Based on the current guidance to minimize the spread of COVID-19, the Department of

Hello,
DCM is conducting a review through the federal consistency program of the attached
submittal from the N.C. Department of Transportation (NCDOT) for the construction of the
Beane Mitigation Site in New Hanover County. The NCDOT submittal states that the
mitigation site will solely be used to provide mitigation for authorized impacts associated with
the R-3300 (Hampstead Bypass) project, TIP R-3300. Please note that within the attached
submittal there is a link to the construction drawings for the Beane Mitigation Site and there is
another link to the Mitigation Plan.
The NCDOT submittal was sent to your agency for review and comment by e-mail on
1/19/22. Comments from your agency were requested by 2/9/22. Your agency's comments
have not yet been received at the DCM-Raleigh Office. Therefore, we would appreciate it if
you would submit your comments as soon as possible. If DCM does not hear back from your
agency within the next few days, we will likely be moving forward with a final consistency
decision.

DCM is conducting a review through the federal consistency program of the attached

Previously, DCM issued the attached consistency concurrence (CD17-018) on June 16, 2017
for the overall project TIP U-4751 & R-3300. At that time, the TIP R-3300 section of the
project was unfunded and it did not have a final design. Subsequently, DCM issued a
supplemental consistency concurrence under CD 17-018 on June 25, 2020 for the construction
of R-3300B when the final design for that section was done.
Attached please find a WORD document requesting your agency’s comments. An e-mail
response is also acceptable.
