Mr. Boone met with Mark Powers, Terminal Manager. His assistance and cooperation was greatly appreciated. Inspection findings are detailed in the attached Water Compliance Inspection Report and summarized below. All permit required documentation was readily available, complete, and current. The terminal itself appeared clean and well maintained. Mr. Boone noted no discrepancies or violations. Please be aware that the Division may take enforcement action against any permittee who fails to comply with any requirement of their permit. Pursuant to NC General Statute (NCGS) 143-215.6A, a civil penalty of not more than twenty-five thousand dollars ($25,000.00) may be assessed against any person who violates or fails to act in accordance with the terms, conditions, or requirements of any permit issued pursuant to G.S. 143-215.1. Page# 1 3I NPDES yr/mo/day N C 0074241 111 121 22/02/09 I17 Inspection Type 18 [j (Cont.) 1 Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) Ron Boone, of the NC Division of Water Resources (DWR), Winston-Salem Regional Office, met with Mark Powers, Greensboro Terminal Manager, to perform a compliance evaluation inspection of the NPDES NC0074241 wastewater discharge permit for the Associated Asphalt Greensboro terminal, located at 100 South Chimney Rock Road, in Greensboro, NC, on February 9, 2022. His assistance and cooperation was greatly appreciated. The inspection findings are summarized below. All permit -required documentation was reviewed, including analytical results and reporting documentation. All required documentation was found to be complete and compliant. The terminal itself was clean and well maintained. The terminal experienced three monitoring violations in December 2021 for phenolics, Toluene, and turbidity. These violations have not yet been assessed by the Division. Prior to that, violations on file are: April 2021 - Late/Missing DMR and a TSS limit violation in June 2017. The entire site is self-contained and all stormwater runoff drains into a catchment pond along with any materials that may be spilled inside the facility. The pond water appeared clean and uncontaminated. Mr. Powers estimated that discharges occur 3 to 5 times monthly through a normally -closed -and -locked gate valve. The valve is opened whenever discharge is necessary. The amount discharged from the valve is calculated using a constant that was developed by past operators based on known factors, such as valve size. Mr. Powers also stated that containment and/or absorbent materials are strategically placed in drainage ditches, and other drainage features, throughout the site to help prevent any spilled material from reaching the pond in the first place. No other deficiencies or violations were noted.
