Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:" The land already has a demoed house on the property and we already constructed the footings for the new home. There is currently no means of access to the house until we construct the bridge. She had her original driveway dug up by the landowner even though it was there for 30+ years prior. She was forced to file a 911 address change to use a logging road to access the bak of the property in order to get to her house. We will need to construct a bridge over a stream with large enough culverts to allow adequate waterflow. 4b. Inspections were halted at this address due to there being no right of way at the time for the homeowner. We work with NCORR on the rebuild North Carolina program in order to help homeowners who were flooded repair and/or construct new homes. They halted the inspections until we could get a new right of way, which we have and now we need to get a bridge built in order to resume work. 4f. Explain the purpose of the proposed project: We are proposing to build a bridge in order to give the homeowner access to her property. The bridge would run over the Long branch river and be approximately 20x40 by 5' with large enough culverts in order to allow proper waterflow and avoid backfill upstream. j The home owner is currently landlocked and has no access to her property. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:" We will using a backhoe in order to dig out the stream and lay the culverts down and add rocks and gravel in order to build a bridge to give the homeowner access to her property. It will have minimal impact on the surround area. There are no trees to remove or much ground to be disturbed. The area Is already clear due to the homeowner building a bridge at her own cost, which is now removed due to her not having approved plans or a permit. 2. This had been her driveway for more than 35 years. One day though, we came to the property to find that the owner of the land had dug up the driveway thereby removing access to the property. This leads us to find another means of access. We turned our attention to an old logging road behind the property which led us to another issue with the landowner The homeowner had her 911 address officially changed to reflect going down this logging road. The homeowner then took out a personal loan to build a bridge between the logging road and her property. The bridge is approximately 20x40x8 feet. A few months after doing this, we received a call from the NC department of natural resources who stated that property owners up the creek from her had complained that if they had severe rain the culverts that were installed under her bridge would cause the water to back up onto their property causing them to flood. Soon after that, she was forced to remove the bridge currently there due to the culvert size. Once again the homeowner is landlocked.
