Re: The Haywood Subdivision Pre - Construction Notification Application
Raleigh, North Carolina (Wake County)
Mr. Lastinger and Ms. Higgins:
Attached is a complete PCN Application package for proposed Haywood Subdivision in Raleigh (Wake -
County). The 10.2 acre site is located in the southeast quadrant of Pinecrest Road and Tanglewild Drive
(PIN 0787151572). The site will be developed into a residential subdivision for 23 proposed single - family
homes.
All proposed impacts required for construction of the project are due to sanitary sewer outfall construction.
There are no jurisdictional features present on the primary project site. The off -site sanitary sewer outfall
will flow via gravity to an existing sanitary sewer manhole east of an unnamed tributary to Turkey Creek,
as illustrated on included drawings. No other reasonable location exists to cross the UT, and the proposed
sewer line will be constructed within the boundaries of an existing City of Raleigh sanitary sewer easement
in the location of the stream and wetland crossings. Crossing impacts have been minimized to the
maximum extent practical, by designing the sanitary sewer crossing as perpendicular to jurisdictional
features as possible. Proposed permanent impacts consist only of rip -rap channel stabilization at the stream
crossing, and grading and re- vegetation in other impact locations. All impact locations will be returned to
pre- development contours after installation of the sewer outfall. A summary of proposed project impacts
are detailed in the following table, with additional details provided in the application and on provided
impact maps.

Mitigation is not required for proposed impacts; hence, no mitigation is proposed for this project.
Stormwater management plans will be reviewed by the City of Raleigh. A copy of the sormwater
management plan approval will be forwarded to you upon our receipt of that approval.
Thank you in advance for your time spent reviewing this application. Do not hesitate to call me if you have
any questions, or if you need any additional information to process this application.

installation.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Impacts will be minimized by installation of silt fence and tree protection fence at limits of disturbance prior to any grading on the site.

suitable habitat for rare species. If a database search lists no records for a project area, it does not necessarily mean that they are not present.
The area may not have been surveyed by biologists, or the data may not have been reported to NC Natural Heritage Program.
