BUNN — MANAGER FMB AT THE GROVE, LLC 2231 NASH STREET NW — SUITE D WILSON, NORTH CAROLINA 27896 Dear Mr. Bunn: NORTH CAROLINA Environmental Quality February 15, 2022 Subject: Permit No. WQ0024756 Conceptual Design Approval The Grove WWTP High -Rate Infiltration System Carteret County Division of Water Resources' Central and Regional staff has reviewed the application package received June 7, 2021, and subsequent additional information received November 30, 2021, regarding the proposal to construct a parking deck over the permitted high -rate infiltration drip field. During this review and subsequent additional information request, it was noted that the design for this parking garage was not finalized. Without a final design and supporting engineering material, a modification of the permit to allow for the parking deck's construction will not be issued at this time. At the Permittee's request, we are sending this formal correspondence to acknowledge that the conceptual design of a parking deck over a high -rate infiltration field could be approved by the Division in a minor modification, provided it meets the minimum requirements listed in the North Carolina Administrative Code and General Statutes. This includes, but may not be limited to: ➢ Engineering plans for the system in accordance with 15A NCAC 02T .0704(c)(1) that address the concerns listed in section B of the additional information letter dated September 3, 2021. ➢ Specifications in accordance with 15A NCAC 02T .0704(c)(1) describing the methods of construction, materials to be used and means for ensuring quality and integrity of the wastewater disposal system to address the concerns listed in section C of the additional information letter dated September 3, 2021. ➢ A hydrogeological/geotechnical report in accordance with 15A NCAC 02T .0704(e) to evaluate the impacts/interactions between the disposal system and the proposed structure that address the concerns listed in section A of the additional information letter dated September 3, 2021. ➢ Demonstration that the field will comply with any setback listed in the permit, notably the 15- foot setback to each building foundation. ➢ An updated Operation and Maintenance plan in accordance with 15A NCAC 02T .0707(a) that addresses the concerns listed in section D of the additional information letter dated September 3, 2021. However, please note that this letter's issuance does not guarantee approval of a final design.
