Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: There are three (3) streams and six (6) riparian wetlands on the Site. The proposed driveway crossings have been minimized to the maximum extent practical to allow for access to the upland portion of the property to develop a single-family residence as well provide maintenance access for the septic systems associated with Lots 12 & 13. All other jurisdictional resources on the Site have been avoided. Lots were positioned to avoid additional fill and/or impact to streams and wetlands. Stormwater outfalls were designed to minimize impacts to jurisdictional areas. Construction fencing will be used to define the construction corridor and prevent any accidental additional impacts. Silt fencing will be installed to provide additional protection from stormwater runoff. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: General techniques include the use of construction fencing to define the construction corridor and prevent any accidental additional impacts. Project Purpose and Location The Project includes the construction of driveway access to a proposed Lot within the development as well as a gravel access road to the septic systems between two of the proposed Lots. The +/- 49.52-acre Site is located south of Highway 64 Business approximately 1000 feet west of its intersection with Roberson Creek Road in Pittsboro, Chatham County, NC. The coordinates of 35.7239°N, 79.2213°W generally correspond to the center of the Site. The Site drains to Roberson Creek and is located within the Cape Fear River Basin. Project Detail The proposed Project is to provide driveway access to a proposed Lot as well as provide a gravel access road to the septic systems for two of the proposed Lots. Access to the Site will be provided via US Highway 64 West along the northern property border. Water services will be provided by the county waterline. Sewer requirements will be met by proposed individual septic systems. Heavy equipment typically used for utility installation projects (e.g., backhoes, bulldozers, etc.) will be utilized. No federally threatened or endangered species are listed to occur within 1 mile of the Project according to the NC Natural Heritage Program (NHP) Database (see attached report dated February 23, 2021). The Site itself is not listed as a historic property or within a historic district. There are five historic properties located within 1.0 mile of the Site based on a query of the North Carolina State Historic Preservation Office (NCSHPO) database. All five historic properties are listed as "Surveyed Only". Figure 4 depicts the locations of these properties in relation to the Site. NCSHPO may have comments during the permitting process, but their comments should not prohibit the proposed activities on the Site. Project History The site is primarily undeveloped and mostly wooded. Surrounding areas are rural with a mix of farmland and undeveloped wooded areas. Mr. David Gainey of Sage Ecological Services, Inc., performed a wetland and stream delineation. Preliminary Jurisdictional Determination (PJD) request materials are attached to this application. A riparian buffer determination meeting was held on January 22, 2021, with Ms. Kim Hamlin of Sage and Mr. Drew Blake of Chatham County.
