Discharge monitoring reports (eDMRs) were reviewed for the period December 2020 through November 2021. No effluent limit and/or monitoring violations were reported. If the introduction of off -site wastewater does not occur within a given quarter, then the ORC must ensure to note this in the eDMR's Comments Section when the effluent quarterly samples are collected [Permit Condition Reference: Part 1, Section A(1) footnote #5]. All applicable eDMRs for 2021 should be revised and resubmitted to include this statement (if applicable). The ORC must ensure all process control measurements (settleability tests, MLSS measurements, etc.) are documented as required by 15A NCAC 2B .0506 (c)(3) and subject NPDES Permit. Comment: The ORC had pumped out the mud well (prior to the site inspection) and surcharged the WWTP with wastewater solids. Wastewater solids were observed in the clarifier effluent, chlorination, filtration and dechlorination treatment processes. The effluent also appeared turbid with suspended solids. The ORC immediately backwashed the filters and stopped the discharge. Prior to the end of the inspection, settling in the clarifier improved with a clear effluent and the WWTP was returning to proper wastewater treatment.
