Attn: David Hardee 5039 NC 11 South Winterville, NC 28590 Dear David Hardee: NORTH CAROLINA Environmental Quality 2/18/2022 Subject: NOI Application NCG140475 DPD Team Concrete - Jacksonville Return #1328 Onslow County We received your application for an NPDES discharge permit on October 6, 2020.On February 9, 2022, Brian Lambe with the Wilmington Regional Office conducted a site visit to determine the eligibility of this facility for coverage under Stormwater General Permit NCG140000. The inspection notes that the concrete plant has been discharging untreated wastewater and stormwater from a consistent overflow of the recycle systems. Additional wastewater has been discharging from the stockpile wet piles, with both discharges ending in the master stormwater pond. These wastewater discharges to the stormwater pond are not allowed and are in conflict with State Stormwater Permit SW8121203 in place for that stormwater treatment device. A previous inspection conducted September 25, 2019 ended with a recommendation to establish a pre- treatment system. The application submitted is not representative of the ongoing activities at this facility and does not include any pre-treatment to address concerns raised by the inspection. An updated application must be submitted for coverage under NCG140000 in order to authorize stormwater and wastewater discharges associated with industrial activities at this facility. With this letter, your application is being returned to you. Please be advised that if the State determines that discharges from this site contribute to a water quality standard violation or are a significant contributor of pollutants to waters of the U.S., the Department of Environmental Quality (DEQ) is authorized to require a discharge permit. The return of this application does not affect the legal requirements to obtain other permits which may be required by the Division of Energy, Mineral, and Land Resources, or permits required by the Division of Water Resources, Coastal Area Management Act, or any other federal or local government permit or approval that may be required.
