Storrnwater Management Statement and Plan
Dear Mr. Richards:
We have reviewed the Stormwater Management Plan and calculations submitted for the
.proposed Cornwallis Commons development located at NC Hwy 42 and Cornwallis Road
in Johnston County, North Carolina. Based upon the information submitted, the
stormwater management plan has been approved with the following stipulations:
1. The total impervious surface area for the development may not exceed 6.51 acres
which is 50% of the total development area.
. Each lot in the development will require an individual Stormwater Permit
Application and approval to demonstrate compliance with the overall stormwater
management plan.
3. All lots in the development, to the maximum extent possible, shall be designed so
that stormwater runoff from impervious surfaces is directed to the bioretention
basin located on the eastern side of the proposed development.
4. A fee for 25% of the construction cost of the bioretention basin shall be paid to
Johnston County Public Utilities. An engineering estimate or documentation of
actual construction costs for the bioretention basin must be provided with the
payment.
5. In accordance to SL 2009-337, developers must seek nutrient offset credits from
private mitigation banks, if available, before applying for credits from the North
Carolina Ecosystem Enhancement Program (EEP). At this time, there are three
private mitigation banks available to provide the requested nitrogen offset. Prior
to construction of the final lot, please provide a receipt of payment for a Nitrogen
Offset to buy dawn 1,648.2 lbs nitrogen. The nitrogen offset payment is based
on an assumed maximum impervious area of 6,51 acres for the Cornwallis
Commons development. If the actual full build -out impervious area will be less
than 6.51 acres, a modified stormwater management plan may be submitted with
updated nitrogen export calculations.

6. Please provide a copy of the approval letter from NCDENR Land Quality for the
Sedimentation and Erosion Control Plan.
7. Please provide a notarized and recorded Inspection and Maintenance
Agreement for the bioretention pond. An Inspection and Maintenance: Agreement
must be recorded in the Johnston. County Register of lids Office for each BIB P
constructed. Inspection records shall be provided to the Johnston County Public
Utilities Department on a yearly basis. The first annual inspection report is due
no later than one year after the engineer's final certification of the stormwater
facilities. Annual inspection reports may not be submitted earlier than 45 days
from the due date.
8. Prior to the Certificate of Occupancy being released for any of the proposed lots,
please provide a stormwater certification stating that all stormwater facilities were
constructed in accordance with the approved stormwater management plan. If the
stormwater facilities cannot be completed because a temporary sediment basin or
other temporary erosion control devices conflict with final completion of the
stornawater facilities, a performance bond or Letter of Credit (LOC) with Johnston
County Public Utilities as the beneficiary must be provided for 100% of the
estimated costs to complete the stormwater facilities. An engineering estimate or
contractor's estimate to complete the stormwater facilities roust be submitted and
approved prior to the remittance of the performance bond or LOC.
9. Please indicate all drainage easements, riparian buffers, jurisdictional wetlands,
and flood hazard areas on the Final Plat.

Please be reminded that no land disturbing activities may begin on this site until all
