PROJECT SUMMARY: The applicant proposes to construct athree-story, 24-unit condominium complex with associated parking, access drive, utilities, stormwater collection system and swimming pool. PROJECT DESCRIPTION S&ME, Inc., on behalf of Seaside Developers, LLC and La Costa Development Corp., LLC, has requested that the attached application be processed under the Express Permit Review Program. The applicant's project is located at 105 La Costa Drive, between the Atlantic Ocean and Stump Sound, in North Topsail Beach, Onslow County. To find the property, take Highway 17 North from Wilmington and turn right on N.C. Highway 50 (approx.imately 30 miles from Wilmington). Head east on N.C. Highway 50 and turn left onto N.C. Highway 210 at the intersection of N.C Highway 210 and N.C Highway 50. Continue along NC Highway 210 and turn right onto New River Inlet Road. The property will be located on the western side of New River Inlet Road, approximately 3.12 mile north of the intersection of NC Highway 210 and New River Inlet Road. The proposed project site is approximately 2.82 acres and consists mostly of high ground with a strip of 404 and coastal wetlands located along the northern and western property lines. Currently, the site is undeveloped and ranges in elevation from 5' to 6'above Normal High Water (NHW). The site is cleared with little high ground vegetation, except for sparse lawn grasses, cat briaz, beach grass and Sea Oats. As previously mentioned, there is a section of 404 and coastal wetlands located along the western side of the property, located outside of the limits if disturbance. The landward limits of the 404 wetlands were field verified by the U.S. Army Corp of Engineers on 1 /27/05, and the upper limits of Coastal Wetlands, Normal High Water (NHW) line and the first line of natural stable vegetation were field verified by Division of Coastal Management (DCM) staff on 8/02/07. Although the subject property borders the adjacent waters of Stump Sound, no development is proposed within the 75' Area of Environmental Concern. However, the project site is also located within the Ocean Erodible Area of Environmental Concern (AEC) and the High Hazard Flood AEC (as indicated by Zone VE (elevation 14) on the Flood Insurance Rate Map), and development is proposed within this area. The High Hazard Flood Area (VE Zone) associated with the subject property is contiguous to the Atlantic Ocean. The long-term average annual erosion rate in the vicinity of the property is 3.5 feet per year and the 100-years storm recession line is estimated at 160', giving a total Ocean Hazard AEC of 370'. Floodwaters during a major storm event are predicted to reach approximately 14' above Mean Sea Level. The water of Stump Sound, which is located immediately adjacent to the project site, is classified as SA by the North Carolina Division of Water Quality. The area is designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and is OPEN to the harvesting of shellfish. PROPOSED PROJECT The applicant proposes to develop the property by constructing athree-story, 24-unit condominium complex with associated parking, utilities, stormwater collection system, access road and swimming pool. Development would .include grading approximately 1.8 acres of the site for lot preparation, construction of the entrance road, parking area, condo building, swimming pool and stormwater system. According to the application package, the parcel density would be approximately 8.5 units/acre. Access to the property would be provided by the construction of anentrance/exit driveway along La Costa Drive. The asphalt driveway (24' wide x 150' in length) would provide the complex with one entrance and one exit from New River Inlet Road. The driveway would provide direct access to the pazking areas, located on the southern and eastern side of the building. The building (which would be constructed on pilings) would be "L-shaped" and measure 160 feet in length x l 10 feet in width x 50 feet in height (from ground to roof top). The building (52,800 estimated total floor area) would be located landward ofthe 210' Large Structure Setback. A wooden walkway would be located along the western side of the building, terminating just landward of the 75' AEC. A second walkway would extend from the northern side of the building and provide access to the proposed swimming pool. The swimming pool (2,358 sq. ft.) would be constructed in the northern most corner ofthe property, landward ofthe 404 wetlands line, and would be surrounded by a 6-10' wide wood deck/apron to satisfy local health and safety requirements. Seaside Developers, LLC/La Costa Development Corp., LLC Page Three Please note on the attached workplan drawings that the applicant proposes to construct a parking area along the southern side of the building that would exceed 5,000 sq. ft. The proposed building would be partially located oceanward ofthe large structure setback line, thus requiring the structure to be less than 5,000 sq. ft. Because the structure is greater than 5,000 sq. ft., the applicant has proposed to install a 3" wooded separator along the line of division that separates large structures in order to comply with the Rules pertaining to large structure development. Two stormwater infiltration basins are proposed on the property, one located in the far southeast corner ofthe property adjacent to New River Inlet Road and La Costa Drive, and the other located beneath the proposed parking area located just south of the building. These systems were approved by the Division of Water Quality under Express Permit #SW8060213, which was issued on 03/14/2006. Additionally, a Sedimentation and Erosion Control Plan (permit #Onslo-2006-259) was issued on 2/13/06, for land disturbance activities. On 6/16/06, the Division Water Quality modified a sewer extension permit for the applicant under Permit # WQ0017535. Lastly, on 11 /10/O5, Onslow Water and Sewer Authority (ONWASA) granted a "Notice to Proceed" with sewer connections to the existing system under approval #OS-01755. 10. ANTICIPATED IMPACTS: The initial grading of the property would result in the disturbance of approximately 1.8 acres of high ground. The proposed building, driveway, pool and parking areas would result in the creation of approximately 33,166 square feet of impervious surface. It should be noted that the applicant's work plan drawings indicate that approximately 3'-4' of fill material would be placed beneath the building in order to raise the building pad above the base flood elevation. The local flood plain administrator should evaluate this proposal to determine if the proposed activities are consistent with FEMA's National Flood Insurance Program (NFIP). Submitted by: Jason Dail Date: August 10, 2007 Office: Wilmington PROJECT NARRATIVE The project site is currently an undeveloped 2.82-acre tract on the north side of New River Inlet Road in North Topsail Beach, North Carolina. The southern portion of the property consists of a sandy area with sparse, low-lying vegetation that resemble dune grasses and other upland beach vegetation. Freshwater and coastal wetlands are present in the northern and northwestern portion of the site, and open water is present in the northwest corner of the property. A dirt road is present along the eastern property boundary that provides access to the site off New River Inlet Road. Undeveloped land is present to the north and east. Condominium residences are present to the west. New River Inlet Road is adjacent to the south with condominium residences and undeveloped land present across the road. There are currently two AECs within the property, the Estuarine AEC associated with the tidal water and marsh in the northwest portion of the site, and the Ocean Hazard AEC. The purpose of the project is to construct a 24-unit condominium building with associated parking and swimming pool. The building will be supported on pilings mechanically driven to depths of 28 feet below the existing ground surface. The access road, La Costa Drive will concrete, and parking areas will be asphalt paved, with a wooden divider to separate the portion of the parking area within the CAMA large structure setback associated with the Ocean Hazard AEC. The swimming pool will be of the in-ground type and will include associated decking around it and an equipment room. An at-grade foot path and walkway will be present in the rear of the condo building. All buildings and structures are outside of the 30-foot coastal shoreline setback and 75-foot Estuarine AEC. Approximately 3 feet of fill will be used to elevate the building pad to account for the VE flood zone elevations on the site. No impacts to 404 jurisdictional areas are proposed. The stormwater system is designed to provide infiltration primarily through subsurface, perforated piping beneath the front parking area, and secondarily through surface infiltration in a two-foot deep swale on the west side of the front parking area. A stormwater permit has been issued for the development by the Division of Water Quality. Water and sewer lines will be installed beneath La Costa Drive that connect to the public utility lines present along the New River Inlet Road right-of--way adjacent to the south. A pump station will be used to facilitate the removal of wastewater from the development to the public sewer line along the DOT right-of--way. Water and sewer allocations have been approved/provided by Onslow Water & Sewer Authority and Division of Water Quality, respectively. A Sediment and Erosion Control Plan was submitted to and approved by the Division of Land Resources for the development. A wetland delineation was performed and approved by the Corps of Engineers. Thus a wooden divider constructed along the setback line is proposed to create two separate parking areas, one outside of the setback and one inside the setback which will contain approximately 3,102.5 square feet of impervious surface. d. The proposed project includes a 24-unit, three story residential building totaling 40,842 square feet, 60 associated parking spaces, an in-ground swimming pool with associated decking and equipment room, an elevated walkway that terminates before crossing the 404 wetland line, and an at-grade foot path. Access to the development off of New River Inlet Road will be via La Costa Dirve, a 30 foot concrete private right-of-way which will be present along the east property boundary. Perforated pipe will be installed beneath the parking areas to provide infiltration of stormwater. Water and sewer lines will be installed beneath La Costa Drive that connect to the public utility lines present along the New River Inlet Road right-of-way adjacent to the south.
