, TO THE MAXIMUM EXTENT POSSIBLE, IMPACTS TO THE ADJACENT
TREES.
32. CONSTRUCTION EQUIPMENT TRACKS AND ACCESS PATHS SHALL BE GRADED AND RE -CONTOURED
AFTER CONSTRUCTION TO PREVENT RILL AND GULLY EROSION.
33. CONTRACTOR SHALL USE AN EXCAVATOR WITH A HYDRAULIC THUMB TO INSTALL IN -STREAM
STRUCTURES.
34. ELEVATIONS OF TRIBUTARIES AT CONFLUENCES MAY NEED TO BE ADJUSTED TO MEET CONSTRUCTED
CONDITIONS. ADJUSTMENTS SHALL BE MADE IN CONJUNCTION WITH THE ENGINEER.
35. PROFILES MAY NEED TO BE ADJUSTED TO AVOID ABRUPT CHANGES IN ELEVATION. ADJUSTMENTS
SHALL BE MADE IN CONJUNCTION WITH THE ENGINEER.
36. CHANNEL REALIGNMENT WORK SHALL BE COMPLETED AND STABILIZED PRIOR TO ALLOWING FLOW TO
ENTER INTO THE NEWLY CONSTRUCTED STREAM CHANNEL. THE CONTRACTOR SHALL NOT OPEN UP
MORE THAN 200 FEET OF CHANNEL WITHOUT EROSION CONTROL MATTING IN PLACE OR BY APPROVAL
OF THE ENGINEER. IF THE CHANNEL REALIGNMENT WORK IS NOT COMPLETED PRIOR TO ABANDONING
THE OLD CHANNEL, A TEMPORARY SYSTEM SHALL BE USED ACCORDING THE APPROVED E&SC PLAN
AND DETAIL. IN -LINE CHANNEL WORK SHALL UTILIZE THE TEMPORARY PUMP AROUND SYSTEM AT ALL
TIMES.
37. STREAM RESTORATION WORK SHALL BE IMPLEMENTED BY FIRST STRIPPING THE TOP 3 - 4 INCHES OF
SOIL (TOPSAIL) OFF THE GRADING AREA AND STOCKPILING FOR LATER USE. NEXT GRADING THE
FLOODPLAIN ADJACENT TO THE CHANNEL TO THE ELEVATIONS AND GRADES SPECIFIED IN THE
PLANSHEETS. THE PROPOSED STREAM CHANNEL SHALL THEN BE EXCAVATED TO THE CHANNEL
CROSS-SECTION GEOMETRY AND LONGITUDINAL PROFILE IN THE CONSTRUCTION DOCUMENTS. THIS
CHANNEL WORK SHALL BE DONE WITH LOW GROUND PRESSURE TRACK EQUIPMENT. PLANSHEETS
PROVIDE DIMENSIONS, ELEVATIONS AND SLOPES TO AID IN CONSTRUCTION OF THE CHANNEL. THE
THALWEG CAN FIRST BE EXCAVATED TO THE ELEVATION SPECIFIED IN THE LONGITUDINAL PROFILE
AND EXCAVATION AND FINE GRADING OF THE CROSS -SECTIONS SHALL THEN BE PREFORMED. ANY
TEMPORARY STOCKPILING OR DOUBLE HANDLING OF EXCESS EARTH NECESSARY TO BUILD THE
CHANNEL SHALL BE CONSIDERED INCIDENTAL TO CONSTRUCTION.
38. BANKFULL CHANNEL DIMENSIONS WILL BE HELD TO THE DIMENSIONS SHOWN ON THE TYPICAL
CROSS-SECTION PLANSHEETS. ELEVATIONS SHALL BE CONSTRUCTED WITHIN 0.1 FT (VERTICAL).
WIDTHS AND DEPTHS MUST FALL WITHIN RANGES SHOWN IN THE PLANSHEETS. CHANNEL
CROSS-SECTION DIMENSIONS SHALL BE WITHIN 0.2 FT (HORIZONTAL).
39. IF THE EXISTING GROUND IS LESS THAN 0.2 FT HIGHER THAN THE PROPOSED BANKFULL ELEVATION, IT
IS NOT NECESSARY TO EXCAVATE TO THE PROPOSED ELEVATIONS AND GRADES IN THE
CONSTRUCTION DOCUMENTS.
40. THE CONTRACTOR SHALL UTILIZE NATIVE ONSITE ROCK, WOOD AND VEGETATION MATERIALS WHERE
AVAILABLE AND APPROVED BY THE PROJECT OWNER AND ENGINEER.
41. IN -STREAM STRUCTURES SHALL BE INSTALLED AS THE CHANNEL IS BEING CONSTRUCTED. IN -STREAM
STRUCTURES SHALL BE FINISHED TO A SMOOTH SURFACE IN ACCORDANCE WITH THE LINES, GRADES
AND ELEVATIONS SHOWN IN THE CONSTRUCTION DOCUMENTS. THE FINISHED STRUCTURE SLOPES
AND PROFILE ELEVATIONS SHALL BE WITHIN 0.1 FT (VERTICAL) OF THE CONSTRUCTION DOCUMENTS.
42. WOOD AND ROCK STRUCTURES MAY BE SUBSTITUTED TO FIT FIELD CONDITIONS AND AVAILABLE
MATERIALS, WITH APPROVAL OF PROJECT ENGINEER.
43. COIR LOG TOE PROTECTION MAY BE UTILIZED WHERE ADDITIONAL BANK REVETMENT IS NEEDED OR
SUBSTITUTED FOR TOE WOOD REVETMENT.
44. FILTER FABRIC SHALL BE USED BENEATH ALL ROCK ARMORING AND WITH SPECIFIED STREAM AND
STORMWATER STRUCTURES. ALL FILTER FABRIC SHALL BE NCDOT TYPE 1 80Z. NON -WOVEN
GEOTEXTILE UNLESS OTHERWISE SPECIFIED IN STRUCTURE DETAILS OR SPECIFICATIONS. FILTER
FABRIC SHALL BE TRIMMED TIGHT TO THE SURFACE OF THE STRUCTURE AND SHOULD NOT BE
OBSERVED BY VISUAL INSPECTION.
45. BOULDER STRUCTURES SHALL BE CONSTRUCTED FROM BOULDERS THAT ARE CUBICAL OR
RECTANGULAR IN SHAPE AND SIZED ACCORDING TO THE STRUCTURE DETAILS.
46. LOG STRUCTURES SHALL BE CONSTRUCTED FROM LOGS THAT ARE INTACT, WITH BRANCHES TRIMMED
AND IN NON -DECOMPOSED CONDITION AND APPROVED BY ENGINEER.
47. AFTER THE STRUCTURE IS COMPLETE AND FLOW IS RESTORED TO THE CHANNEL, SOME ADJUSTMENT
TO THE STRUCTURE OR ADDITIONAL STABILIZATION MEASURES MAY BE NECESSARY TO ACHIEVE THE
DESIRED FUNCTION.
48. THE CONSTRUCTED CHANNEL SHALL BE STABILIZED AS SOON AS POSSIBLE BY TEMPORARY AND
PERMANENT SEEDING, ADDING STRAW MULCH TO BARE SOIL AND INSTALLING EROSION CONTROL
MATTING FROM THE TOE OF THE BANKFULL CHANNEL TO THE OUTER EDGE OF THE BANKFULL SHELF.
PRIOR TO INSTALLING THE EROSION CONTROL MATTING, PREPARE THE SOIL SURFACE BY APPLYING 3 -
6 INCHES OF TOPSOIL TO THE PROPOSED ELEVATIONS AND APPLY SEED, FERTILIZER AND THEN STRAW
MULCH. SEED SHALL BE BROADCAST EVENLY OF THE AREA USING A BROADCAST SPREADER PRIOR TO
COVERING WITH THE EROSION CONTROL MATTING. THE MATTING SHALL BE ROLLED OUT IN THE
DIRECTION OF ANTICIPATED RUNOFF FLOW. INSTALL MATTING IN ACCORDANCE WITH THE DETAIL
INCLUDED IN THE CONSTRUCTION DOCUMENTS. REWORKING OF AREAS THAT DO NOT ESTABLISH
VEGETATION, SOILS BECOME UNSTABLE OR THE MATTING SEPARATES FROM THE SOIL SHALL BE
NECESSARY.
49. IF THE TIMING OF CONSTRUCTION IS SUCH THAT PERMANENT RIPARIAN SEED CANNOT BE PLACED
UNTIL THE FALL OR WINTER, THEN THE CONTRACTOR SHALL SEED WITH TEMPORARY SUMMER COVER
(MILLET - UROCHLOA RAMOSA) AND RETURN THE FOLLOWING SPRING TO INSTALL THE PERMANENT
RIPARIAN SEED.
50. THE HARVESTING AND INSTALLATION OF LIVE STAKES SHALL BE PREFORMED ONLY DURING THE
DORMANT SEASON, TYPICALLY BETWEEN DECEMBER 1ST AND APRIL 15TH. THE CONTRACTOR SHALL
NOTIFY THE ENGINEER 7 DAYS PRIOR TO HARVESTING TO REVIEW AND APPROVE ALL HARVESTING
SITES AND SPECIES. TUBELINGS MAY BE SUBSTITUTED FOR LIVES STAKES AT NO ADDITIONAL COST TO
OWNER, CONTRACTOR SHALL NOTIFY ENGINEER OF ANY SUBSTITUTIONS
51. LIVE STAKES SHALL BE INSTALLED PER VEGETATION PLAN. LIVE STAKES SHALL BE INSTALLED
THROUGH THE EROSION CONTROL MATTING TO A DEPTH THAT REACHES THE WATER TABLE.
QUANTITIES AND MATERIALS SPECIFICATIONS
53. TOPSOIL SHALL BE REMOVED FROM EXCAVATION AND FILL AREAS PRIOR EXCAVATION AND GRADING
AND RE -APPLIED TO AREAS AFTER ROUGH GRADING IS COMPLETE. 3 - 4 INCHES OF TOPSOIL SHALL BE
PLACED ON DISTURBED AREAS TO THE ELEVATIONS AND GRADES INCLUDED IN THE CONSTRUCTION

54. FILL AREAS SHALL BE SEEDED WITH TEMPORARY VEGETATION WITHIN 14 DAYS OF GRADING. THE
PLACEMENT OF STRAW MULCH SHALL OCCUR WITHIN 48 HOURS OF SEEDING. MULCH SHALL BE
SPREAD TO COVER DISTURBED CHANNEL AND FLOODPLAIN AREAS. MULCH SHALL BE KEPT OUT OF
THE CROWNS OF SHRUBS AND GROUND COVER.
55. THE CONTRACTOR SHALL FURNISH ALL MATERIALS NECESSARY TO COMPLETE THE PROPOSED WORK
UNLESS OTHER PROVISIONS HAVE BEEN AGREED UPON PRIOR TO CONSTRUCTION. THE CONTRACTOR
SHALL DELIVER ALL MATERIALS TO THE DESIGNATED ACCESS POINTS AND STAGING AREAS OR TO A
LOCATION SPECIFIED BY CONSTRUCTION DOCUMENTS. MATERIAL QUANTITIES, DIMENSIONS AND
SIZES SHALL CONFORM TO THE NOTES AND SPECIFICATIONS PROVIDED IN THE CONSTRUCTION
DOCUMENTS OR ON THE QUANTITIES AND MATERIALS LIST. THE ENGINEER MAY INSPECT AND
APPROVE ALL MATERIALS PRIOR TO CONSTRUCTION. IF MATERIALS DO NOT MEET THE MINIMUM
REQUIREMENTS SPECIFIED IN THE CONSTRUCTION DOCUMENTS, THE ENGINEER SHALL REJECT THE
MATERIALS. CONTRACTOR SHALL PROVIDE ENGINEER ALL BILL OF LADENS FOR MATERIAL DELIVERIES
56. COSTS INCURRED DUE TO PROJECT DELAYS RESULTING FROM FAILURE OF THE CONTRACTOR TO
MEET THE REQUIREMENTS OF THE GENERAL SPECIFICATIONS, CONSTRUCTION DOCUMENTS, OR
CONSTRUCTION SPECIFICATIONS, SHALL BE THE EXPENSE OF THE CONTRACTOR. QUANTITIES LISTED
ARE ESTIMATES ONLY AND SHALL BE CONFIRMED BY THE CONTRACTOR.
57. THE EROSION CONTROL MEASURES DEPICTED ON THE PLANS ARE TO BE INSTALLED AS NEEDED TO
KEEP ALL SEDIMENT ON SITE AND OUT OF STREAMS AND WETLANDS. ADDITIONAL EROSION CONTROL
MEASURES (ABOVE THOSE SHOWN ON THE PLANS AND ON THE QUANTITIES AND MATERIALS LIST) MAY
BE REQUIRED IN ORDER TO KEEP ALL SEDIMENT ON SITE AND OUT OF STREAMS AND WETLANDS. THE
CONTRACTOR SHALL OBTAIN APPROVAL FROM THE ENGINEER AND STATE DEQ PRIOR TO
INSTALLATION OF ADDITIONAL EROSION CONTROL MEASURES.
58. ANY ADDITIONAL GRADING OTHER THAN WHAT IS SHOWN ON THE PLANS SHALL REQUIRE PRIOR
APPROVAL FROM THE ENGINEER. ANY ADDITIONAL AREAS OF DISTURBANCE (CHANGES IN ACCESS,
GRADING, CLEARING, ETC.) WILL REQUIRE APPROVAL FROM THE ENGINEER AND STATE DEQ.
59. THE USE OF ANY BRAND NAMES/MANUFACTURERS OR MODELS IS INTENDED SOLELY TO DENOTE THE
QUALITY STANDARD OF THE DESIRED PRODUCT. ANY USE OF BRAND NAMES IS NOT INTENDED TO
RESTRICT BIDDERS TO A SPECIFIC BRAND, MAKE, MANUFACTURER, OR NAME. THE BRAND NAMES /
MANUFACTURERS OF MODELS ARE INTENDED TO CONVEY THE GENERAL STYLE, TYPE, CHARACTER,
AND QUALITY OF PRODUCT. EQUIVALENT PRODUCTS WILL BE ACCEPTABLE IF THE PROJECT OWNER
OR ENGINEER HAS GIVEN APPROVAL OF THE SPECIFIC PRODUCT IN WRITING.
60. THE CONTRACTOR SHALL BE RESPONSIBLE FOR LOCATING AND PROVIDING STORAGE AREAS FOR
CONSTRUCTION MATERIALS AND EQUIPMENT. THE MATERIAL AND EQUIPMENT STORAGE SHALL
COMPLY WITH THE CONSTRUCTION DOCUMENTS AND ALL LOCAL, STATE AND FEDERAL REGULATIONS
THROUGHOUT THE CONSTRUCTION PERIOD. THE CONTRACTOR SHALL RESTORE THE STORAGE AREA
TO ITS ORIGINAL (OR BETTER) CONDITION UPON COMPLETION OF THE PROJECT OR UPON SUCH TIME
AS DIRECTED BY THE PROJECT OWNER OR PROJECT ENGINEER. SUCH RESTORATION SHALL BE AT NO
ADDITIONAL COST TO OWNER. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE SAFEGUARDING
OF MATERIALS AND EQUIPMENT AGAINST FIRE, THEFT AND VANDALISM AND SHALL NOT HOLD THE
PROJECT OWNER OR PROJECT ENGINEER RESPONSIBLE IN ANY WAY FOR ANY OCCURRENCES OF
SAME. FOR MATERIALS AND EQUIPMENT STORAGE AREAS THE CONTRACTOR SHALL FURNISH AND
ERECT, AT NO ADDITIONAL COST, WHATEVER WORKS MAY BE NECESSARY FOR THE PROTECTION OF
THE PUBLIC, INCLUDING BUT NOT LIMITED TO BARRICADES, FENCES, ETC. PRIOR TO FINAL PAYMENT
BEING MADE, THE CONTRACTOR SHALL OBTAIN A RELEASE FROM THE PROPERTY OWNER OF THE
STORAGE AREA UTILIZED FOR THE PROJECT.
61. THE CONTRACTOR SHALL ESTABLISH, PROVIDE AND MAINTAIN AN EFFECTIVE QUALITY CONTROL
PROGRAM THAT DETAILS THE METHODS AND PROCEDURES TO BE TAKEN TO ASSURE THAT ALL
MATERIALS AND COMPLETED WORK, REQUIRED FOR THE PROJECT, CONFORM TO THE CONSTRUCTION
DOCUMENTS. ALTHOUGH GUIDELINES ARE ESTABLISHED AND CERTAIN MINIMUM REQUIREMENTS ARE
SPECIFIED HEREIN AND ELSEWHERE IN THE CONSTRUCTION DOCUMENTS, THE CONTRACTOR IS FULLY
RESPONSIBLE FOR DEVELOPING AND EXECUTING THEIR OWN QUALITY CONTROL PROGRAM. THE
CONTRACTOR SHALL PERFORM INSPECTION, TESTING, AND MEASUREMENT OF ALL ITEMS OF WORK
REQUIRED BY THE CONSTRUCTION DOCUMENTS AND TECHNICAL SPECIFICATIONS, INCLUDING THOSE
PERFORMED BY SUBCONTRACTORS. REVIEW OF THE MATERIALS AND COMPLETED WORK BY THE
PROJECT OWNER OR PROJECT ENGINEER DOES NOT RELIEVE THE CONTRACTOR OF PERFORMING
QUALITY CONTROL INSPECTIONS / REVIEW OF THE CONTRACTOR'S AND / OR SUBCONTRACTOR'S
WORK.
62. THE CONTRACTOR SHALL WARRANTY ALL MATERIALS AND WORKMANSHIP FOR A PERIOD OF ONE (1)
YEAR FROM THE DATE OF ACCEPTANCE OF BY THE OWNER AND SHALL REPLACE ANY PORTIONS THAT
FAIL DUE TO FAULTY MATERIALS OR WORKMANSHIP, AT NO ADDITIONAL COST TO THE PROJECT
OWNER. A SIX (6) MONTH AND ELEVEN (11) MONTH INSPECTION WILL BE PERFORMED DURING THE
WARRANTY PERIOD. THE CONTRACTOR SHALL IMMEDIATELY REPAIR ALL ITEMS DETERMINED BY THE
PROJECT OWNER OR AUTHORIZED REPRESENTATIVE TO BE DEFECTIVE UPON NOTIFICATION. THE
CONTRACTOR SHALL IMMEDIATELY REPAIR OR REPLACE FAILED ITEMS UPON NOTIFICATION BY
DEQ/DWR/ENGINEER/OWNER. SEASONALLY INSTALLED ITEMS SHALL BE REPAIRED OR REPLACED
DURING THE NEXT AVAILABLE INSTALLATION PERIOD. ITEMS REPAIRED OR REPLACED UNDER THIS
PROVISION SHALL HAVE AN ADDITIONAL ONE (1) YEAR WARRANTY PERIOD FROM THE NEW DATE OF
ACCEPTANCE. AREAS AND/OR OTHER WORK DISTURBED WHILE ACCESSING AND/OR

HAZARDOUS AND TOXIC WASTE
1. CREATE DESIGNATED HAZARDOUS WASTE COLLECTION AREAS ON -SITE.
2. PLACE HAZARDOUS WASTE CONTAINERS UNDER COVER OR IN SECONDARY CONTAINMENT.
3. DO NOT STORE HAZARDOUS CHEMICALS, DRUMS OR BAGGED MATERIALS DIRECTLY ON THE GROUND.
EQUIPMENT AND VEHICLE MAINTENANCE
1. MAINTAIN VEHICLES AND EQUIPMENT TO PREVENT DISCHARGE OF FLUIDS.
2. PROVIDE DRIP PANS UNDER ANY STORED EQUIPMENT.
3. IDENTIFY LEAKS AND REPAIR AS SOON AS FEASIBLE, OR REMOVE LEAKING EQUIPMENT FROM THE PROJECT.

LITTER, BUILDING MATERIAL AND LAND CLEARING WASTE
1. NEVER BURY OR BURN WASTE. PLACE LITTER AND DEBRIS IN APPROVED WASTE CONTAINERS.
2. PROVIDE A SUFFICIENT NUMBER AND SIZE OF WASTE CONTAINERS (E.G DUMPSTER, TRASH RECEPTACLE) ON SITE
TO CONTAIN CONSTRUCTION AND DOMESTIC WASTES.
3. LOCATE WASTE CONTAINERS AT LEAST 50 FEET AWAY FROM STORM DRAIN INLETS AND SURFACE WATERS UNLESS
NO OTHER ALTERNATIVES ARE REASONABLY AVAILABLE.
4. LOCATE WASTE CONTAINERS ON AREAS THAT DO NOT RECEIVE SUBSTANTIAL AMOUNTS OF RUNOFF FROM UPLAND

5. COVER WASTE CONTAINERS AT THE END OF EACH WORKDAY AND BEFORE STORM EVENTS OR PROVIDE

PORTABLE TOILETS
1. INSTALL PORTABLE TOILETS ON LEVEL GROUND, AT LEAST 50 FEET AWAY FROM STORM DRAINS, STREAMS OR
WETLANDS UNLESS THERE IS NO ALTERNATIVE REASONABLY AVAILABLE. IF 50 FOOT OFFSET IS NOT ATTAINABLE,
PROVIDE RELOCATION OF PORTABLE TOILET BEHIND SILT FENCE OR PLACE ON A GRAVEL PAD AND SURROUND WITH
SAND BAGS.
2. PROVIDE STAKING OR ANCHORING OF PORTABLE TOILETS DURING PERIODS OF HIGH WINDS OR IN HIGH FOOT
TRAFFIC AREAS.
3. MONITOR PORTABLE TOILETS FOR LEAKING AND PROPERLY DISPOSE OF ANY LEAKED MATERIAL. UTILIZE A
LICENSED SANITARY WASTE HAULER TO REMOVE LEAKING PORTABLE TOILETS AND REPLACE WITH PROPERLY

SEQUENCE OF CONSTRUCTION FOR TYPICAL PUMP AROUND:
1. INSTALL STILLING BASIN AND STABILIZED OUTFALL USING CLASS A RIP -RAP AT
THE DOWNSTREAM END OF THE DESIGNATED PROJECT WORKING AREA.
2. THE CONTRACTOR WILL INSTALL THE PUMP AROUND PUMP AND THE
TEMPORARY PIPING THAT WILL CONVEY THE BASE FLOW FROM UPSTREAM OF
THE WORK AREA TO THE STABILIZED OUTFALL.
3. INSTALL UPSTREAM IMPERVIOUS DIKE AND BEGIN PUMPING OPERATIONS FOR
STREAM DIVERSION.
4. INSTALL THE DOWNSTREAM IMPERVIOUS DIKE AND DEWATERING PUMPING
APPARATUS IF NEEDED TO DEWATER THE ENTRAPPED AREA. THE PUMP AND
HOSE FOR THIS PURPOSE SHALL BE OF SUFFICIENT SIZE TO DEWATER THE
WORK AREA. THIS WATER WILL ALSO BE PUMPED TO AN OUTFALL STABILIZED
WITH CLASS A RIP -RAP.
5. INSTALL INSTREAM CHECK DAMS.
6. THE CONTRACTOR WILL PERFORM STREAM RESTORATION WORK IN
ACCORDANCE WITH THE PLANS AND FOLLOW THE GENERAL CONSTRUCTION
SEQUENCE.
7. THE CONTRACTOR WILL EXCAVATE ANY ACCUMULATED SILT AND DEWATER
BEFORE REMOVAL OF THE IMPERVIOUS DIKE. WHEN DEWATERING AREA, ALL
DIRTY WATER MUST BE PUMPED THROUGH A SILT BAG. REMOVE IMPERVIOUS
DIKES, PUMPS AND TEMPORARY FLEXIBLE HOSE / PIPING STARTING WIT THE
DOWNSTREAM DIKE FIRST.
8. ONCE THE WORKING AREA IS COMPLETED, REMOVE ALL RIP -RAP AND
IMPERVIOUS DIKES AND STABILIZE DISTURBED AREAS WITH SEED AND MULCH.

EROSION AND SEDIMENT CONTROL MEASURES
DURING PROJECT IMPLEMENTATION, BMPS/CONSERVATION MEASURES WILL BE IMPLEMENTED TO REDUCE
SEDIMENTATION INTO MCALPINE CREEK TRIB 1A EFFORTS WILL BE MADE TO LIMIT AND EXPEDITE EQUIPMENT TIME IN THE
STREAM CHANNEL. WHEN POSSIBLE, WORK WILL OCCUR FROM THE STREAMBANKS. THE DESIGN ATTEMPTS TO MINIMIZE

PRIMARY SITE ACCESS WILL OCCUR THROUGH THE DRIVEWAY ACCESS POINTS PER SITE EROSION AND SEDIMENT
CONTROL PLANS . ACCESS WITHIN THE PROJECT WILL UTILIZE A DESIGNATED ACCESS PATH FROM THE ACCESS
ESTABLISHED ON THE SIDE OF HIGHWAY 17.
PRIOR TO ANY SOIL DISTURBANCE AND HAULING, APPROXIMATELY EROSION AND SEDIMENT EROSION CONTROL DEVICES
SHALL BE INSTALLED ON THE SITE AS INDICATED IN THE CONSTRUCTION DOCUMENTS. SILT FENCE WILL BE LOCATED
ALONG THE DOWNSTREAM SIDE OF THE ACCESS AND STAGING AREAS. AT THE END OF THE PROJECT, WHEN ALL
DISTURBED AREAS HAVE BEEN STABILIZED, ALL EROSION AND SEDIMENT CONTROL DEVICES SHALL BE REMOVED.
MATERIAL SPECIFICATIONS, INSTALLATION PROCEDURES, AND MAINTENANCE SHALL CONFORM TO SECTION 6.62 OF THE

STREAMBANK MATTING
700 GRAM COIR FIBER MATTING WILL BE USED ALONG NEWLY GRADED STREAM BANK SECTIONS. MATTING WILL NOT
CONTAIN SYNTHETIC (PLASTIC) MATERIALS. MATTING WILL BE INSTALLED BEGINNING AT THE TOE OF STREAMBANK TO
OUTER EDGE OF BANKFULL SHELF. A COMBINATION OF 12-INCH AND 24-INCH WOODEN STAKES WILL BE USED TO SECURE
THE MATTING IN PLACE.
DUST CONTROL
EXPOSED SOILS ON LEVEL SURFACES WILL BE KEPT MOIST DURING DRY CONDITIONS TO MINIMIZE THE POTENTIAL FOR
WIND EROSION AND DUST ACCUMULATION.
STORMWATER
THE STREAM RESTORATION PROJECT WILL NOT CREATE ADDITIONAL POINT SOURCES OF STORMWATER. THE INTENT OF
THE PROJECT IS TO IMPROVE OVERALL WATER QUALITY IN JACKEY'S CREEK BY STABILIZING ERODING STREAMBANKS,
PROVIDING FLOODPLAIN STORAGE, AND PROMOTING APPROPRIATE RIPARIAN VEGETATION.
ALL CONSTRUCTION ACTIVITIES WILL CONFORM TO NORTH CAROLINA GENERAL STORMWATER PERMIT NCG 010000.
SPECIFICALLY:
1. SOIL STABILIZATION SHALL BE ACHIEVED ON ANY AREA OF A SITE WHERE LAND -DISTURBING ACTIVITIES HAVE
TEMPORARILY OR PERMANENTLY CEASED, ALL PERIMETER SLOPES AND ALL SLOPES STEEPER THAN 3 HORIZONTAL
TO 1 VERTICAL (3: 1) SHALL BE PROVIDED TEMPORARY OR PERMANENT STABILIZATION WITH GROUND COVER AS SOON

12. TO THE EXTENT PRACTICABLE, WORK ITERATIVELY FROM UPSTREAM TO DOWNSTREAM THROUGHOUT THE
PROJECT REACHES. CONTRACTOR SHALL LIMIT STREAMBANK DISTURBANCE TO AREAS THAT CAN BE COMPLETED

• PLANT MATERIALS SHALL BE FROM SOURCES THAT ORIGINATED WITHIN PLANT
HARDINESS ZONES 7 OR 8. LIVE CUTTINGS FOR LIVE STAKES SHALL BE 0.75 INCHES TO
2.0 INCHES IN DIAMETER AND 3 FEET IN LENGTH. SIDE BRANCHES SHALL BE REMOVED
AND BARK LEFT INTACT PRIOR TO INSTALLATION. BUDS ON THE STAKES SHALL BE
ORIENTED IN AN UPWARD POSITION. CONTRACTOR SHALL SCRAPE A PORTION OF THE
CAMBIUM LAYER OFF EACH LIVE STAKE AT THE BASAL END APPROXIMATELY TWO (2)
INCHES IN LENGTH BY 0.25 INCHES WIDE TO STIMULATE ROOT GROWTH. THE BASAL
ENDS SHALL BE DIPPED IN A ROOT STIMULATING GROWTH HORMONE APPROVED BY
THE PROJECT ENGINEER. THE BASAL ENDS SHALL BE TAPERED TO A POINT FOR EASY
INSERTION INTO THE SOIL. THE TOP SHALL BE CUT SMOOTH AND SQUARE.
• THE TOPS OF THE LIVE STAKES SHALL BE PAINTED WITH LATEX TREE MARKING PAINT
TO ENSURE CORRECT PLANTING DIRECTION. MARK SPECIES WITH DIFFERENT COLORS.
LIVE STAKE CUTTINGS SHALL CONSIST OF THE SPECIES AS LISTED ON THE
CONSTRUCTION DRAWINGS.
• LIVE STAKE INSTALLATION - DRIVE LIVE STAKES INTO THE GROUND SO THAT
SEVENTY-FIVE PERCENT (75%) OF THE STAKE IS BELOW THE GROUND SURFACE. FOR
EASY INSERTION INTO THE SOIL THE BOTTOM END OF THE STAKE SHOULD BE CUT AT
AN ANGLE OF 30 TO 45 DEGREES. TO ENSURE A FLAT SURFACE FOR HAMMERING INTO
THE SLOPE, THE TOP SHOULD BE CUT AT 90-DEGREE ANGLE. FOR LARGER BRANCHES
THE USE OF PRUNING SHEARS OR POWER SAW MAY BE NECESSARY. ALL BUDS OF THE
LIVE BRANCH SHOULD BE FACED UPWARDS DURING STAKING. AS SHOWN IN THE
DETAILED PLAN ABOVE. THE CONTRACTOR SHALL USE A DEADPAN HAMMER FOR
DRIVING THE STAKE DIRECTLY INTO THE GROUND OR DRIVE A PILOT HOLE, SMALLER IN
DIAMETER THEN THE LIVE STAKE, AND THEN DRIVING THE LIVE STAKE INTO THE PILOT
HOLE.
• CONTRACTOR SHALL STAGGER SPECIES AS DIRECTED BY PROJECT ENGINEER.
• THE PROJECT ENGINEER SHALL MAKE A FINAL INSPECTION WITH THE CONTRACTOR TO
ENSURE ALL LIVE STAKES HAVE BEEN INSTALLED ACCORDING TO THE SPECIFICATION,
PLANS, AND DETAILS. THE CONTRACTOR SHALL BE RESPONSIBLE FOR CORRECTING
ALL DEFICIENCIES WITHIN TEN (10) CALENDAR DAYS OF THE INSPECTION. THE
PROJECT ENGINEER AND CONTRACTOR PRIOR TO FINAL COMPLETION SHALL PERFORM
A FINAL INSPECTION OF THE CORRECTED ACTIONS.
TREE SEEDLINGS
• HARVESTING, TRANSPORTING, AND INSTALLATION SHALL TAKE PLACE WHEN PLANTS
ARE DORMANT (DECEMBER 1 THROUGH APRIL 1); UNLESS OTHERWISE DIRECTED BY
PROJECT ENGINEER.
• CONTRACTOR SHALL SUBMIT TO PROJECT ENGINEER FIVE (5) LIVE SEEDLINGS OF EACH
SPECIES ABOVE, FOUR (4) WEEKS PRIOR TO PLANTING FOR APPROVAL. CONTRACTOR
SHALL NOT PLANT ANY SEEDLINGS UNTIL PROJECT ENGINEER APPROVES OF
SUBMITTED SEEDLING STOCK. SUBMITTAL SHALL BE MADE IN AN APPROVED NURSERY
TREE BAG ALONG WITH SEEDLING AND NURSERY INFORMATION. SEEDLINGS SHALL BE
CLEARLY MARKED FOR IDENTIFICATION PURPOSES.
• NO MATERIAL SHALL BE PLANTED WHEN THE GROUND OR BACKFILL IS IN A FROZEN
CONDITION, OR CONDITIONS ARE UNUSUALLY WET, AS DETERMINED BY THE PROJECT
ENGINEER.TREE SEEDLINGS SHALL BE ONE (1) GALLON NURSERY STOCK.
• 2. PLANTS OF THE SAME SPECIES SHOULD BE PLANTED IN CLUSTERS, THESE CLUSTERS
SHOULD CONTAIN (5) FIVE PLANTS OF THAT SPECIES. NO MORE THAN ONE (1) CLUSTER OR
FIVE (5) PLUGS OF THE SAME SPECIES WITHIN A 10 FT BY 10 FT GRID. YIELDING 302 OR 600
SEEDLINGS PER ACRE DEPENDING ON ZONE. SEEDLINGS SHALL BE PLANTED IN ZONES
IN ACCORDANCE WITH CONSTRUCTION DRAWINGS.
• SEEDLINGS SHALL BE PLANTED IN A HOLE MADE WITH A TREE PLANTING BAR, DIBBLE,
MATTOCK, OR OTHER APPROPRIATE TOOL. THE HOLE SHALL BE LARGE ENOUGH TO
ACCOMMODATE THE ENTIRE ROOT SYSTEM. EACH SEEDLING SHALL BE PLANTED AT
THE SAME DEPTH AS IT GREW IN THE NURSERY. EACH SEEDLING SHALL BE GIVEN A
LIGHT TUG TO ENSURE PROPER PLANTING. ANY SEEDLING NOT SNUG MUST BE RESET.
SEEDLINGS SHALL BE KEPT MOIST UNTIL PLANTED. SEEDLINGS THAT ARE TO BE
PLANTED LATER IN THE DAY SHALL BE KEPT IN THE BAG OR CONTAINER AND LEFT IN A
COOL, MOIST, SHADY AREA. SEEDLINGS SHALL BE STORED IN A COOLER THAT
MAINTAINS A TEMPERATURE BETWEEN 35 DEGREES AND 55 DEGREES FAHRENHEIT.
• SEEDLINGS MAY BE FIELD STORED IN A SHED, BARN OR DENSE SHADE FOR UP TO 7
CALENDAR DAYS WHEN THE TEMPERATURE ADJACENT TO THE SEEDLINGS CAN BE
MAINTAINED FROM 30 DEGREES TO 60 DEGREES FAHRENHEIT THROUGHOUT THE FIELD
STORAGE PERIOD.
• INSPECTION OF SEEDLING QUALITY BY THE PROJECT ENGINEER OR OWNER SHALL BE
PERFORMED UNDER THIS CONTRACT PRIOR TO OR AT THE BEGINNING OF THE
PLANTING OF THE SEEDLINGS. THE PROJECT ENGINEER OR OWNER SHALL BE GIVEN
AT LEAST ONE (1) WEEK NOTICE OF THE ANTICIPATED ARRIVAL OF SEEDLINGS AND
PLANTING CREW TO EACH SITE TO FACILITATE THE COMPLETION OF THIS INSPECTION
REQUIREMENT. INSPECTION OF THE TREE PLANTING BY THE PROJECT ENGINEER OR
OWNER SHALL BE PERFORMED UNDER THIS CONTRACT BY MEASURING SAMPLE PLOTS.
IN THE EVENT A SAMPLE PLOT FAILS TO MEET CONTRACT REQUIREMENTS, THE
CONTRACTOR WILL BE REQUIRED TO RE -WORK THE REPRESENTATIVE AREA PRIOR TO
RE -INSPECTION. THE RE -INSPECTION SAMPLE PLOT SHALL NOT BE THE ORIGINAL

NOTE
1. EROSION CONTROL MATTING IS USED TO PROTECT RECENTLY CONSTRUCTED STREAMBANKS FROM EROSION. THE MATTING WILL REMAIN INTACT
WHILE THE BANK AND RIPARIAN VEGETATION MATURES, PROVIDING CRITICAL BANK PROTECTION.
2. BEFORE INSTALLING COIR FIBER MATTING, APPLY 3-4 INCHES OF TOPSAIL, RAKE SOIL LEVEL, ADD TEMPORARY AND PERMANENT SEED, FERTILIZER,
LIME AND MULCH (SEE PLANTING DETAILS).
3. THE EROSION CONTROL BLANKET IS TO BE PLACED IN FIRM CONTACT WITH THE SOIL AND NOT BE ALLOWED TO BRIDGE OVER SURFACE
IRREGULARITIES. THE BLANKET CAN NOT BE STRETCHED.
4. THE CONTRACTOR SHALL UNROLL THE COIR FIBER MATTING ALONG THE SLOPE FACE ANCHORING THE BLANKET INTO THE TOP END OF THE SLOPE BY
'KEYING' THE BLANKET A MINIMUM OF ONE (1) FOOT INTO THE EXISTING GROUND. MATTING SHALL BE 'KEYED' INTO GROUND ONE (1) FOOT ON THE TOP
AND BOTTOM OF SLOPES. BEGIN AT THE TOP OF THE SLOPE AND ANCHOR FIBER MATTING IN A 12" DEEP INITIAL ANCHOR TRENCH. BACKFILL TRENCH
AND TAMP EARTH FIRMLY. ANCHOR, FILL, AND COMPACT END OF FIBER MATTING IN 12"X48" TERMINAL ANCHOR TRENCH (MIRROR IMAGE OF INITIAL
TRENCH).
5. BLANKET EDGES (BLANKET SIDE BY SIDE AT A GIVEN ELEVATION) SHALL OVERLAP APPROXIMATELY SIX (6) INCHES, WITH THE UPSTREAM BLANKET ON
TOP. STAKES SHALL STRADDLE THE EDGES OF THE BLANKET ON TOP AND THE UNDERLYING BLANKET. BLANKET ENDS (BLANKETS ENDING UPSLOPE
FROM DOWN SLOPE BLANKETS) SHALL OVERLAP APPROXIMATELY SIX (6) INCHES WITH THE UPSLOPE BLANKET OVER THE DOWN SLOPE BLANKET.
6. THE OVERLAPPING AREA AND TERMINATION AREA SHALL BE SECURED WITH STAKES SPACED AT A MINIMUM OF ONE (1) STAKE EVERY TWO (2) LINEAR
FEET ON CENTER. IN ADDITION TO THE STAKES LOCATED AT THE OVERLAPPING AND TERMINATION AREA, STAKE MATTING AT A MINIMUM RATE OF TWO
(2) PER SQUARE YARD. AS SHOWN ON THE TYPICAL DETAIL ON THE CONSTRUCTION DRAWINGS.
7. 700 GRAM COIR FIBER EROSION CONTROL MATTING (SEE SPECIFICATIONS) SHALL BE PLACED ALONG THE LENGTH OF THE NEW CHANNEL FROM THE
TOE OF SLOPE OUT TO THE EXTENT OF THE BANKFULL BENCH.

3. INSTALLATION THICKNESS OF THE WOODY MATERIAL SHALL BE FROM 0.25 ABOVE THE DOWNSTREAM HEAD OF RIFFLE TO THE STREAMBED
ELEVATION OR A MINIMUM OF 1.0' FT IN THICKNESS. FOLLOWED BY A 1.0' FT THICK GRAVEL LAYER BELOW THE WOODY MATERIAL.
4. ALL WOODY DEBRIS SHALL BE COMPACTED WITH THE EXCAVATOR BUCKET TO REDUCE THE PRESENCE OF VOIDS IN THE SMALL/FINE WOODY
DEBRIS LAYER.
5. GRAVEL LEVELING BASE SHALL BE INSTALLED ABOVE THE HIGHEST ELEVATION OF THE WOODY DEBRIS BEFORE THE SOIL LIFTS ARE INSTALLED.
6. THE SOIL BACKFILL USED FOR LIFTS AND TOPSOIL USED FOR LAYERING WITH THE LIVE BRANCHES SHALL BE FREE OF ANY LARGE ROOTS OR
WOODY DEBRIS AND SHALL GENERALLY BE FREE FROM ANY GRAVEL OR COBBLE MATERIAL.
7. SOIL BACKFILL SHALL BE COMPACTED SUCH THAT FUTURE SETTLING WILL BE KEPT TO A MINIMUM; YET, NOT SUCH THAT THE UNDERLYING BRUSH
IS DISPLACED OR DAMAGED. THE TOP OF THE BACKFILL FOR THE FIRST LIFT SHALL BE SLOPED AT APPROXIMATELY 5% AWAY FROM THE STREAM.
8. PLACE A LAYER OF TOPSOIL AND LIVE BRANCHES ON THE GRAVEL LEVELING BASE SUCH THAT APPROXIMATELY 6 IN TO 1 FT OF EACH LIVE BRANCH
WILL BE EXPOSED AND THE REMAINDER (2 FT TO 4 FT) OF EACH LIVE BRANCH WILL BE COVERED BY THE SOIL LIFT. LIVE BRANCHES SHALL BE OF
THE SPECIES SPECIFIED FOR LIVE STAKES OR APPROVED BY THE ENGINEER. LIVE BRANCHES SHALL BE SPREAD SO THE EXPOSED PORTION FORM
A CONTINUOUS LAYER ON THE SHELF. SPACING MAY VARY DEPENDING ON THE PLANT SPECIES AND/OR BENCHING.
9. PLACE A LAYER OF 6.5 FT WIDE BIODEGRADABLE EROSION CONTROL BLANKET AND 700 GRAM EROSION CONTROL MATTING, ON TOP OF THE
TOPSOIL AND LIVE BRANCHES SUCH THAT 2.5 FT OF THE BLANKET WILL BE BURIED BELOW THE NEXT SOIL LIFT. ALLOW THE REMAINING 4.0 FT OF
BLANKET AND MATTING TO HANG OVER THE GRAVEL LEVELING BASE.
10. SOIL CAN BE COMPACTED BY STACKING PIECE OF 2 X 6 SAWN LUMBER EDGEWAYS UP TO THE LIFT HEIGHT SPECIFIED IN THE STRUCTURE TABLE
AND SECURING IT WITH WOODEN STAKES TO PROVIDE A TEMPORARY RIGID BACK STOP FOR COMPACTING THE SOIL LIFT.
11. LIVE BRANCHES SHALL BE SLIGHTLY SEPARATED WHEN DRIVING TEMPORARY STAKE SO THAT NO LIVE BRANCHES ARE DAMAGED.
12. PLACE SOIL BACKFILL UP TO THE LIFT HEIGHT SPECIFIED OF NO GREATER THAN 1.0 FOOT BEING CAREFUL NOT TO PUSH/PULL OR TEAR THE FABRIC
PREVIOUSLY PLACED.
13. TOP DRESS THE SOIL LIFT WITH TOPSOIL FROM THE FACE OF THE SOIL LIFT BACK INTO THE FLOODPLAIN AT LEAST 4 FT.
14. THE CONTRACTOR INTEGRATE SEED AND FERTILIZER INTO THE SOIL LIFT PRIOR TO COVERING WITH EROSION CONTROL MATTING AND BLANKETING
TO ENSURE GOOD SEED SOIL CONTACT.
15. CONTRACTOR SHALL REMOVE THE SAWN LUMBER AND WOODEN STAKED FROM THE FACE OF THE SOIL LIFT AND RESTORE THE LIVE BRANCHED TO
THEIR ORIGINAL PLACEMENT BEFORE TEMPORARY STAKING.
16. THE EROSION CONTROL FABRICS SHALL BE PULLED AS TIGHT AS POSSIBLE WITHOUT TEARING OR EXCESSIVELY DISTORTING THE FABRIC. SECURE
THE EROSION CONTROL AND NON -WOVEN MATTING IN PLACE BY STAKING THE END OF THE EROSION CONTROL FABRIC WITH WOODEN STAKES ON
1.5-FT CENTERS.
17. REPEAT STEPS 8 THROUGH 15 AS NEEDED TO BUILD SOIL LIFTS UP TO DESIGN BANKFULL ELEVATION.
18. THE SURFACE OF THIS STRUCTURE SHALL BE FINISHED TO A SMOOTH AND COMPACT SURFACE IN ACCORDANCE WITH THE LINES, GRADES, AND
CROSS -SECTIONS OR ELEVATIONS SHOWN ON THE DRAWINGS. THE DEGREE OF FINISH FOR ELEVATIONS SHALL BE WITHIN 0.1 FT OF THE GRADES
AND ELEVATIONS INDICATED OR APPROVED BY THE ENGINEER.
19. RE -DRESSING OF CHANNEL AND BANKFULL BENCH/FLOODPLAIN WILL LIKELY BE REQUIRED FOLLOWING INSTALLATION OF IN -STREAM STRUCTURES
