The good news is that the wet ponds, as designed, are compliant with the rules/requirements (so a re-design is not required). The bad news is that there are some issues with the numbers/forms. I’m going to try and be very detailed in my comments, but if you like, we can have a meeting to discuss any/all of the comments. Please correct the following: - Supplement-EZ Form, Wet Pond Page: o Line 20 – The elevation of the excavated main pool bottom for wet pond 3 is shown as 559.0 (Basin Bottom) on plansheet C3.23 (shown as 558.5 in the Supplement-EZ Form) and for wet pond 4 is shown as 562.5 (Basin Bottom) on plansheet C3.23 (shown as 562.0 in the Supplement-EZ Form). Please change the value for wet pond 3 from 558.5 to 559.0 and the value for wet pond 4 from 562.0 to 562.5 so that the Supplement-EZ Form matches the plans. o Line 21 – The elevation of the top of the sediment storage zone in the main pool for wet pond 3 is shown as 559.5 (Sediment Storage Elev) on plansheet C3.23 (shown as 559.0 in the Supplement-EZ Form) and for wet pond 4 is shown as 563.0 (Sediment Storage Elev) on plansheet C3.23 (shown as 562.5 in the Supplement-EZ Form). Please change the value for wet pond 3 from 559.0 to 559.5 and the value for wet pond 4 from 562.5 to 563.0 so that the Supplement-EZ Form matches the plansheets. o Line 25 – The temporary pool surface elevation for wet pond 3 is shown as 566.73 (per the Water Quality Elevation calculations in the calculation booklet), but is calculated as 566.95 based on the provided stage-storage table and for wet pond 4 is shown as 568.43 (per the Water Quality Elevation calculations in the calculation booklet), but is calculated as 568.69 based on the provided stage-storage table. Please change the value for wet pond 3 from 566.73 to 566.95 and the value for wet pond 4 from 568.43 to 568.69 so that the Supplement-EZ Form matches the provided stage-storage tables. NOTE: The provided calculations use an incorrect cumulative storage volume for the maximum elevation (for example, the calculations for wet pond 3 show the cumulative storage volume at elevation 571.0 as 364,728 cf, but the stage-storage table shows 368,433). I don’t know if that is what is causing the issue or not, but interpolating the temporary pool elevation based on the provided stage storage table results in a temporary pool surface elevation of 566.95 (elevation 566 has a cumulative volume of 51,955 cf, elevation 567 has a cumulative volume of 107,894, therefore, a design volume of 105,187 cf results in an elevation of 566.95). o Line 27 – The volume of the main permanent pool for wet pond 3 is shown as 190,249 cf (per the provided stage-storage table), but should be calculated as 177,337 cf based on the provided stage- storage table (excluding the sediment storage area) and for wet pond 4 is shown as 74,522 cf (per the provided stage-storage table), but should be calculated as 67,315 cf based on the provided stage- storage table (excluding the sediment storage area). As mentioned in a previous comment, the top of the sediment storage zone (per the plans) is at elevation 559.5 for wet pond 3 and at elevation 563.0 for wet pond 4. The stage-storage table calculations incorrectly include the 0.5 ft deep sediment storage zone in the volume calculations which accounts for the discrepancy. Please change the value for wet pond 3 from 190,249 cf to 177,337 cf and the value for wet pond 4 from 74,522 cf to 67,315 cf so that the Supplement-EZ Form matches the provided stage-storage tables (excluding the sediment storage area). 4 o Line 28 – Since the main pool volumes are off, the average depth calculations are also off. The average depth of the main pool for wet pond 3 is shown as 5.13 ft (per the Average Depth calculations in the calculation booklet), but is calculated as 4.8 ft based on the previously calculated main pool volume and for wet pond 4 is shown as 4.03 ft (per the Average Depth calculations in the calculation booklet), but is calculated as 3.6 ft based on the previously calculated main pool volume. Please change the value for wet pond 3 from 5.13 ft to 4.8 ft and the value for wet pond 4 from 4.03 ft to 3.6 ft so that the Supplement-EZ Form matches the calculated value from the previously calculated main pool volume. o Line 32 – Similar to the main pool, the forebays should exclude the sediment storage area (anything below the “Sediment Storage Forebay Exit” elevation). Recalculating the forebay volumes using the provided stage-storage tables results in a forebay volume for wet pond 3 as 28,876 cf (30,373 cf is shown in the Supplement-EZ Form) and for wet pond 4 as 12,719 cf (13,816 cf is shown in the Supplement-EZ Form). Please change the value for wet pond 3 from 30,373 cf to 28,876 cf and the value for wet pond 4 from 13,816 cf to 12,719 cf so that the Supplement-EZ Form matches the provided stage- storage tables (excluding the sediment storage area). o Line 34 – The cleanout depth of the forebays is the distance from the permanent pool surface elevation to the top of the sediment storage zone in the forebay (“Sediment Storage Forebay Exit” per the plans), expressed in inches. The clean-out depth of the forebay for wet pond 3 is shown as 72” (in the Supplement-EZ Form), but is calculated as 66 in (565.0’ – 559.5’ = 5.5’ = 66”) based on the provided plans and for wet pond 4 is shown as 54” (in the Supplement-EZ Form), but is calculated as 48” (567.0’ – 563.0’ = 4.0’ = 48”) based on the provided plans. Everything looks good except for a few small issues: 6 Please correct the following: - The forebay of wet pond 4 (15,291 cf) is more than 20% the size of the main pool (72,865 cf) of this wet pond (Wet Pond MDC 5a). 15,291 cf / 72,865 cf = 20.9% > 20%. Please revise plans, calculations, Supplement-EZ Form, & O&M Agreement Form, etc… as needed. - There appears to be insufficient sediment storage provided in the forebays (Wet Pond MDC 3), please clearly show the top elevation of the sediment storage zones in the cross-sections of the wet ponds (Please see attached figure). The sediment storage zone must be provided above the excavated bottom of the forebay and does not count towards the provided storage volume of the forebay (since it is designed to fill up with sediment over time). The sediment storage zone must be at least 6 inches deep over the bottom of the forebay. Please revise the plans, calculations, Supplement-EZ Form, & O&M Agreement Form as needed. NOTE: The sediment storage/cleanout depth information as shown in the O&M Agreement Forms does not appear to match the plans/Supplement-EZ Form. - The Applicant information is missing from Section III, 1 of the Application. Please provide this information. - The %BUA for this project (68%) does not appear to be calculated correctly (I got something closer to 40%). Calculation information can be found in 15A NCAC 02H .1003(1). Please provide calculations showing how the %BUA for the project site was determined. This information appears in both the Application (Section IV, 8) and Supplement-EZ Form (Line 16 on the Drainage Areas Page). - Please provide an electronic copy of all of the submittal items that were provided in hard copy form on 9/27/21 (These items do not appear to have been uploaded).
