2021 PAR Narrative
General Information:
I. The Pretreatment Program Information (Enclosures 1 and 2) and Historical SNC sheets
(Enclosure 3 and 4) for WSACC are enclosed. Corrections are marked in red on the
enclosures. WSACC currently has 14 SIUs at the Rocky River Regional WWTP and 15
total SIUs in the program. Also, WSACC requests Kim Holt be removed as a
pretreatment contact. She is no longer employed by WSACC.
II. The PAR for 2020 was approved by DEQ on May 11, 2021 (Enclosure 5).
III. WSACC received an approval from PERCS, letter dated December 1, 2021 for the Long
Term Monitoring Plan changes (Enclosure 6).
IV. WSACC successfully recertified its ISO 14001 certification for the Environmental
Management System for 2021.
V. WSACC successfully certified for the ISO 45001 for the Occupational Health and Safety
Program and maintained Public Sector Star certification for 2021.
VI. WSACC issues pounds per day limits to the significant industrial users (SIUs). Although
a flow limit is also issued, WSACC does not judge significant noncompliance (SNC) for
this parameter. A notice of noncompliance was sent for flow exceedances. As outlined in
the Comprehensive Guide, Chapter 7, Section E, page 2, flow limits are not required
where all IUP limits are mass based and that the POTW may institute its own policy
relative to flow limit compliance. Also, the definition of "pollutant" in 15A NCAC
2H.0903 (25) does not include flow as a characteristic of wastewater.
SIU Information:
During the January through June 2021 reporting period:
A. CMS Landfill V, IUP#1024, was in SNC for BOD, TSS and ammonia. WSACC issued a
NOV and fine for these violations. WSACC is continuing to work with CMS Landfill on
returning to compliance.
B. Owens Corning, IUP#1041, was in SNC for copper. WSACC issued a NOV and fine for
this violation.
C. Prime Beverage, IUP #1046, was in SNC for COD. In addition, the facility is exceeding
the flow limit. WSACC is working with the facility to obtain compliance.

D. WSACC submitted a request to DEQ to drop the SIU IUP#1044 for S&D Coffee Main.
The facility will be monitored and regulated through WSACC's local pretreatment
program. A copy of the approval letter dated May 13, 2021 from PERCS is enclosed
(Enclosure 7).
E. The following SIUs had a few violations but these did not constitute SNC (see IDSF for
percent violations). Notices of noncompliance were sent for these violations of IUP
limitations and/or self-monitoring requirements,which include:
Atrium Health Cabarrus,IUP#1010, Pipe 02—3 flow violations (daily max);
CMS Landfill V, IUP #1024, 12 BOD, 1 COD, 11 TSS, 12 ammonia violations (daily
max); 2 BOD,2 COD, 2 TSS and 4 ammonia violations (monthly average);
City of Concord — Hillgrove Water Treatment Plant, IUP#1032, 1 flow violation (daily
max);
HeiQ Chem-Tex,IUP#1034, 1 pH violation(daily max);
Heritage-Crystal Clean, IUP#1030, 1 oil &grease (monthly average)
IPG, IUP#2001, 1 BOD, 2 TSS, and 1 ammonia violations (daily max); 1 ammonia
(monthly average)
Owens Corning, IUP#1041, 2 copper and 9 flow violations (daily max) and 1 copper and
2 flow violations(monthly average);
Prime Beverage, IUP#1046, 3 BOD, 8COD, 5 ammonia, 16 flow violations (daily max);
S&D—Commercial Park, IUP#1045, 1 pH violation(daily max); and
Stericycle.,IUP #1039,Pipe 01 - 2 TSS violations (daily max).
(NOTE: WSACC requires additional monitoring of SIUs with violations of IUP limits unless the SIU is
sampled on a monthly basis.)
F. Americhem, Charlotte Water, Galvan Industries, Perdue Farms, and Star America did not
have any violations of their industrial user pretreatment permits during the reporting
period.

During the July through December 2021 reporting period:
G. Heritage Crystal-Clean, IUP#1030, was in SNC for p-Cresol. WSACC issued a NOV and
fine for these violations. The facility is planning to install additional pretreatment units to
remove the pollutant. An Authorization to Construct will be issued by WSACC once the
facility submits the plans and specifications for the additional treatment units.
H. Owens Corning was able to determine the root cause of their flow violations as employee
operational error. Owens Corning has provided additional training to their staff to
minimize water consumption and wastewater discharge from this equipment. No further
flow violations have occurred since cause/problem was identified.
I. WSACC submitted electronically IUP amendments and Streamlined IUP Submittal
Forms on June 30, 2021 for Americhem IUP#1028 and Atrium Health Cabarrus
IUP#1010. A copy of the approval letter dated July 2, 2021 from PERCS is enclosed
(Enclosure 8).
J. WSACC submitted electronically a new IUP#1046, IUP rationale, updated allocation
table and SIU application for Prime Beverage on December 10, 2020. A copy of the
approval letter dated July 12, 2021 from PERCS is enclosed (Enclosure 9).
K. WSACC submitted electronically an IUP amendment and Streamlined IUP Submittal
Form on April 15, 2021 for Prime Beverage IUP#1046. A copy of the approval letter
dated July 13, 2021 from PERCS is enclosed(Enclosure 10).
L. WSACC submitted electronically an IUP amendment and Streamlined IUP Submittal
Form on January 26, 2021 for Stericycle IUP#1039. A copy of the approval letter dated
July 14, 2021 from PERCS is enclosed (Enclosure 11).
M. WSACC submitted electronically IUP amendments and Streamlined IUP Submittal
Forms on April 7, 2021 for Americhem IUP#1028, Galvan Industries IUP#1029, HeiQ
Chem-Tex IUP#1034, Heritage-Crystal Clean IUP#1030, Owens Corning IUP#1041,
Perdue Farms IUP#1026, Star America IUP#1013 and Stericycle IUP#103 9. A copy of
the approval letter dated July 19, 2021 from PERCS is enclosed (Enclosure 12).
N. WSACC submitted electronically IUP amendments and Streamlined IUP Submittal
Forms on August 19, 2020 for CMS Landfill IUP#1024 and Heritage-Crystal Clean
IUP#1030. A copy of the approval letter dated July 15, 2021 from PERCS is enclosed
(Enclosure 13).
O. WSACC submitted electronically an IUP amendment and Streamlined IUP Submittal
Form on April 7, 2021 for Intertape Polymer Corp. IUP#2001. A copy of the approval

Form on May 6, 2021 for Owens Corning IUP#1041. A copy of the approval letter dated
July 26, 2021 from PERCS is enclosed (Enclosure 15).
Q. WSACC submitted electronically IUP amendment and Streamlined IUP Submittal Form
on September 24, 2020 for Owens Corning IUP#1041 and Perdue Farms IUP#1026. A
copy of the approval letter dated August 2,2021 from PERCS is enclosed(Enclosure 16).
R. WSACC submitted electronically an IUP renewal and Streamlined IUP Submittal Form,
including IUP rationale and allocation table, on August 24, 2021 for City of Concord —
Hillgrove Water Treatment Plant IUP#1032. A copy of the approval letter dated
September 21, 2021 from PERCS is enclosed(Enclosure 17).
S. WSACC submitted electronically an IUP renewal and Streamlined IUP Submittal Form,
including IUP rationale and allocation table, on December 1, 2021 for Intertape Polymer
Corp. IUP#2001. WSACC is awaiting approval from DEQ.
T. The following Sills had a few violations but these did not constitute SNC (see IDSF for

U. Americhem, Charlotte Water, Hillgrove Water Treatment Plant, Galvan Industries, and
Star America did not have any violations of their industrial user pretreatment permits
during the reporting period.
Waste Reduction Activities:
WSACC participates in the following activities:
1. Collection of office paper, aluminum cans, batteries, cardboard, electronics, fluorescent
bulbs, glass bottles, ink cartridges, oil filters, aerosol cans, scrap metal, and plastic
containers for recycling.
2. Reuse nonpotable water in the plant for:
a. odor control blowdown and flushing water;
b. dechlorination carrier water;
c. pump seal water;
d. centrifuge back drive and bearing cooling water; and
e. incinerator Venturi scrubber.
3. Recycle heat from the furnace to warm the building.
4. Recycle COD vials used in the laboratory.
5. Reuse waste oil from plant equipment to heat the maintenance building.
6. Recycle the defoamer chemical drums back to the manufacturer.
WSACC's SIUs participate in several waste reduction activities, which are outlined on the
following pages (Enclosure 18). In addition to the information contained herein, the SIUs listed
below have also implemented the following:
1. Atrium Health Cabarrus has a Mercury Task Force that is continuously looking at ways to
reduce and eliminate mercury within the facility.
2. HCC continues to evaluate/eliminate some of their customers to reduce their COD
loading.
3. Stericycle has increased mercury awareness with their customers and request that they
have zero mercury content in waste handled/processed by Stericycle.

The Municipal Unit of the Division of Water Resources has reviewed the updated Long Term Monitoring
Plan(LTMP) for the Water& Sewer Authority of Cabarrus County. The submission was received by the
Division on 11/01/2021.
The review indicates that with the updated LTMP is adequate and meets the requirements needed to
establish a site-specific Headworks Analysis (HWA). Proper implementation of a LTMP is also required
by your NPDES permit. Please refer to the Comprehensive Guidance for North Carolina Pretreatment
Programs (Comprehensive Guide) for additional information and examples. Modifications to this LTMP
must be approved by the Division.
Regardless of this approval action today, within 180 days of the effective date of any reissued NPDES
permit(or any subsequent NPDES permit modification)the Permittee would be required to submit to the
Division a written technical evaluation of the need to revise local limits (i.e., an updated IWS, or
documentation of why one is not needed). This action may include revising, updating or adding to the list

Federal and State pretreatment regulations require the local delegated pretreatment program to effectively
control and document the discharge of wastewater from Significant/Categorical Industrial Users to the
POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.

The Municipal Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit
(IUP)modification submitted by the Water&Sewer Authority of Cabarrus County for the following Significant
Industrial User(SIU). The IUP was received by the Division on May 6,2021.

1041 Owens Corning
The review indicates that the IUP is adequate and meets the minimum requirements of 15A NCAC 2H .0905 and
.0916 and 40 CFR 403.8(f)(1)(iii). The allocation table, maintained in the Division's database,has been updated
accordingly.
Regardless of this approval action today, within 180 days of the effective date of any reissued NPDES permit(or
any subsequent NPDES permit modification)the Permittee would be required to submit to the Division a written
technical evaluation of the need to revise local limits (i.e., an updated IWS, or documentation of why one is not
needed). This action may include revising,updating or adding to the list of Significant Industrial Users(SIU's).
Federal and State pretreatment regulations require the local delegated pretreatment program to effectively control
and document the discharge of wastewater from Significant/Categorical Industrial Users to the POTW.It is the
POTW's responsibility to ensure that these objectives are consistently met.
