Attn: Paul Kemler, Facilities Manager — Greensboro 139 South Walnut Circle Greensboro, NC 27409 SUBJECT: Compliance Evaluation Inspection & NOV-2022-PC-0057 GemSeal NPDES Permit Number NCG500661 Guilford County Dear Mr. Kemler: Mr. Ron Boone, of the NC Division of Water Resources (NCDWR), Winston-Salem Regional Office (WSRO), conducted a compliance evaluation inspection of GemSeal's Greensboro, NC, manufacturing facility on February 9, 2022. Mr. Boone met with you and Jesse Forest for the inspection. Your assistance and cooperation was greatly appreciated. Inspection findings are detailed in the attached Water Compliance Inspection Report and summarized below. Neither Mr. Kemler nor Mr. Forest were aware of the NCG500661 permit. Both were under the impression the inspection was for the facility's stormwater permit. The permit annual fee is being paid but the permittee has undertaken no other activities to maintain compliance with the NCG500000 general wastewater permit. It is hijihly recommended, given that the facility is in the midst of the City of Greensboro and that municipal wastewater collection services are most likely available and relatively easy and inexpensive to access, that the permittee contact the city and obtain permission (via permit) to discharge the blowdown wastewater into the city's wastewater collection system. This would allow the permittee to request rescission of the permit, eliminating it and all expenses and liabilities the permittee incurs due to holding the permit. We have attached a copy of the NCG500000 general permit, which specifies all requirements with which you must comply. Please be aware that the Division may take enforcement action against any permittee who fails to comply with any requirement of their permit.
