• Dear Mr. Lanham:
In accordance with your application received August 20, 1985, we are
forwarding herewith Permit No. 12502, dated December 3, 1985, to Frit Car
and Equipment Company, Inc., for the construction and operation of the subject
non -discharge type waste treatment. facilities.
This Permit shall be effective from the date of issuance until June
1, 1987, and shall be subject to the conditions and limitations as specified
therein.
If any parts, requirements, or limitations contained in this permit
are unacceptable to you, you have the right to an adjudicatory hearing before
a hearing officer upon written demand to the Director within thirty (30)
days following receipt of this permit, identifying the specific issues to
be contended. Unless such demand is made, this permit shall be final and
binding.

to you. If you have any questions or need additional information concerning

For the Discharge of. Sewage, Industrial. Wastes, or Other Wastes
In accordance with the provisions of Article 21 of. Chapter 143, General
Statutes of North Carolina as amended, and other applicable Laws, Rules and
Regulations
PERMISSION IS HEREBY GRANTED TO
Frit Car and Equipment Company, Inc.
Craven County
FOR THE
• construction and operation of 1,040 GPD wastewater treatment and spray irrigation
facility consisting of a 1,900 gallon capacity sump with an oil skimming
system to collect oil and grease, a 50 GPM sump pump, a 1,110 gallon capacity
clarifier with mechanical agitation, chemical addition and pH monitor, two
(2) fifty (50) square feet sludge drying beds, a 6,000 gallon capacity septic
tank with a 35 GPM pump, a 45,000 gallon capacity aerated storage tank with
115.GPM pumps, a 1.-33 acre land application spray field and all associated
valves,'piping and appurtenances to serve'the rail car repair operations
at Frit Car and Equipment Company located in Craven -County,
pursuant to the application received August 20, 1985, and in conformity with
the project plans, specifications, and other supporting data, subsequently
filed and approved by the Department of Natural Resources and Community
Development and considered a part of this permit.
This Permit shall be effective from the date of issuance until June 1, 1987,
and shall be subject to the following specified conditions and limitations:
1. This permit shall become voidable unless the facilities are constructed in
accordance with the approved plans, specifications and other supporting data.
2. This permit is effective only with respect to the nature and volume of wastes
described in the application and other supporting data.
3. The facilities shall be properly maintained and operated at all times.

5. Upon the availability of a municipal or regional sewerage collection system,
the subject wastewater treatment facilities shall be abandoned,.and all wastewater
discharge into the municipal or regional sewerage system.
6. This permit shall become voidable in the event of failure of the soil to
adequately absorb the wastes, and may be rescinded unless the facilities are
installed, maintained and operated in a manner which will protect the assigned
water quality standards or the surface waters and ground waters.
7. In event the facilities fail to perform satisfactorily including the creation
of nuisance conditions, the Permittee shall take such immediate corrective
action as may be required by this Division, including the construction of
additional or replacement wastewater treatment or disposal facilities.
8. The sludge generated from these treatment facilities must be disposed of: in
accordance with General Statutes 143-215.1 and in a manner approvable by the
North Carolina Division of Environmental Management.
9. A suitable year round vegetative cover shall be maintained.
10. Irrigation shall not be performed during inclement weather or when the ground
is in a condition that will cause runoff.
11. Dikes shall be constructed so as to prevent surface water runoff from the spray
field.
12. Diversion or bypassing of the untreated wastewater from the treatment system
is prohibited.
13. The Permittee, at least six (6) months prior to the expiration of this Permit,
shall request its extension. Upon receipt of the request, the Commission will
review the adequacy of the facilities described therein, and if indicated, will
extend the Permit for such period of time and under such conditions and limitations
as it may deem appropriate.
14. The Permittee shall employ a certified wastewater treatment plant operator in
responsbile charge of the wastewater treatment facilities. Such operator must
hold a certificate of the grade at least equivalent to the classification
assigned to the wastewater treatment facilities by the Certification Commission.
15. The issuance of this permit shall not relieve Frit Car and Equipment Company (FCEC)
of the responsibility for damages to surface or ground waters resulting from
the operation of this facility.
16. The facilities shall be effectively maintained and operated as a non -discharge
system to prevent the discharge of any wastewater into the surface waters of
the State.

17. No type of wastewater other than that from Frit Car and Equipment
Company shall be sprayed onto the irrigation area.
18. No traffic or equipment shall be allowed on the disposal area except while
installation occurs or while normal maintenance is being performed.
19. Adequate inspection, maintenance, and cleaning shall. be provided by the
Permittee to insure proper operation of the subject facilities.
20. Four (4) wells should be installed to monitor groundwater quality. The
location and construction of these wells should be by approval. of the
Washington Regional. Office, from which a well construction permit must
be obtained.
21. The four (4) wells should be sampled prior to initiation of waste disposal
operations, and every March, July, and November thereafter, for the fol.—
lowing parameters:

Phosphate Phenols Water Levels
is The measurements of water level should be taken prior to sampling for the
remaining parameters.
22. All ammonia and LPG cars shall be flared and air washed with the vapors
passing through equipment with a temperature controlled, modulating flame
to maintain combustion temperatures.
23. Frit Car and Equipment Company, Bridgeton Plant, shall submit a monthly
report of size, type, and number of cars cleaned per month and the date
each car is cleaned. Data shall be submitted to the Washington Regional
Office.
24. The application rate shall not exceed 0.14 inch/acre/week (1,040 gpd
at 5—day/week).
25. FCEC shall monitor monthly the following parameters with the samples
to,grab—and—taken from the 45,000 gallon holding tank: Ammonia, BOD`-
Chloride, Sodium, Phenols, Phosphate, Sulfate, Total Organic Carbon,
and Total Suspended Solids. Wastewater sprayed shall also be reported
monthly.
26. FCEC shall monitor the following parameters quarterly with the grab sample
to be taken at the 45,000 gallon holding tank, Total Chromiun, Copper,
Nickel. Lead, Zinc and Cadium.
27. A minimum 50 feet separation from, the spray irrigation wetted area to
the east property line shall be maintained.

28. A solid fence shall be constructed along the east boundry of the
spray field and shall be three feat: higher than the apex of the sprayed
wastewater.
29. This permit shall become voidable in the event FCEC, Bridgeton Plant
cleans rail cars other than LPC, Ammonia, Caustic Soda and Acid
(sulfuric, hydrochloric, and phosphoric) specifically herbicide and
pesticide rail. cars.
30. Sprayed wastewater pH shall be maintained beteeen 7.5 and 8.5 SU.
31. The initial sludge produced by this wastewater treatment system shall
be analyzed for EP toxicity, ignitability, reactivity and corrosivity
with results reported to the Washington Regional Office. The method
of sludge disposal shall be reported at the same time.
