Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The site is an approximate 130 acre tract located east of Highway 66 in Forsyth County, NC. The site consists of wooded land and fields. The site is located in a rural /residential area of Forsyth County. 3b. List the total estimated acreage of all existing wetlands on the property: 5.25 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: 1,019 3d. Explain the purpose of the proposed project: The purpose of the project is to develop the site with an approximate 800,000 square foot manufacturing /distribution building, truck dock area, parking areas and access roads. 3e. Describe the overall project in detail, including the type of equipment to be used: The overall project consists of developing the site with a manufacturing /distribution facility. In order to develop the site, the northern portion of the site will be utilized as a soil stockpile /berm area. A 30 foot wide haul road will provide access to the northern portion of the site by replacement of twin 12" RCP culverts with twin 24" CMP culverts. The proposed culverts have been designed based on the calculated up- gradient drainage area and anticipated heavy equipment travel necessary to utilize the northern portion of the site as a soil stockpile /berm area. Silt fencing will be installed on the sides of the access road and the disturbance limits of the site. The culvert replacement is necessary due to safety concerns assoicated with heavy equipment travel across the exisitng dilapidated culverts. Replacement of the existing culvert will unavoidably impact 0.04 acres. of wetlands. Graders, haulers, excavators, cranes and other heavy equipment will be uilized during site development activities. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. To access the northern portion of the site, an access road must cross a linear wetland. The crossing location has been designed at an existing crossing and at the narrowest part of the linear wetland. The existing crossing must be upgraded to safely allow heavy equipment to cross the wetland. The site plan has been designed such that construction of the proposed building, potential building expansion, parking areas and the remainder of the access roads will not result in impacts to jurisdictional streams, wetlands and /or ponds. There are 5.25 acres of wetlands, 1,019 linear feet of stream channel and 5.29 acres of jurisidictional ponds that exist on the site. Development of the site has been designed to avoid impacts to streams and jurisdictional ponds. The remaining 5.21 acres of wetlands are being avoided. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. In order for the project to occur, the impacts to the 0.04 acre linear wetland is unavoidable. The wetlands in the vicinity of the wetland crossing location (culvert replacement area) and soil stockpile /berm area will be marked in the field prior to beginning clearing, grading or construction activities. These areas will be further protected using silt fencing on both sides of the haul road. Additionally, Best Management Practices and /or temporary erosion /sediment control structures will be utilized to - prevent exposed - soils- from- entering jurisdictional- streams - ponds- and - wetlands —BMRs- and /or- temporary-erosion /sediment control structures are not proposed to be located in jurisdictional features that exist on the site. As soon as areas that will not contain buildings or asphalt surfaces are graded, they will be seeded to stabilize exposed soil on the site 2.
