wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the plamming assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I

Magnolia at Mallory Creek Plantation

Magnolia at Mallory Creek Plantation is a 72-acre residential development in the Town of
Leland, North Carolina. The current development plan is for a master planned community of 208
single-family residential units, constructed in three (3) phases. Magnolia at Mallory Creek
Plantation will sit on a currently undeveloped parcel located to the north of Rice Gate Way and
The Retreat at Mallory Creek Plantation development. The site is bounded by an undeveloped
parcel to the north and east, The Retreat of Mallory Creek Plantation to the south and an
electrical and gas utilities easement to the west.
The existing conditions of the site are mostly wooded with some clearing for dirt roads, ditches
and power poles. The existing topography is relatively flat with elevations ranging from 20 feet to
25 feet (NVGD 88). The predominant soil types on -site belong to hydrologic soil group A/D and B.
The site drains to Mallory Creek and Brunswick River.
Magnolia at Mallory Creek Plantation site work will consist of clearing, grading, drainage
improvements, grassing, installation of water, wastewater, and stormwater systems, and roads
associated with development of 208 single-family residential units. The stormwater control
measures will all be designed to meet the requirements set forth for high density development.
The nmoff from the proposed built upon area will be treated by four (2) proposed wet detention
basins, existing drainage channels, and existing storage areas. Sformwater conveyances will
consist of, but are not limited to, overland flow, curb & gutter, piped systems, and vegetative
swales.
Perimeter Control BMP's will be installed prior to the initiation of the mass clearing / grubbing and
grading of the site including silt fence and a construction entrance. Once construction begins,
internal storm water management BMP's, as outlined on the plans, will be used to control
sediment.

So they are only going to build a vast majority of the homes as 3-bedroom now vs 4-bedroom? I didn't quite understand
how the flow reduction is applicable to the home size.

The connection point is a gravity line that was permitted for The Retreat at Mallory Creek WQ0038564 this lines flows to
the receiving manhole for The Ricegate Way Station#76 permitted under Brunswick Forest WQ0028587. I listed the
downstream permit as the Brunswick Forest station since it is the one the sewer for this project will flow to, but in
reality it goes to the gravity line under WQ0038564 before it hits the station listed under Brunswick Forest permit. If

We updated the permit application to 3-bedroom after talking to Scott. He said there is a flow reduction and to
show 3-bedroom homes with 210 gal/day on the application.
Scott, can you explain the changes to the downstream sewer information and flow tracking data?
I desperately need this permit so please let me know if there is anything we can do to help get this sorted out.
I've attached a pelf of the forms we originally submitted and the email containing the revised info for
reference.

Okay I am confused as info on the apps don't matchup.
Original application asked for 4-bedroom homes and listed the downstream permit number as WQ0028587 (Brunswick
Forest) which matches 1-12GO's flow tracking form.
Replacement app says only 3-bedroom homes and lists WQ0038564 (Retreat at Mallory Creek) as downstream. No new
flow tracking from County and new one from 1-12GO with reduced flow still lists WQ028587 as downstream connection
point.
Please advise.

App has been processed and its pending permit number is WQ0043079. It should be on the app tracker tomorrow
afternoon.
I did notice that the flow rate was incorrect on the app and thus he flow total too. Thus, the application & flow tracking
forms will need to be updated to match the new total before it can be reviewed.
Since the application needs to be amended and is the older version that was replaced in June 2021, then please use the
newer version for the correction. With the app being modified, feel free to breakdown the gravity sewer by Phase if you
want the ability to certify it in phases more clearly down the road.

No applications have been processed since 12-15-2021 as I went out on vacation that afternoon. My back-up also took
