Good Morning, JC: This project appears to intend to create as much upland as possible with no details of what is proposed or why the impacts are necessary. We require additional information, detailing what is proposed on the site, before verifying your use of Nationwide Permit 18 for impacts to likely waters of the US. 1) The site plan provided is illegible / text is difficult to read when zoomed in. Please provide a clear copy of the site plans for our review (flattened and reduced, please). 2) The wetland impact proposed is identified in the PCN application as needed for a building pad. However, the area occurs within a narrow projection northwest from the LOD. Please provide details of the building proposed in this location, the need for this impact, how the impact was minimized, and what measures are proposed to protect remaining wetland. Would temporary impacts be required for construction in this area? 3) All three exhibits depicting wetlands on -site show different shapes and extents of these features. Please provide as accurate a boundary as possible on all exhibits and send in a JD or delineation concurrence request with sufficient detail to establish any jurisdiction over these resources. 4) The application states that 'Chemical and physical connectivity between the northern and southern wetlands would be preserved via the construction of temporary diversion ditches, draining around the proposed building, into stormwater retention basins that would then overland flow into the southern wetland'. 1) Please provide more detail about the temporary diversion ditches, and what any permanent connection would look like. 2) Does the project intend to route flow from a wetland into a stormwater BMP? 3) Please clarify how overland flow would provide connectivity of waters of the US. Please submit the requested information below within 30 days of receipt of this Notification by selecting the More Information Response using this submittal form (you may also send me an email once the form has been submitted). 1) Your wetland delineation map indicates that there are wetlands that are connected via an "upland ditch". Please provide documentation that the USACE has confirmed your delineation; 2) Please clarify whether this project is speculative or if it is being built to specification of a user; 3) Provide a plan view of the site and infrastructure (roads, utilities, stormwater, etc.) for the entire proposed development, overlaid on the stream and wetland delineation. This plan is necessary to evaluate avoidance and minimization measures and potential indirect impacts for the project.; 4) You have indicated that this project meets the definition of Low Density for stormwater purposes. The Division requires a complete site development plan in order to evaluate this response.
