Yes No Permit Type: NWP# 3 Project Description: The project calls for the replacement of Bridge No. 694 on SR 1304 (Boone Trail) over North Prong Lewis Fork in Wilkes County. The archaeological Area of Potential Effects (APE) for the project is defined as a 400-foot (121.92 m) long corridor running 200 feet (60.96 m) east and 200 feet (60.96 m) west along SR 1304 from the center of Bridge No. 694. The corridor is approximately 100 feet (30.48 m) wide extending 50 feet (15.24 m) on either side of the road from its present center. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: Bridge No. 694 is west of North Wilkesboro and north of the Kerr Scott Reservoir in the western half of Wilkes County, North Carolina. The project area is plotted near the center of the Purlear USGS 7.5' topographic quadrangle (Figure 1). A map review and site file search was conducted at the Office of State Archaeology (OSA) on December 14, 2012. No previously recorded archaeological sites have been identified within or adjacent to the APE, and no sites have been reported within a mile radius of bridge. In addition, no existing National Register of Historic Places (NRHP), State Study Listed (SL), Locally Designated (LD), Determined Eligible (DE), or Surveyed Site (SS) properties are within or adjacent to the archaeological APE according to the North Carolina State Historic Preservation Office online data base (HPOWEB 2012). Topographic maps, USDA soil survey maps, aerial photographs (NC One Map), historic maps (North Carolina maps website), and Google’s Street View application were utilized to gage environmental factors that may have contributed to prehistoric or historic settlement within the project limits and to assess the level of ground disturbance. Bridge No. 694 and SR 1304 cross North Prong Lewis Fork roughly east to west (Figure 2). The stream flows south into Lewis Fork and eventually into the Kerr Scott Reservoir (Yadkin River). These waterways are part of the Yadkin-Pee Dee drainage basin. The APE is situated on the North Prong Lewis Fork floodplain east of the stream and along hillside to the west. The area is mostly open with residential properties and small fields. The roadway is elevated on an earthen embankment within the floodplain and SR 1300 (Parsonville Road) intersects with SR 1304 just west of the bridge. Ground disturbance is minimal within the floodplain, but heavier on the residential properties to the west. Disturbances include buried utility lines, ditches, grading of the hillside, and the intersection. The floodplain is made up of Chewacla loam (CkA). This series is poorly drained, nearly level, and subject to frequent flooding for brief periods. The high water table is at 0.5 to 1.5 feet (15 to 46 cm) below the surface. Persistent wetness and flooding make this series undesirable for settlement activities. The hillside is composed of Masada sandy clay loam (MaB2). The Masada series is considered well drained with slope between 2 to 8 percent, but it is moderately eroded with only a thin surface layer. Often this layer is mixed with subsoil because of tillage. However due to grading within the project limits, it is very likely much if not all of the surface layer has been removed. Although this series typically has the potential to contain intact deposits, previous ground disturbances have likely impacted the integrity of any possible sites present. A review of the site files show that no archaeological investigations have been carried out in the vicinity of the bridge, and no sites have been identified. The nearest investigations were conducted over a mile away to the south. Although work is needed in the area to better understand settlement patterns in this section of the county, poor soils and ground disturbance within the APE are unlikely to yield the necessary results. A historic map review was also conducted. Most early maps from the 18th and 19th centuries provide only general details concerning the region illustrating just major roads and settlements. The 1891 USGS Wilkesboro map is one of the first in which an approximate location for the bridge can be determined (Figure 4). Although this map shows no structures, it still provides useful information by depicting no road or crossing within or near the project location. Later maps such as the 1918 Wilkes County soil survey shows neighboring SR 1300 and a lone structure to the east of the stream (Figure 5). Hays Mill is plotted well north of the current bridge. Although no crossing or road similar to SR 1304 is shown, it is probable a farm road was present leading to the single structure in the east. This structure is likely insignificant and outside of the APE. By 1930, the State Highway map for Wilkes County plots a road similar to SR 1304 and Bridge No. 694, but again no structures are shown on this map (Figure 6). Finally, the 1938 Wilkes County State Highway map illustrates a modern picture of the surrounding area (Figure 7). Many of the current buildings are shown including the residential properties to the west. It is likely that the structure from the 1918 soil map is plotted northeast of the bridge on this map as well. From this review, the historic maps suggest that no former structures were once located within the APE, and no significant historic deposits should be encountered. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The defined archaeological APE for the proposed replacement of Bridge No. 694 is located on the North Prong Lewis Fork floodplain and along a hillside. It is unlikely intact and significant archaeological deposits will be present in this area. This is primarily due to persistently wet soils in the floodplain and ground disturbance along the hillside. Disturbance includes ditches, buried utilities, and grading. Also, the historic maps suggest no significant archaeological deposits from former historic structures are within or near the project limits. As long as impacts to the subsurface occur within the defined APE, no further archaeological work is recommended for the replacement of Bridge No. 694 in Wilkes County. If construction should affect subsurface areas beyond the defined APE, further archaeological consultation might be necessary.
