I meant to put a #2 before the 2nd sentence.
The size of the cement pad that we want to refresh is 40’ x 15’. What I outlined below is along the edges of the existing
pad (4’ x 40’ x 2 = 320).

1. I talked to our cement contractor and he can do the poor the week of January 10. I think the town is
going to start bringing the lake up February 1 so at 1’ per day from 12’ down, it will take about 8 days to
reach the bottom of the ramp. That’s right at the margin. I may be able to get the pour sooner.

Outside of the current ramp, we only need to place rock along the sides of the ramp, 3 or 4 feet on each
side for 40’, so about 320’ square. This is to ensure that prop wash does not undermine the ramp song
the sides.
Does this make sense?

proposed new impacts? We only account for new/additional impacts below the full pool
elevation, so if you were to go over top of what is currently there, it would not count,
we only need to permit the additional area that is impacted below the full pool
elevation.

Hey Jeff, My first question is‐ to do live concrete in Waters of the US, the concrete has
to completely cure which is considered 30 days. I was told (rumor mill) that TOLL is
bringing the lake back up at end of Jan, is that true? If so would you be able to meet that
timeline?
If so, lets continue discussing permitting options

The Unites States Army Corp of Engineers (USACE) must determine
which Nation Wide Permit (NWP) your project falls under before The
North Carolina Division of Water Resources (Division) can provide
specific details on permitting requirements.
Please let me know if a determination has been made at this time.
In the meantime, below is general information regarding the proposed
boat ramp work in Lake Lure (Classification B;Tr).
Most work in Lake Lure often falls under USACE NWP #3 for
maintenance or USACE Regional General Permit (RGP) #30 for work in
lakes and reservoirs.
The corresponding Water Quality Certification (WQC) for NWP #3 is
General Certification (GC) #4132. The corresponding WQC for RGP #30
is GC #4145

These general permits and certifications can be found

As lake lure is designated as Trout waters, coverage under GC4145
requires written authorization from the Division for any permanent
impacts such as the use of fill, concrete, pavers, etc.
Coverage under GC4132 requires written authorization from the
Division for any impacts equal to or greater than 1/10 an acre.
Please use the link below to submit a PCN form to DWR for the
proposed projects.
Please note, the project must also meet all conditions listed within the
certification to be covered. If all conditions cannot be met, an individual
401 WQC may be required.

Hello Brandee, Mitchell,
Attached are pictures of the two boat ramps at Rumbling Bald which
we’d like to repair while the lake is down.
Main Ramp
Main ramp 1.jpg shows the significant drop from the top of the ramp to
where Roger Peterson (the guy in the red jacket) is standing. Basically,
we’d like to pour cement on top of what’s there and level off the ramp.
Backup (Emergency) Ramp
Line 1 in the overhead photo of the emergency ramp is the path for
boats to enter the water as designed by the ramp which was installed
before the marina. Line 2 is the path we need to smooth over by
busting out some concrete and replacing it with something with a
different slope. The Backup ramp 2.jpg shows the current slope along
line 2 which makes for an interesting process to get a boat into the
water.
The immediate need is to rework the main ramp as it is used 98% of the
time during the season.
What I need to know is whether these changes are possible and what is
required to get approval to do this work.
